Regular Meeting of the Board
of Commissioners
July 21, 1975
The Regular Meeting of the Board of Commissioners met in the
Commissioners' Room, City -County Building, on Monday, July 21,
o'clock P.M. 1975, at four
The Mayor asked everyone to stand for the pledge of allegiance to the
Flag and a moment of silent prayer.

A motion was made by Commissioner Usher, seconded by Commissioner
Simpson to award the contract to Wilson Constructors, Inc., as the low bidder,
in the amount of $29,975.00, subject to review of the specifications by the City
Engineer. Ayes: (5). Nays: (0). Motion carried.
BIDS WERE RECEIVED for a water line to the Municipal Golf Course.

Mayor Caldwell asked the City Engineer if the length of time required
to complete the contract has any bearing on how the contract should be awarded?
After a short discussion with Mr. Boyer and Mr. Olson, the City
Attorney recommended that the City Commission withhold awarding any contract
until next Monday, to give the Engineering Department time to check if the
completion of the project would go past the first of June what kind of a water
saving could be made in April and May if the line was completed before that.

A MOTION was made by Commissioner Duckers, seconded by Commissioner
Weisgerber to accept the recommendation of the City Attorney and delay awarding
the contract for Engineering Project 75-594 until July 28, 1975. Ayes: (5).
Nays: (0). Motion carried.
A MOTION was made by Commissioner Simpson, seconded by Commissioner
Usher to set the date of August 11, 1975 as the date for Budget Hearing for the
1976 City Budget, and instruct the City Clerk to publish the notice of hearing.
Ayes: (5). Nays: (0). Motion carried.
A MOTION was made by Commissioner Weisgerber, seconded by Commissioner
Usher to set the date of August 25, 1975 as the date for a public hearing to
discuss the environmental effects of the proposed Water Treatment Plant Improvements.

"THE SALINA AMERICAN REVOLUTION BICENTENNIAL COMMISSION wishes to be
placed on the agenda for the City Commission Meeting at 4 p.m., July 21, 1975 for
the purpose of announcing a gift of land by John J. and Lesta Vanier to the City
of Salina, for development by the S.A.R.B.C. as a public park to be operated and
maintained by the City of Salina." (Joan Snyder and Ivy Marsh, Co-chairmen of th,
Smoky Hill River Beautification sub -committee. Horizons Division)
Mr. Dean Owens, spokesman for the Salina American Revolution Bicentennia
Commission said, "The members of this River Beautification sub -committee of the
American Revolution Bicentennial Commission have asked me to make an announcement
to you and also a request of you. I would like to introduce the other members of
this committee who are here today. Art Wilson, Ken Baker, Karen Graves, Joan
Snyder, Ralph Ricklefs, Jr., Jean Hudder and Ivy Marsh. The members of this
committee were charged by the Bicentennial Commission with the responsibility for
developing some plans for river beautification in connection with the celebration
of the American Bicentennial this year. This committee chose as a fitting projec
the development of a Village Green Mini -Park along the river immediately north of
the Iron Street Bridge. The committee felt that this would tie in very well with
the existing city property at the Community Theatre site. It was a very
appropriate site that being the site of the original establishment of the City of
Salina, chosen because of its proximity to the river and of course the city site
selected because that is where the Smoky Hill River turns to the east and proceeds
to the east from that point. In addition the site of course is also where the
old mill dam has been located for many, many years and the committee felt that
the milling industry certainly has been a very vital part of the economic life
of Salina, and it would also be fitting for a park to contain the mill dam and
also be in close proximity to the still existing Western Star Mill just across
the river. The committee undertook to find out how permission might be obtained
for the development of a park and learned substantially all the land involved was
owned by Mr. and Mrs. John J. Vanier and a corporation owned by Mr. Vanier. With
the assistance of the City Engineer and his staff and their survey crew we were
able to establish the boundaries of the river at that site and we negotiated with
Mr. and Mrs. Vanier, their donation to the City of the river banks and the old
river bed at that site consisting of just a little more than an acre of land.
This donation to the City is now a reality and we certainly want to express our
thanks and gratitude to the generosity of Mr. and Mrs. Vanier for this contribution
to this project. Mr. Ken Baker has developed the conceptual plan for the
development of this park and we do have a drawing here, which we will be glad to
share with you. Basically what is proposed is the rejuvenation of existing trees
and shrubs that are worth while and should be cared for and kept in that area.
In addition to that the development and planting of shrubs and grasses and
perhaps other trees and ground cover along the river banks, and if possible
perhaps in the old river channel which is really no longer needed for the flow
of the river. There is a possibility of developing a type of shelter house with
an overlook of the river at this site, some paths for walking through the area,

park benches, lighting, perhaps some type of historical markers relating to the
establishment of the City of Salina at this point, perhaps recognizing the
importance of the milling industry to the city. Wilson and Company will be
developing the plans for this shelter house type overlook at the river and
other companies and individuals have been contacted concerning donations of
various aspects of the development of this site. We would like to announce to
you this project with the hope that the City Commission will approve the concept
of the development of this site as a public park for the future benefit of the
public to be operated and maintained by the City of Salina as a part of the
existing city park system upon the completion of the development of the site in
accordance with at least the conceptual plans that this committee has at this
time. We would certainly expect that the site would be fully developed and
available for use by the public during the bicentennial year. Certainly prior
to July 4, 1976; but we would certainly appreciate very much submitting to the
City Commission the proposal that the concept for the development of this
Village Green Mini -Park be approved and that the City agree to assume the
obligation for the operation and maintenance of the park as a part of the city
park system.''
Mr. Owens and Mr. Ken Baker went to the bench to show the City
Commissioners the drawings for the proposed development of the park.
A motion was made by Commissioner Simpson, seconded by Commissioner
Duckers to accept the gift of land and the conceptual drawings that have been
presented and express our appreciation to the Vaniers and to the members of the
Bicentennial Commission who have been involved with this particular project.

A MOTION was made by Commissioner Simpson, seconded by Commissioner
Duckers that the Regular Meeting of the Board of Commissioners be adjourned.
