07-07-1975 Minutesill City of Salina, Kansas Regular Meeting of the Board of Commissioners July 7, 1975 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, July 7, 1975, at four o'clock P.M. The Mayor asked everyone to stand for the pledge of allegiance to the Flag and a moment of silent prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Keith G. Duckers Commissioner Gerald F. Simpson Commissioner W. M. Usher comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Jack Weisgerber The Minutes of the Regular Meeting of June 30, 1975 were approved as printed. STAFF AGENDA THE CITY ENGINEER reported on bids received June 30, 1975 for the Downtown Salina Beautification Project, and recommended the base bid proposal from Smoky Hill, Inc., with the deduction of the items pertaining to street lighting be accepted and the contract awarded. A motion was made by Commissioner Usher, seconded by Commissioner Duckers to award the contract to Smoky Hill, Inc., as the low bidder with their base bid less the cost of the street lighting. Ayes: (4). Nays: (0). Motion carried. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." [For the rezoning of Lots 1 through 14, inclusive, Block 4, Replat of Blocks 4 and 5 and part of Block 3, Schippel Addition from District "A" (Second Dwelling House District) to District "DD" (Office District) as requested in Petition Number 3476 which was filed by Dr. Daniel C. King.] A motion was made by Commissioner Usher, seconded by Commissioner Simpson to adopt the ordinance as read and the following vote was had: Ayes: Duckers, Simpson, Usher, Caldwell (4) Nays: (0). Commissioner Weisgerber absent. The Mayor approved the Ordinance and it is numbered 8442. The ordinance was introduced for first reading June 23, 197 112 A LETTER was received from the City Planning Commission recommending the approval of the final plat of Lakewood Addition, as requested in Petition Number 3276 which was filed by John C. Ryberg. A motion was made by Commissioner Duckers, seconded by Commissioner Simpson to accept the recommendation of the Cit Planning Commission and approve the final plat of Lakewood Addition, and authoriz the Mayor to sign. Ayes: (4). Nays: (0). Motion carried. A LETTER was received from the City Planning Commission recommending the denial of Petition Number 3491 which was filed by Jack Sprecker for the rezoning of Lots 1, 2, and 3, Block 9, Replat of Indian Rock Addition from District "A" (Second Dwelling House District) to District "C" (Apartment House District). A motion was made by Commissioner Usher, seconded by Commissioner Duckers to accept the recommendation of the City Planning Commission and deny the petition. Ayes: (4). Nays: (0). Motion carried. A LETTER was received from the City Planning Commission stating it had completed its annual review of the City of Salina's Land Use Plan as required by K. S. A. 12-704 and reports that "...there are no significant areas of disagreeme t and no recommendations for change at this time." A motion was made by CommissionEr Duckers, seconded by Commissioner Simpson to accept the letter. Ayes: (4). Nays: (0). Motion carried. THE CITY ENGINEER filed plans and specifications for a water line to the Municipal Golf Course. A motion was made by Commissioner Usher, seconded by Commissioner Simpson to approve the plans and specifications as filed and instruc the City Clerk to advertise for bids to be received July 21, 1975. Ayes: (4). Nays: (0). Motion carried. THE CITY ENGINEER filed plans and specifications for three tennis court in Sunset Park. A motion was made by Commissioner Duckers, seconded by Commissioner Usher to approve the plans and specifications as filed and instruct the City Cler to advertise for bids to be received July 21, 1975. Ayes: (4). Nays: (0). Motion carried. COMMISSION AGENDA None PUBLIC AGENDA PETITION NUMBER 3498 was filed by W. R. Jolliff protesting the installation of water and sewer lines on Woodland east of Ohio Street. A motion was made by Commissioner Usher, seconded by Commissioner Simpson to refer the petition to the City Engineer for checking. Ayes: (4). Nays: (0).
