Regular Meeting of the Board
of Commissioners
June 30, 1975
The Regular Meeting of the Board of Commissioners met in the
Commissioners' Room, City -County Building, on Monday, June 30, 1975, at four
o'clock P.M.
The Mayor asked everyone to stand for the pledge of allegiance to the
Flag and a moment of silent prayer.
There were present:
Acting Mayor Gerald F. Simpson, Chairman presiding
Commissioner Keith G. Duckers
Commissioner W. M. Usher
Commissioner Jack Weisgerber
comprising a quorum of the Board, also:
Norris D. Olson, City Manager
D. L. Harrison, City Clerk

Mayor Robert C. Caldwell

The Minutes of the Regular Meeting of June 23, 1975 were approved as
printed.

BIDS WERE RECEIVED for the Salina Downtown Beautification Project:

A motion was made by Commissioner Usher, seconded by Commissioner Weisgerber to
refer the bids to the Engineer and the City Engineer for their review and
recommendation back to the City Commission next Monday. Ayes: (4). Nays: (0).
Motion carried.
BIDS WERE RECEIVED for Engineering Project 74-568 A for improvements
in Lakewood Park:
Brown and Brown, Inc. $106,454.55
J. S. Frank Construction Company, Inc. 127,808.40
Engineer's Estimate 120,000.00
A motion was made by Commissioner Duckers, seconded by Commissioner Usher to
award the contract to Brown and Brown, Inc., as the low bidder, in the amount of
$106,454.55, providing it meets the Engineer's specifications. Ayes: (4).
Nays: (0). Motion carried.

A RESOLUTION was introduced and passed entitled: "WHEREAS, on July 8,
1974 the Board of Commissioners of the City of Salina, Kansas, met and appointed
Mrs. Karen Graves and Dr. John Dahlquist to make plans and submit an application
to the Kansas Bicentennial Commission for its approval and to the National
Bicentennial Commission for its approval so that the City of Salina, Kansas,
could become a Bicentennial community; and ..." (Establishing the Salina
American Revolution Bicentennial Commission and approving the constitution and
by-laws of the commission) A motion was made by Commissioner Duckers, seconded
by Commissioner Usher to adopt the Resolution as read and the following vote was
had: Ayes: Duckers, Usher, Weisgerber, Simpson (4). Nays: (0). Carried.
Mayor Caldwell absent. The Acting Mayor approved the Resolution and it is
numbered 3239.
Mrs. Graves said this document is required so the Bicentennial
Commission can solicit private funds and contributions.

A CEREAL MALT BEVERAGE License application was filed by Carl Blocker,
d/b/a Benton's Cafe, 646 North Fifth Street. (New application). The City Clerk
reported the applicant has paid the required fee, and the application has been
approved by the Zoning Officer, Health Department and the Police Department. A
motion was made by Commissioner Usher, seconded by Commissioner Duckers to appro
the license application and authorize the City Clerk to issue the license.
Ayes: (4). Nays: (0). Motion carried.
A CEREAL MALT BEVERAGE License application was filed by Steve M. Sterli
d/b/a Steve's Texaco, 700 South Broadway. (New application for package sales
only) The City Clerk reported the applicant has paid the required fee, and the
application has been approved by the Zoning Officer, Health Department and the
Police Department. A motion was made by Commissioner Duckers, seconded by
Commissioner Usher to approve the license application and authorize the City
Clerk to issue the license. Ayes: (4). Nays: (0). Motion carried.

d/b/a Belmont Texaco - Payne Oil Company, 2745 Belmont Boulevard. (New
application for package sales only) The City Clerk reported the applicant has
paid the required fee, and the application has been approved by the Zoning
Officer, Health Department and the Police Department. A motion was made by
Commissioner Usher, seconded by Commissioner Weisgerber to approve the license
application and authorize the City Clerk to issue the license. Ayes: (4).
Nays: (0). Motion carried.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
providing for the vacation of street right-of-way in excess of forty feet (401)
on the east side of Channel Road from Glen Avenue to the north line of Mount
Barbara Addition to the City of Salina, Saline County, Kansas." A motion was
made by Commissioner Usher, seconded by Commissioner Weisgerber to adopt the
ordinance as read and the following vote was had: Ayes: Duckers, Usher, Weisgerb
Simpson (4). Nays: (0). Mayor Caldwell absent. Carried. The Acting Mayor
approved the ordinance and it is numbered 8441. The ordinance was introduced for
first reading June 23, 1975•
A RESOLUTION was introduced and passed entitled: "WHEREAS, the City of
Salina, Kansas, has been notified by the U. S. Department of Housing and Urban
Development that its application number B -75 -HN -20-0015 for Federal Assistance
under Title I of the Housing and Community Development Act of 1974 (P.L.93-383)
has been approved; and..." (authorizing the City Manager, as chief executive
officer and authorized representative, to sign and otherwise execute the funding
agreement between the City of Salina, Kansas, and the Department of Housing and
Urban Development in connection with the grant and to provide such additional
information as may be required.) A motion was made by Commissioner Weisgerber,
seconded by Commissioner Usher to adopt the Resolution as read and the following
vote was had: Ayes: Duckers, Usher, Weisgerber, Simpson (4). Nays: (0). Carrie(

The City Clerk reported the applicant has paid the required fee, and the
application has been approved by the Zoning Officer, Health Department and the
Police Department. A motion was made by Commissioner Usher, seconded by
Commissioner Duckers to approve the license application and authorize the City
Clerk to issue the license. Ayes: (4). Nays: (0). Motion carried.
ACTING MAYOR SIMPSON said they had received a request from Waymire's
Butcher Block, Mid State Mall to consider a cereal malt beverage license for
their store.
A motion was made by Commissioner Weisgerber, seconded by Commissioner
Usher to add the cereal malt beverage license application to the agenda for
consideration. Ayes: (4). Nays: (0). Motion carried.

Butcher Block, Mid State Mall. (New application for package sales only) The
City Clerk reported the applicant has paid the required fee and the application
has been approved by the Zoning Officer, Health Department and the Police
Department. A motion was made by Commissioner Duckers, seconded by Commissioner
Weisgerber to approve the license application and authorize the City Clerk to
issue the license. Ayes: (4). Nays: (0). Motion carried.
A MOTION was made by Commissioner Usher, seconded by Commissioner
Duckers that the Regular Meeting of the Board of Commissioners be adjourned.
