04-07-1975 Minutesss City of Salina, Kansas Regular Meeting of the Board Of Commissioners April 7, 1975 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, April 7, 1975, at four o'clock P.M. The Mayor asked everyone to stand for the pledge of allegiance to the Flag and a moment of silent prayer. There were present: Mayor W. M. Usher, Chairman presiding Commissioner Robert C. Caldwell Commissioner Norma G. Cooper Commissioner Mike Losik, Jr. comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. A motion was made by Commissioner Losik, seconded by Commissioner Cooper to refer the petition to the City Planning Commission for consideration. Ayes: (4). Nays: (0). Motion carried. PETITION NUMBER 3479 was filed by Allan J. Hocking for the approval of the preliminary plat of Hocking Addition. A motion was made by Commissioner Caldwell, seconded by Commissioner Losik to refer the petition to the City Planning Commission for consideration. Ayes: (4). Nays: (0). Motion carried. PETITION NUMBER 3480 was filed by Roy A. Presley, 1822 Briarwood Road for the rezoning of Lots 1 and 2, Block 2; Lot 1, Block 6; and all of Block 7, Parkwood Village Addition from District "EE" (Local Service District) to District "D" (Local Business District). A motion was made by Commissioner Losik, seconded by Commissioner Caldwell to refer the petition to the City Planning Commission for consideration. Ayes: (4). Nays: (0). Motion carried. PETITION NUMBER 3481 was filed by Mrs. Izetta M. Lamer, 929 North Santa Fe Avenue for the rezoning of Lots 28, 30, and 32, Block 2, Episcopal Military Institute Addition to the City of Salina, Kansas, from District "B" (Two -Family Dwelling House District) to District "D" (Local Business District). A motion was made by Commissioner Cooper, seconded by Commissioner Losik to refer the petition to the City Planning Commission for consideration. Ayes: (4). Nays: (0). Motion carried. A LETTER was received from the City Planning Commission recommending the approval of the final plat of Loyd Addition which was requested in Petition Number 3462, filed by Gerald Knowles. A motion was made by Commissioner Cooper, seconded by Commissioner Losik to accept the recommendation of the City Planning Commission and approve the final plat of Loyd Addition, to and authorize the Mayor sign. Ayes: (4). Nays: (0). Motion carried. A LETTER was received from the City Planning Commission recommending the approval of the final plat of the Northeast Industrial Park, Blocks 4 to 6, which was requested in Petition Number 3414-D, filed by the Urban Renewal Agency. A motion was made by Commissioner Caldwell, seconded by Commissioner Losik to approve the final plat of the Northeast Industrial Park, Blocks 4 to 6, and authorize the Mayor to sign. Ayes: (4). Nays: (0). Motion carried. A MOTION was made by Commissioner Losik, seconded by Commissioner Caldwell to introduce an ordinance for first reading establishing the annual retail license fee for a general retailer for cereal malt beverages and for a retailer for consumption off the premises for cereal malt beverages; amending Section 6-37 of the Salina Code and repealing the existing section. Ayes: (4). Nays: (0). Motion carried. Ordinance Passed: Number: A MOTION was made by Commissioner Losik, seconded by Commissioner Caldwell to introduce an ordinance for first reading establishing the annual license fee for a pawnbroker doing business within the City of Salina, Kansas. Motion carried. A CEREAL MALT BEVERAGE LICENSE Application was filed by Gray and Compan by Frank Rapp, Manager, d/b/a Salina Bait and Tackle, 1120 West Crawford, application). The City Clerk reported the applicant has paid the required foe, and the application has been approved by the Health Department, Zoning Officer, and the Police Department. A motion was made by Commissioner Caldwell, seconded by Commissioner Cooper to approve the license application and authorize the City Clerk to issue the license. Ayes: (4). Nays: (0). Motion carried.
