January 6, 1975
The Regular Meeting of the Board of Commissioners met in the
Commissioners' Room, City -County Building, on Monday, January 6, 1975, at four
o'clock P.M.
The Mayor asked everyone to stand for the pledge of allegiance to the
Flag and a moment of silent prayer.
There were present:

The Minutes of the Regular Meeting of December 30, 1974, were approved
as printed.
STAFF AGENDA
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
establishing the permit fees for construction, alteration and moving of
buildings and structures; amending Section 9-25 of the Salina Code and repealing
the existing section." A motion was made by Commissioner Losik, seconded by
Commissioner Caldwell to adopt the ordinance as read and the following vote was
had: Ayes: Caldwell, Cooper, Losik, Weisgerber, Usher (5). Nays: (0). Carried

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
requiring the obtaining of a permit for the erection of a canopy over any street
or sidewalk and establishing the fee therefor; amending Section 9-40 of the
Salina Code and repealing the existing section." A motion was made by Commissioner
Losik, seconded by Commissioner Caldwell to adopt the ordinance as read and the
following vote was had: Ayes: Caldwell, Cooper, Losik, Weisgerber, Usher (5).
Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8409.

establishing the fee for a permit to erect a sign; amending Section 9-67 of the
Salina Code and repealing the existing section." A motion was made by Commissioner
Losik, seconded by Commissioner Caldwell to adopt the ordinance as read and the
following vote was had: Ayes: Caldwell, Cooper, Losik, Weisgerber, Usher (5).
Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8410.

the fee therefor; amending Section 9-368 of the Salina Code and repealing the
existing Sections 9-368 and 9-369." A motion was made by Commissioner Losik,
seconded by Commissioner Caldwell to adopt the ordinance as read and the
following vote was had: Ayes: Caldwell, Cooper, Losik, Weisgerber, Usher (5).
Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8414.

adopt the ordinance as read and the following vote was had: Ayes: Caldwell,
Cooper, Losik, Weisgerber, Usher (5). Nays: (0). Carried. The Mayor approved
the ordinance and it is numbered 8416. The ordinance was introduced for first

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
establishing the permit fee for moving any building or structure over, on or
across any street, avenue, alley or public thoroughfare within the City;
amending Section 32-74 of the Salina Code and repealing the existing section."
A motion was made by Commissioner Losik, seconded by Commissioner Caldwell to
adopt the ordinance as read and the following vote was had: Ayes: Caldwell,
Cooper, Losik, Weisgerber, Usher (5). Nays: (0). Carried. The Mayor approved
the ordinance and it is numbered 8417. The ordinance was introduced for first
reading December 16, 1974.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
requiring a permit to do concrete work in any street or public grounds in said
city; establishing the fee therefor; amending Section 32-215 of the Salina Code
and repealing the existing section." A motion was made by Commissioner Losik,
seconded by Commissioner Caldwell to adopt the ordinance as read and the followin
vote was had: Ayes: Caldwell, Cooper, Losik, Weisgerber, Usher (5). Nays: (0).
Carried. The Mayor approved the ordinance and it is numbered 8418. The ordinanc

establishing the fees for plumbing and gas fitting permits required by the
Uniform Plumbing Code; amending Section 9-203 of the Salina Code and repealing
the existing section." A motion was made by Commissioner Losik, seconded by
Commissioner Caldwell to adopt the ordinance as read and the following vote was
had: Ayes: Caldwell, Cooper, Losik, Weisgerber, Usher (5). Nays: (0). Carried.

place four tanks (12,000 gallons each) for storage of gasoline and diesel fuel
on Lot 12, Idlewilde Gardens Addition to the City of Salina, Kansas. Said
properties are Zoned "G" (Heavy Industrial). A motion was made by Commissioner
Losik, seconded by Commissioner Cooper to refer the petition to the City Planning
Commission, Fire Department and Health Department for a recommendation. Ayes:(5)
Nays: (0). Motion carried.
CEREAL MALT BEVERAGE LICENSE APPLICATIONS were filed for 1975 by:
Charles C. McDaniel, d/b/a Mac's Bar-b-Que, 1100 North Ninth Street
(renewal)
Music Box Cabaret, Inc., d/b/a Music Box Cabaret, 925 West Lincoln
(new)
The City Clerk reported the applicants have paid the required fee and the
applications have been approved by the Zoning Officer, Health Department and the
Police Department. A motion was made by Commissioner Losik, seconded by
Commissioner Caldwell to approve the Cereal Malt Beverage license applications
and authorize the City Clerk to issue the licenses. Ayes: (5). Nays: (0).
Motion carried.
TREE TRIMMING AND TREATING LICENSE APPLICATIONS were filed for 1975 by:
Cecil Heart, d/b/a Cecil Heart Tree Service, 613 Montrose,
for trimming. (Renewal)
Dennis M. Brake, d/b/a Dennis M. Brake Tree Service, 511 North 13th,
for trimming. (Renewal)
Lowell Montgomery, d/b/a Montgomery Termite and Pest Control,
Bridgeport, Kansas, for trimming and treating. (Renewal)

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
establishing the tap fee for water service; amending Section 35-30 (2) of the
Salina Code and repealing the existing section." A motion was made by CommissionEr

A SURETY ON BAIL BOND LICENSE APPLICATION for 1975 was filed by
E. P. Nichols, d/b/a Nichols Bail Bond, West State Street Road. The City Clerk
reported the applicant has paid the required fee and has all the required
documents on file. A motion was made by Commissioner Losik, seconded by
Commissioner Caldwell to approve the license application and authorize the City
Clerk to issue the license. Ayes: (5). Nays: (0). Motion carried.
A LETTER was received from William B. Stokes in reference to a Letter
of Intent - G & K, Inc., $1.25 million in industrial revenue bonds. A motion
was made by Commissioner Weisgerber, seconded by Commissioner Losik to accept
the letter for the record. Ayes: (5). Nays: (0). Motion carried.
A MOTION was made by Commissioner Caldwell, seconded by Commissioner
Losik that the Regular Meeting of the Board of Commissioners be adjourned.
