10-31-1977 MinutesCity of Salina, Kansas Regular Meeting of the Board of Commissioners October 31, 1977 The Regular Meeting of the Board of Commissioners met in the Commissioner Room, City -County Building, on Monday, October 31, 1977 at four o'clock P.M. The Mayor asked everyone to stand for the opening ceremony. There were present: Mayor Keith G. Duckers, Chairman presiding Commissioner Dan S. Geis Commissioner Gerald F. Simpson Commissioner Jack Weisgerber comprising a quorum of the Board, also: printed. L. 0. Bengtson, City Attorney W. E. Harris, Deputy City Manager D. L. Harrison, City Clerk Absent: Commissioner Karen M. Graves Norris D. Olson, City Manager The Minutes of the Regular Meeting October 17, 1977 were approved as STAFF AGENDA BIDS WERE RECEIVED for Internal Improvement bond Series P-219 for $338,000.00 for 10 years. The bids were opened and tabulated by the City Clerk. A motion was made by Commissioner Simpson, seconded by Commissioner Weisgerber to accept the bid of United Missouri Bank of Kansas City, National Association, Kansas City, Missouri, for a total interest cost to the City of $234,921.00, less premium of $6.67, net interest cost to the City $234,914.33, with an average interest rate of 4.554369%, and to introduce an ordinance for first reading authorizing the issuance of Internal Improvement Bond Series P-219. Ayes: (4). Nays: (0). Motion carried. Ordinance Passed: Number: A RESOLUTION was introduced and passed entitled: ''A RESOLUTION authorize and ordering certain curbing, guttering, paving, grading, water main and service, and sanitary sewer improvements, ordering preparation of plans and specifications, and the estimate of costs.'' (Engineering Project 77-627 - Improvements in Dow Addition). A motion was made by Commissioner Weisgerber, seconded by Commissioner Geis to adopt the Resolution as read and the following vote was had: Ayes: Weisgerber, Geis, Simpson, Duckers (4). Nays: (0). Commissioner Graves absent. Carried. The Mayor approved the Resolution and it is numbered 3345. AN ORDINANCE was introduced for second reading entitled: ''AN ORDINANCE providing for the vacation of Avalon Drive, a public street in the City of Salina, Saline County, Kansas.'' (Requested in Petition Number 3659 filed by Ken Wasserman). A motion was made by Commissioner Geis, seconded by Commissioner Simpson to adopt the Ordinance as read and the following vote was had: Ayes: Weisgerber, Geis, Simpson, Duckers (4). Nays: (0). Commissioner Graves absent. Carried. The Mayor approved the Ordinance and it is numbered 8603. A motion was made by Commissioner Weisgerber, seconded by Commissioner Simpson to accept the recommendation of the Building Code Advisory Board and introduce an ordinance for first reading to adopt the 1978 Edition of the National Electrical Code. Ayes: (4). Nays: (0). Motion carried. Ordinance Passed: Number: THE CITY ENGINEER reported on the sufficiency of Petition Number 3664 filed by the City of Salina for grading, curb and gutter and paving of The Midway from Ohio Street to Kenwood Park Drive, for the installation of sanitary sewer improvements, and for the acquisition of certain land, that the City of Salina owns 100% of the property within the benefit district and it is therefore a valid petition. A motion was made by Commissioner Geis, seconded by Commissione Weisgerber to accept the City Engineer's Report and to approve the petition. Ayes: (4). (Jays: (0). Motion carried. A MOTION was made by Commissioner Weisgerber, seconded by Commissioner Geis, to approve an agreement with John W. & Bernadette Heline, R. E. & Mary E. Sprecker for the purchase of a tract of land in Lot 8, Surveyor's Plat 12, for street purposes, in the amount of $22,400.00; to approve an agreement with Archie R. and Alma M. Fry for the purchase of a tract of land in Lot 9, Surveyor's Plat 12, for street purposes, in the amount of $2,000.00; and to approve an agreement with Alvin V. and Evelyn Burkhardt for a temporary construction easement for street improvement, in the amount of $200.00, in accordance with the pre - appraisal of Gib Wenger, and authorize the Mayor to sign the agreements. Ayes: (4). Nays: (0). Motion carried. A MOTION was made by Commissioner Simpson, seconded by Commissioner Weisgerber to ratify the purchase of Reserve Number 1, Riverside Park Addition, in the amount of $550.00, anu Lot 1, Block 14, Riker Manor Addition in the amount of $1,250.00, at the Saline County Tax Sale held October 26, 1977. Ayes: (4). Nays: (0). Motion carried. None PUBLIC AGENDA COMMISSION AGENDA The Commissioners did not bring anything to the floor for discussion. A MOTION was made by Commissioner Geis, seconded by Commissioner Simpson that the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (4). Nays: (0). Motion carried.
