The Regular Meeting of the Board of Commissioners met in the Commissionejs'I
Room, City -County Building, on Monday, October 24, 1977, at four o'clock P.M. II
The Mayor asked everyone to stand for the pledge of allegiance to the
Flag and a moment of silent prayer.
There were present:

The Minutes of the Regular Meeting of October 17, 1977 were approved
as printed.
STAFF AGENDA
A RESOLUTION was introduced and passed entitled: ''A RESOLUTION determini09
the advisability of certain curbing, guttering, paving, grading, water and
sanitary sewer improvements, estimating the cost thereof, defining the boundaries
of the improvement district, method of assessment, and apportioning the cost
between the improvement district and the City -at -large." (Requested in Petition
Number 3655 filed by George Etherington) A motion was made by Commissioner
Simpson, seconded by Commissioner Weisgerber to adopt the Resolution as read and
the following vote was had: Ayes: Weisgerber, Geis, Graves, Simpson, Duckers
(5). Nays: (0). Carried. The Mayor approved the Resolution and it is numbered
3344.
A LETTER was received from the City Planning Commission recommending
the denial of Zoning Application Z77-17, filed by John Divine for the rezoning
of Lots 1 through 7 and Lots 17 and 18, Block 8, Wallerius Addition from District
R-1 to District R-2.5. A motion was made by Commissioner Graves, seconded by
Commissioner Geis to accept the recommendation of the City Planning Commission
and deny the Zoning Application. Ayes: (5). Nays: (0). Motion carried.
A LETTER was received from the City Planning Commission recommending
the approval of Zoning Application Z77-18, filed by Norman Harris and J. Donald
Williams for the rezoning of Country Club Heights Addition Number 5 from District
A-1 to District R-1. A motion was made by Commissioner Geis, seconded by
Commissioner Simpson to accept the recommendation of the City Planning Commission
and approve the Zoning Application and to introduce the rezoning ordinance for
first reading. Ayes: (5). Nays:'(0). Motion carried.

A LETTER was received from the City Planning Commission recommending
the approval of Petition Number 3659 which was filed by Ken Wasserman, for the
vacation of Avalon Drive, subject to the construction of accel and decel lanes
and subject to the vacating ordinance specifying that no building permits will
be issued separately on Lots 1, 2, 3, and 4, Block B or on Lots 6, 7, 8 and 9,
Block C, Park West Addition. A motion was made by Commissioner Simpson, seconded
by Commissioner Graves to accept the recommendation of the City Planning Commissic
and introduce the vacating ordinance for first reading. Ayes: (5). Nays: (0).

A LETTER was received from the City Planning Commission recommending
the approval of Petition Number 3662, filed by Richard Elder for the granting of
2 waivers to the Urban Renewal Regulations, and the approval of the preliminary
development plan on a portion of Lot 3, Surveyor's Plat "G". A motion was made
by Commissioner Graves, seconded by Commissioner Weisgerber to accept the
recommendation of the City Planning Commission and approve the waivers to the
Urban Renewal Regulations, and to approve the preliminary development plan.
Ayes: (5). Nays: (0). Motion carried.
STAFF reported that the existing YWCA elevator has been determined to
be an ineligible activity for Community Development funds. After a short explana
a motion was made by Commissioner Weisgerber, seconded by Commissioner Simpson
to accept the staff report and return $16,500 to Local Options category of the
Community Development amended 3rd Year budget and $3,500.remain for ramps, toilet
and handrails for the YWCA. Ayes: (5). Nays: (0). Motion carried.
PUBLIC AGENDA
PETITION NUMBER 3665 was filed by Dillon's Real Estate Company, Inc.,
for a break in restricted access on the east right-of-way of Centennial Road
approximately 60 feet south of the south right-of-way of West Crawford Avenue.
(to be used for ingress and egress). A motion was made by Commissioner Simpson,
seconded by Commissioner Graves to refer the petition to the City Engineer for a
recommendation. Ayes: (5). Nays: (0). Motion carried.
COMMISSION AGENDA
Commissioner Geis moved to put Subdivision Regulations and Energy
Commission on the agenda for consideration. The motion was seconded by
Commissioner Graves. Ayes: (5). Nays: (0). Motion carried.
Commissioner Geis reminded the press and other interested parties that
a Subdivision Regulation Meeting will be held October 25, 1977 at 7:30 P.M. in
Room 200 of the City -County Building, and said this is an excellent opportunity
for residents concerned with developments in the city to give their input at a
time when it could do some good.
Commissioner Geis reminded the City Commission that it was going to
schedule a meeting with the chairman of the Energy Committee to go over its
report, and that has not been done. The Commissioners tentatively scheduled a
workshop session for Monday, November 7, 1977 at 3:00 P.M.
MAYOR DUCKERS asked to add the awarding of the 1977 Audit contract to
the agenda for consideration.
A motion was made by Commissioner Simpson, seconded by Commissioner
Weisgerber to add the awarding of an audit contract to the agenda for considerati

A motion was made by Commissioner Simpson, seconded by Commissioner
Weisgerber to award the contract for the 1977 City of Salina Audit to Kennedy
and Coe and authorize the Mayor to sign. Ayes: (5). Nays: (0). Motion carried.

MAYOR DUCKERS introduced his sister and brother-in-law, Mr. and Mrs.
Frank Stevenson, former chief of police in Albuquerque, New Mexico.
COMMISSIONER GEIS introduced his uncle, Dub Geis, visiting from out of
town.
MAYOR DUCKERS asked the Commissioners to meet in executive session to
discuss appointments to the Animal Control Board, Housing Authority, Park Advisory
Board, City Planning Commission, and the acquisition of land.
A motion was made by Commissioner Simpson, seconded by Commissioner
Weisgerber that the Board of Commissioners recess into executive session to
discuss appointments to boards and commissions, and land acquisition. Ayes:
(5). Nays: (0). Motion carried.
The Board of Commissioners recessed at 4:25 P.M. and reconvened at
5:44 P.M.
THE MAYOR, with the approval of the City Commissioners, made the
following appointments:

A motion was made by Commissioner Graves, seconded by Commissioner
Simpson that the Regular Meeting of the Board of Commissioners be adjourned.
Ayes: (5). Nays: (0). Motion carried. The meeting adjourned at 5:45 P.M.
