June 20, 1977
The Regular Meeting of the Board of Commissioners met in the Commissions
Room, City -County Building, on Monday, June 20, 1977, at four o'clock p.m.
The Mayor asked everyone to stand for the pledge of allegiance to the
flag and a moment of silent prayer.
There were present:

AN ORDINANCE was introduced for second reading entitled: ''AN ORDINANCE
providing for the construction of certain sidewalks, for the payment of the cost
thereof, and how the same shall be assessed and the manner of the payment therefori
[Sidewalk on the East side of Ohio adjacent to Lot 1, Block 1, Mayfair Addition,
requested in Petition Number 3609 filed by Connie Schmidt; and sidewalks on
Belmont Boulevard adjacent to Lot 14, Block 7, and Lots 3, 4, 5, Block 29, Key
Acres Addition requested in Petition Number 3633 filed by Bud Mullen.] A
motion was made by Commissioner Simpson, seconded by Commissioner Geis to adopt
the ordinance as read and the following vote was had: Ayes: Weisgerber, Geis,
Graves, Simpson, Duckers (5). Nays: (0). Carried. The Mayor approved the
ordinance and it is numbered 13570. The ordinance was introduced for first
reading June 13, 1977•
THE CITY ENGINEER filed a feasibility report for street and utility
improvements in part of Georgetown Addition, requested in Petition Number 3636
filed by A. B. Seelye Company, Inc. A motion was made by Commissioner Simpson,
seconded by Commissioner Weisgerber to accept the feasibility report as filed.
Ayes: (5). Nays: (0). Motion carried.
THE CITY ENGINEER reported on Petition Number 3637, filed by Janice
Jolly for stop signs at the corner of Windsor Drive and Franklin Street (to
replace yield signs on Windsor Drive), that the department completed a study on
the intersection and proposes to paint the curbs for at least 20 feet from the
end of the curb returns to restrict parking on all approaches to the intersection,
and recommended that the petition for stop signs at this intersection be denied
and to maintain the existing yield signs.
Mrs. Janice Jolly was present, and Commissioner Graves gave Mrs. Jolly
her copy of the Engineer's report.
A motion was made by Commissioner Weisgerber, seconded by Commissioner
Simpson to accept the Engineer's report and deny the petition. Ayes: (5).
Nays: (0). Motion carried.

THE CITY ENGINEER reported on Petition Number 3639, filed by Kathryn
Peterson for sanitary sewer to serve Lots 14 through 20, Block 9, Oakdale Addition;
that the signatures on the petition represents 57% of the property owners and
57% of the property within the benefit district, and is therefore a valid petition
A motion was made by Commissioner Geis, seconded by Commissioner Graves to
accept the Engineer's report and approve the petition. Ayes: (5). Nays: (0).
Motion carried.
THE CITY ENGINEER reported on Petition Number 3640, filed by Max
McClintock for water, sewer and streets to serve Lots 9, 10, 11, 12, 13, Block
6; Lots 5, 6, 7, and 8, Block 7; Lots 5, 6, and 7, Block 2, Wallerius Addition,
that the signatures on the petition represent 50% of the property owners and 680
of the property within the benefit district, and is therefore a valid petition.
A motion was made by Commissioner Graves, seconded by Commissioner Simpson to
accept the Engineer's report and approve the petition. Ayes: (5)• Nays: (0).
Motion carried.
THE CITY ENGINEER reported on Petition Number 3641, filed by Allan J.
Hocking for the vacation of an easement between Lots 1 and 2, Block 1, Hocking
Addition, and recommended the easement be vacated. A motion was made by Commissio
Weisgerber, seconded by Commissioner Graves to accept the City Engineer's recommen
;and approve the petition, and to introduce an ordinance for first reading to
vacate the easement. Ayes: (5). Nays: (0). Motion carried.

THE CITY ENGINEER reported on Petition Number 3642, filed by Kenneth
Nordboe for curbing, guttering, paving and grading of Hageman Avenue from Saturn
Avenue to the south side of Moon Drive and water and sanitary sewer to serve Lot
1, Block 1, and Lot 1, Block 2, Nord Subdivision, that the signatures on the
petition represent 100% of the property owners and 100% of the property in the
benefit district, and is therefore a valid petition. A motion was made by
Commissioner Geis, seconded by Commissioner Simpson to accept the Engineer's
j report and approve the petition. Ayes: (5)• Nays: (0). Motion carried.
THE CITY ENGINEER reported on Petition Number 3643, filed by Ronald
and Nola Brown, and others for stop or yield signs at the intersection of Dover
Drive and Teakwood, that the department completed a study on the intersection
and recommends the approval of the request for yield signs on Teakwood Drive and
I Winona Street at Dover Drive. A motion was made by Commissioner Simpson, seconded
by Commissioner Graves to accept the recommendation of the City Engineer and
11 approve the petition. Ayes: (5)• Nays: (0). Motion carried.
THE CITY ENGINEER reported on a request from Busboon and Rauh for the
City Commission to authorize non-standard entrance on Hageman Avenue between
Cloud and Smith Street, that the Engineering Department would have no objection
to granting the request under Section 32-156 of the Salina Code, in view of the
fact that there is very little through traffic use on this particular block of
Hageman Avenue. A motion was made by Commissioner Weisgerber, seconded by
Commissioner Simpson to accept the City Engineer's recommendation and approve

THE CITY COMMISSIONERS reconsidered an amended addendum to the lease
agreement with Saline County on Kenwood Park as it relates to the location of
the Bicentennial Center.
The City Manager reported the addendum has been approved and signed by
the County Commissioners.
A motion was made by Commissioner Simpson, seconded by Commissioner
Geis to authorize the Mayor to sign the amended addemdum to the lease agreement.

STAFF AGENDA
PETITION NUMBER 3644 was filed by Ronald and Maurine Barta and James
and Eleanor Ward for the approval of the plat of East Lake Estates. A motion
was made by Commissioner Simpson, seconded by Commissioner Graves to refer the
petition to the City Planning Commission for a recommendation. Ayes: (5).
Nays: (0). Motion carried.
CEREAL MALT BEVERAGE license applications were filed by:
Kwik Pantry Food Stores, Inc., 842 North Santa Fe Avenue. (New applicat
El Rancho of Salina, Inc., 624 Reynolds. (New application)
The City Clerk reported the applicants have paid the required fee, and
the application has been approved by the Health Department, Zoning Officer, and
the Police Department.
A motion was made by Commissioner Graves, seconded by Commissioner
Geis to approve the license applications and authorize the City Clerk to issue
the licenses. Ayes: (5). Nays: (0). Motion carried.
A REQUEST was received from Mary Anne Powell to present a second
report concerning proposals from the Town Meeting.
Mary Anne Powell was present.
Commissioner Graves said two things she liked about the report were:
the possibility of neighborhood block parties being an ongoing thing, and the
idea of bike paths and suggested an ad hoc committee be appointed to suggest
streets to be used.
Commissioner Simpson said he liked the idea of encouraging and expanding
education to encourage and advise citizens in their right and responsibility as
citizens. hie said he would like to see that implemented and expanded.
Commissioner Geis said under the broadening economic opportunity for
hiring 16 to 18 year olds, it is currently a national problem for under employed
youth and suggested we investigate the opportunity of hiring youth for some
kinds of city activities.
Mayor Duckers said in line with the suggestion, getting to know your
government, that the citizens are welcome at City Commission Meetings and encourage
them to attend.
A motion was made by Commissioner Graves, seconded by Commissioner
Geis to receive the report of the Town Hall Meeting and thank them for their
efforts. Ayes: (5). Nays: (0). Motion carried.
COMMISSION AGENDA
Mr. Olson asked the Commissioners to set the date of July 11, 1977 as
the date to receive bids for the agricultural lease of land in Section 7, T 15 S,
R 3 W, where the landfill is located.
A motion was made by Commissioner Simpson, seconded by Commissioner
Geis to put the item on the agenda for consideration. Ayes: (5). Nays: (0).
Motion carried.
A MOTION was made by Commissioner Simpson, seconded by Commissioner
Geis to set the date of July 11, 1977 as the date to receive bids for the
agricultural lease of land in Section 7, T 15 S, R 3 W, and instruct the City
Clerk to advertise for bids. Ayes: (5). Nays: (0). Motion carried.
Mayor Duckers asked the Commissioners to recess into executive session
to discuss appointments to boards and commissions.

Geis to recess into executive session to discuss appointments. Ayes: (5)•
Nays: (0). Motion carried.
The Commissioners recessed at 4:35 p.m. and reconvened at 5:37 p.m.
THE MAYOR, with the approval of the Board of Commissioners, made the
following appointments:
