The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, March 28, 1977, at four o'clock p.m.
The Mayor asked everyone to stand for the pledge of allegiance to the
Flag and a moment of silent prayer.

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
authorizing and directing the issuance of General Obligation Public Building
Bonds, Series BC -218, 1977, of the City of Salina, Kansas, in the sum of $6,500,OC
for the purpose of constructing and equipping an arena -type public building in
Kenwood Park to be used for recreational purposes and as a convention hall, and
fixing the details of said bonds." A motion was made by Commissioner Usher,
seconded by Commissioner Weisgerber to adopt the ordinance as read and the
following vote was had: Ayes: Duckers, Graves, Usher, Weisgerber, Simpson (5).
Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8550.

and repealing the existing section." A motion was made by Commissioner Duckers,

establishing minimum dimensional requirements for zoning lots; amending Appendix
B, Section VI(E)(1) of the Salina Code and repealing the existing section." A
motion was made by Commissioner Duckers, seconded by Commissioner Usher to adopt
the ordinance as read and the following vote was had: Ayes: Duckers, Graves,

A MOTION was made by Commissioner Weisgerber, seconded by Commissioner
Graves to set the date of April 11, 1977 as the date to receive bids for:

PUBLIC AGENDA
PETITION NUMBER 3628 was filed by Merle Youngland, Brown Welding
Supply, Inc., for the closing of the alley between Brown Welding Supply and
Everitt Lumber Company located at 7th and Elm. A north and south alley between
Santa Fe and Seventh, and Elm and the Missouri Pacific right-of-way. A motion
was made by Commissioner Usher, seconded by Commissioner Weisgerber to refer the
petition to the City Engineer for a recommendation. Ayes: (5). Nays: (0).
Motion carried.
PETITION NUMBER 3629 was filed by Kenneth Nordboe to vacate Sun, Moon
and Star Drives from "dedicated" streets to "private" drives, in Nord Subdivision.
A motion was made by Commissioner Weisgerber, seconded by Commissioner Graves to
refer the petition to the City Planning Commission. Ayes: (5). Nays: (0).
Motion carried.
A REQUEST was received from the Salina Passport for Adventure Advisory
Board for $8,500 in Revenue Sharing Funds as seed money for the expansion of the
program in 1977-1978.
Mr. Bill Israel, Division Director of the Passport Program, was
present and made a brief presentation about the request for funds for the
program and answered questions.
After discussing the different aspects of the program, a motion was
made by Commissioner Weisgerber, seconded by Commissioner Graves to refer the
request to the Human Resources Director for consideration and a recommendation,
and to consider the request with the other requests for revenue sharing funds.
Ayes: (5). Nays: (0). Motion carried.

COMMISSION AGENDA
"Progress report on status of East Crawford." Sponsored by Commissione
Graves.
. Mrs. Graves commented, "There is an old legal saying res ipsa loquitur
I think which means translated, the thing speaks for itself, and if anybody
traveled over Crawford Street today, I don't think I need to make any speaches
from the bench about our need to do something about Crawford Street. I talked
to Dean Boyer this week and I think it was in January our minutes reflect the
fact that we asked him to do some kind of a traffic count and I think he is
ready with one, so I will turn it over to Dean and see what he has for us."
Mr. Boyer commented, "I traveled East Crawford Sunday afternoon and I
even was shocked at how rough it was. We have done quite a bit of planning work
on East Crawford trying to determine which might be the best way to go. What we
may be able to afford if we could or couldn't get federal aid funds. We had
meetings with the State Department of Transportation, and this involved making
traffic counts and so forth with them as well with different proposals. We
first discussed the two lane road from the bridge east and we got into a little
bit of difficulty with the bridge as it exists, they would want the bridge
enlarged and widened even for a two lane pavement, so then this threw a lot of
other thinking into it, one of the things they came up with immediately was that
with the traffic counts that we had out there and presented that they felt there
was no problem with justifying four lanes from Ohio Street through to Marymount
Road. Beyond Marymount we didn't get too tied up in traffic counts, however
they have indicated that they will kind of leave us rather free for setting our
own priorities for what we want to build. So I had worked up the preliminaries
on a project which I would recommend as a minimum, would be to go four lane from
Ohio Street to Marymount Road, with the construction of a new bridge with a
pedestrian crossing on one side of the bridge. There are controlled intersections
on each end, so that should afford pedestrians an opportunity to get on the side
of the street where there would be a sidewalk or a crossing to cross the bridge.
The total estimate on that would roughly be $1,093,000.00. This includes the
construction of the bridge, as well as the construction for the roadway, and the
fill to accommodate sidewalk and pedestrian crossing for the bridge. Going
beyond from Marymount Road on to the East, it is kind of choosey matter there.
At this point in time, there isn't as heavy a demand for four lane as it is West
of Marymount; however the one thing I would think to consider there would be
more projection to the time when it would demand four lane, mainly for reasons
of economy. The State Department of Transportation keeps a lot of statistics
and so forth on their different construction types and how they handle projects
and so forth and they claim that in no uncertain terms, that if you break a
project into two phases, that is paving two lanes at one time and then breaking
and then coming back and paving the other two lanes without regard to inflation,
you would pay 30% more for your total project. This is what they find through
experience. I have a couple of rough ideas on what it would cost on extending
it. Now this would be from Marymount Road on East to the present City Limits.
For two lanes going on out, for 9" two lane, heavy enough to qualify for the
federal aid, would be total, engineering, contingencies and all would be $321,684.
It sounds like it is down to the dollar, but it is very rough. For extending
four lanes from Marymount Road on to the East City Limits would be $521,664.00.
Very close to $200,000 more for two additional lanes, to be put in all at one
time. I don't know that I would have a specific recommendation on that, whether
to put two or four lanes. I think it is more a matter of guess on timing,
certainly if we pave it now, I am sure we would have a savings in the long run.
If it was going to demand it in five or six years I think it would be wise to go
ahead now. If it is going to be 15 years, you might want to question it."
Mr. Boyer explained the project would be funded 70% with federal aid
and 30% paid by the City and property owners. The federal aid would not be
available until late 1978.

Commissioner Graves commented, "I personnally think the four lane is
just a super idea with a new bridge. I think it is very forward looking and
kind of avant-garde. I think it is just exactly what we need to do from Ohio to
at least Marymount; however it doesn't solve the immediate problems with what we
could do with Crawford Street in the interim because for 18 months we can't
leave it the way it is."
Mr. Boyer recommended, "If we get the project set this way, it would
be wise to jack maintenance into it as part of it and maintain the road to a
higher standard than it has been. I was discussing it with John Estes and he
has some different ideas to keep a smooth riding surface out there. It can be
overlayed, and just watching closer on maintenance."
Commissioner Duckers said, "It is eminent that we do something with
East Crawford immediately to avoid a catastrophe that could happen with the
condition it is in now, and I think concurrently with whatever we do decide we
should offer some direction to proceed post haste to get that thing fixed up
because it is deplorable, but particularly if we are not talking about any more
money than that to make it safe and reasonably comfortable for the next 18
months, I think that ought to be cranked in immediately."
The Commissioners and Mr. Boyer discussed the advisability of submitting
the application for federal funds at this time, the advisability of constructing
four lanes from Ohio to Marymount Road and then on to the East City Limits, when
the federal funds would be available, the different phases of improving Crawford
Street, the increasing residential development in the area east of Marymount
Road, and the funding of the City's part of the 70-30 cost of the project.
Mr. Olson recommended that the City Commission authorize the constructio
of as much four lane as possible at this point in time.
Mr. Boyer asked for directions to prepare the project plans and file
the project application for a minimum of four lanes from Ohio Street to the East
City Limits.
Mr. Phil Martin, property owner in the benefit district, was present
and stated, "I can assure you that there will be no one petitioning against the
street as it has been presented today. This has been what we have been for. If
there are federal funds available, why not use them? I have done a little bit
of figuring here, this is quite a savings. When we can build a four lane stretch
from Ohio to Marymount Road for 300,000 some thousand dollars and get the type
of road, rather than the bottleneck in through the bridge, three lane or four
lane into a two lane bridge, this is what we were against in the first place. I
think along with our position that we were against the way that it was to be
built, I think we added let's do it in a way it would be safe, so that down the
road we won't have to do it again. As I say, I can assure you that there will
be no petition against this program."
Dean Boyer asked, "This would be if your property was assessed for the
cost of a residential street?"
Mr. Martin said, "We also said, at the same time, we are not against
paying the 30%."
Mr. Olson explained the property ownere will only be assessed for the
cost of a normal residential street, and the city -at -large will pay the additional!
cost for width and depth of the paving for an arterial street.
Mayor Simpson asked for any further comments or questions.
Commissioner Graves moved that the City Engineer complete the plans
and proceed with the project application for a four lane arterial street from
Ohio Street to the East City Limits, and in the interim that East Crawford from
the East Crawford Bridge east to Marymount Road be upgraded to the point where
it is trafficable.
Commissioner Weisgerber seconded the motion. Ayes: (5). Nays: (0).
Motion carried.
A RESOLUTION was introduced and passed entitled: "A RESOLUTION directing
the City Engineer to prepare a feasibility report relative to the advisability
of the installation of certain street improvements within the City of Salina,
Kansas." A motion was made by Commissioner Graves, seconded by Commissioner
Weisgerber to adopt the Resolution as read and the following vote was had:
Ayes: Duckers, Graves, Usher, Weisgerber, Simpson (5). Nays: (0). Carried.
The Mayor approved the Resolution and it is numbered 3314.
The Commissioners brought the following item to the floor for discussion'
Commissioner Usher commented that last year we had clean up, paint up,
fix up during this time of the year when we opened up the landfill, and I would
be interested in knowing from the administration whether that might be possible
again this year.
Mr. Olson replied he did not have the figures available, but we survived
doing it last year, and he assumes that we would do the same again this year.
Commissioner Usher moved to place the adoption of a resolution on the
agenda to allow individual residents to use the land fill at no charge on Saturday
and Sunday each weekend in April. The motion was seconded by Commissioner
Duckers. Ayes: (5). Nays: (0). Motion carried.
A RESOLUTION was introduced and passed entitled: "A RESOLUTION temporari
suspending the service fee charged residential users of the Solid Waste Disposal
Area." A motion was made by Commissioner Usher, seconded by Commissioner Duckers
to adopt the resolution as read and the following vote was had: Ayes: Duckers,
Graves, Usher, Weisgerber, Simpson (5). Nays: (0). Carried. The Mayor approved
the Resolution and it is numbered 3315.
A MOTION was made by Commissioner Weisgerber, seconded by Commissioner
Usher that the Regular Meeting of the Board of Commissioners be adjourned.
