Regular Meeting of the Board
of Commissioners
February 14, 1977
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, February 14, 1977 at four o'clock p.m.
The Mayor asked everyone to stand for the pledge of allegiance to the
Flag and a moment of silent prayer.
There were present:
Mayor Gerald F. Simpson, Chairman presiding
Commissioner Keith G. Duckers
Commissioner Karen M. Graves
Commissioner W. M. Usher
Commissioner Jack Weisgerber
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
None
The Minutes of the Regular Meeting February 7, 1977 were approved as
printed.
THE MAYOR proclaimed the Week of February 14 through 20, 1977 -
"BLACK AMERICAN HISTORY WEEK IN SALINA, KANSAS". The proclamation was read by
Marilyn Parker, of the Black American Citizens Organization of Salina, Kansas.
THE MAYOR PROCLAIMED the week of February 20 through 26, 1977 -
"ENGINEER'S WEEK". The proclamation was read by Gerald Memming.
STAFF AGENDA
A MOTION was made by Commissioner Weisgerber, seconded by Commissioner
Graves to place an ordinance on second reading entitled: "AN ORDINANCE granting
to Salina Cable T.V. System, Inc., a corporation, its successors, lessees and
assigns, for a term of fifteen (15) years, the right, authority, power and
franchise to establish, construct, acquire, maintain and operate a community
antennae and closed-circuit electronic system within the City of Salina, Kansas,
to render, furnish and sell community antennae and closed-circuit electronic
service therefrom within the City of Salina, Kansas, and environs thereof, and
to use and occupy the streets and other public places of the City of Salina,
Kansas, for such community antennae and closed-circuit electronic system; and
repealing Ordinance Number 6291." Ayes: (5). Nays: (0). Motion carried.

THE CITY ENGINEER filed plans and specifications for street and
utility improvements in Victoria Heights Addition, as requested in Petition
Number 3506, which was filed by Phil Martin. (Engineering Project 77-613). A
motion was made by Commissioner Usher, seconded by Commissioner Weisgerber to
accept the plans and specifications as filed by the City Engineer. Ayes: (5).
Nays: (0). Motion carried.

A MOTION was made by Commissioner Duckers, seconded by Commissioner
Usher to set the date of February 28, 1977, as the date to receive bids on
Engineering Project 77-613, and instruct the City Clerk to advertise for bids.
Ayes: (5). Nays: (0). Motion carried.
PUBLIC AGENDA
PETITION NUMBER 3623 was filed by A. J. Holmquist for the approval of
a Planned Development District for Lot 1, Block 1, Holmquist Estates. A motion
was made by Commissioner Weisgerber, seconded by Commissioner Graves to refer
the petition to the City Planning Commission. Ayes: (5). Nays: (0). Motion
carried.
A REQUEST was received by the Shaver Partnership, on behalf of its
client, Dr. Daniel King, for the approval of a 50 foot driveway to be located on
Fawn Street. A motion was made by Commissioner Usher, seconded by Commissioner
Graves to refer the request to the City Engineer for a recommendation. Ayes:
(5). Nays: (0). Motion carried.
COMMISSION AGENDA
The Commissioners brought the following items to the floor for discussi
Commissioner Weisgerber commented on the new street lights on South
Ninth Street, and said there are more lights than the Commission intended to
have, and that the lighting is over done.
After discussion, the City Engineer was instructed to check with the
County into the possibility of disconnecting alternate lights on each lane.
Mayor Simpson asked the Commissioners to meet in executive session
after the Commission meeting to discuss the selection of an architectural firm
for the Bicentennial Community Center.
A MOTION was made by Commissioner Duckers, seconded by Commissioner
Usher that the Regular Meeting of the Board of Commissioners be adjourned.
Ayes: (5). Nays: (0). Motion carried.

the legal holiday - Washington's Birthday.
