Special Meeting of the Board
of Commissioners
December 21, 1976
The Special Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Tuesday, December 21, 1976, at two o'clock p.m.
for the purpose of discussing the First, Second and Third Year Community Development
Applications.
There were present:
Mayor Gerald F. Simpson, Chairman presiding
Commissioner Keith G. Duckers
Commissioner W. M. Usher
Commissioner Jack Weisgerber
comprising a quorum of the Board, also:
L. 0. Bengtson,
Norris D. Olson,
D. L. Harrison,
Absent:
None

City Clerk
Mr. Rawlings discussed with the City Commissioners the amount of funds
available for the lst, 2nd and 3rd year applications and what had been spent
from each program activity.
A motion was made by Commissioner Usher, seconded by Commissioner
Duckers to allocate $50,000.00 out of the contingencies and/or unspecified local
option activities (1st Year) for the winterization/weatherization program.
Ayes: (4). Nays: (0). Motion carried.
The Community Development staff was instructed to conduct this program
and to get private contractors to contract for the work, with the Housing Authority
assisting with applications. There is to be an allowance of $500.00 for each
home to do attic insulation, weather stripping and minor repairs and some storm
windows on the north and west sides, if possible. Each homeowner will have to
qualify under the same income eligibility guidelines as for the Housing
Rehabilitation Program. The Housing Authority property is not included at this
time.
A motion was made by Commissioner Usher, seconded by Commissioner
Duckers to approve the 3rd year Community Development Application with the
elimination of $62,000.00 from completion of Urban Renewal Projects and increase
Public Works, Facilities, Site improvement by $62,000.00. Ayes: (4). Nays:
(0). Motion carried.
The Commissioners set the date of January 11, 1977, at 2:00 p.m. for
another session to discuss Community Development.
A motion was made by Commissioner Duckers, seconded by Commissioner
Usher that the Special Meeting of the Board of Commissioners be adjourned.
Ayes: (4). Nays: (0). Motion carried.
