07-26-1976 MinutesL7 1-1 47 City of Salina, Kansas Regular Meeting of the Board of Commissioners July 26, 1976 The Regular Fleeting of the Board of Commissioners met in the CommissioneM Room, City -County Building, on Monday, July 26, 1976, at four o'clock P.M. I The Mayor asked everyone to stand for the pledge of allegiance to the Flag and a moment of silent prayer. There were present: Mayor Gerald F. Simpson, Chairman presiding Commissioner Robert C. Caldwell Commissioner W. M. Usher Commissioner Jack Weisgerber comprising a quorum of the Board, also: printed. Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Keith G. Duckers L. 0. Bengtson, City Attorney The Minutes of the Regular Meeting of July 19, 1976, were approved as STAFF AGENDA AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the vacation of a portion of Wilson Street within the City of Salina, Kansas." (Requested in Petition Number 3576 which was filed by Russel L. Thorp.) A motion was made by Commissioner Weisgerber, seconded by Commissioner Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Caldwell, Usher, Weisgerber, Simpson (4). Nays: (0). Commissioner Duckers absent. Carried. The Mayor approved the ordinance and it is numbered 8503. The ordinance was introduced for first reading July 19, 1976. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the vacation of a certain easement in Block Two (2), Marydale Addition to the City of Salina, Saline County, Kansas." (Requested in Petition Number 3578 which was filed by Ben and LaVelle Frick). A motion was made by Commissioner Usher, seconded by Commissioner Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Caldwell, Usher, Weisgerber, Simpson (4). Nays: (0). Commissioner Duckers absent. Carried. The Mayor approved the ordinance and it is numbered 8504. The ordinance was introduced for first reading July 19, 1976. THE CITY ENGINEER filed plans and specifications for slurry seal and machine laid asphalt resurfacing of certain streets - Engineering Project 76-610 and 76-611. A motion was made by Commissioner Caldwell, seconded by Commissioner Weisgerber to accept the plans and specifications for asphalt resurfacing of certain streets as filed by the City Engineer and to instruct the City Clerk to advertise for bids to be received August 2, 1976. Ayes: (4). Nays: (0). Motion carried. 48 THE CITY ENGINEER filed a feasibility report for curbing, guttering, paving and grading improvements on Glen Avenue from Seitz Drive to Winn Road, and curbing, guttering, paving and grading improvements on Glen Circle, Lateral Sanitary Sewer 549 and water main and services. (Requested in Petition Number 3567 which was filed by George C. Etherington.) A motion was made by Commissione) Usher, seconded by Commissioner Weisgerber to accept the feasibility report as filed. Ayes: (4). Nays: (0). Motion carried. None PUBLIC AGENDA COMMISSION AGENDA CONSIDERATION of the By-laws of the Tri -Governmental Advisory Council of the Saline County Commission, Salina City Commission, Board of Education, U.S.D. #305. (Sponsored by Mayor Simpson) Mr. Harris commented that paragraph 1, line 3 of Article II, should read "Thereafter, beginning with the first meeting after January 1 of each year," A motion was made by Commissioner Usher, seconded by Commissioner Caldwell to adopt the Tri -Governmental Advisory Council By-laws, as corrected. Ayes: (4). Nays: (0). Motion carried. The Commissioners did not bring anything to the floor for discussion. A MOTION was made by Commissioner Usher, seconded by Commissioner Caldwell that the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (4). Nays: (0). Motion carried. D. L.
