06-28-1976 Minutes6161 CIO City of Salina, Kansas Regular Meeting of the Board of Commissioners June 28, 1976 The Regular Meeting of the Board of Commissioners met in the Commissioned Room, City -County Building, on Monday, June 28, 1976, at four o'clock p.m. The Mayor asked everyone to stand for the pledge of allegiance to the Flag and a moment of silent prayer. There were present: Mayor Gerald F. Simpson, Chairman presiding Commissioner Keith G. Duckers Commissioner W. M. Usher Commissioner Jack Weisgerber comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Robert C. Caldwell The Minutes of the Regular Meeting of June 21, 1976 and the Special Meeting of June 23, 1976, were approved as printed. STAFF AGENDA AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE annexing certain land to the City of Salina, Saline County, Kansas, in conformity with the provisions of K.S.A. 12-520." (Remainder of Country Club Heights Addition Number 4, as requested in Petition Number 3562 which was filed by Norman R. Harris and J. Donald Williams.) A motion was made by Commissioner Usher, seconded by Commissioner Duckers to adopt the ordinance as read and the following vote was had: Ayes: Duckers, Usher, Weisgerber, Simpson (4). Nays: (0). Commissioner Caldwell absent. Carried. The Mayor approved the ordinance and it is numbered 8499. The ordinance was introduced for first reading June 21, 1976. A RESOLUTION was introduced and passed entitled: "A RESOLUTION authorizing and ordering certain curbing, guttering, paving and grading improvemen- ordering preparation of plans and specifications, and the estimate of costs." (Street improvements in Sullivan and Wallerius Additions - Engineering Project 76-604). A motion was made by Commissioner Duckers, seconded by Commissioner Usher to adopt the Resolution as read and the following vote was had: Ayes: Duckers, Usher, Weisgerber, Simpson (4). Nays: (0). Commissioner Caldwell absent. The Mayor approved the Resolution and it is numbered 3282. THE CITY ENGINEER filed plans and specifications for street improvements in Sullivan and Wallerius Additions - Engineering Project 76-604. A motion was made by Commissioner Weisgerber, seconded by Commissioner Usher to accept the plans and specification for street improvements in Sullivan and Wallerius Additions, as filed by the City Engineer and to instruct the City Clerk to advertise for bids to be received July 12, 1976. Ayes: (4). Nays: (0). Motion carried. .s PUBLIC AGENDA Mr. Ron Elwell, Executive Director of the United Way of Salina, Inc., was present and formally presented the City Commissioners with a copy of the "Community Resources Inventory". He said, "As you know, this study has been underway since April, 1975 under the Direction of the United Way of America. Hundreds of hours by many individuals have gone into the finished product. "We want to express our thanks and appreciation to the City Commission, your staff and the many professionals and volunteers who were inverviewed. "With this detailed volume of information on the human services available to the people of Salina, the United Way of Salina has established a Community Information and Referral Service. "This service is now available by calling a single number which is to be advertised throughout the city in the months ahead. 825-7114." "Leola Weburg will be the service coordinator. The number will be The City Commissioners thanked Mr. Elwell for the report. A CEREAL MALT BEVERAGE License application was filed by Harlan Rimmerman d/b/a The New Deli -East, 1300 East Iron. (New application). The City Clerk • reported the applicant has paid the required fee, and the application has been approved by the Health Department, Zoning Officer and the Police Department. A motion was made by Commissioner Usher, seconded by Commissioner Duckers to approve the license application and authorize the City Clerk to issue the license. Ayes: (4). Nays: (0). Motion carried. COMMISSION AGENDA A MOTION was made by Commissioner Usher, seconded by Commissioner Duckers, to add appointments to the Community Center Study Committee to the agenda for consideration. Ayes: (4). Nays: (0). Motion carried. THE MAYOR, with the approval of the Board of Commissioners made the following appointments: Community Center Study Committee Mayor Simpson charged the Committee to study and evaluate the community needs in the area of the facility; to make recommendations to the City Commission as to size, the type, the cost, financing recommendations, management and continuing cost recommendations; to study similar types of facilities in other areas; and then to make a final report to the City Commission. Mayor Simpson said they will work at their own speed, but will meet on a regular basis to get their work done as quickly as possible. Mayor Simpson urged everyone to participate in the July 3rd Parade Activities, July 4th Neighborhood Block Parties, and the Fireworks Display. A MOTION was made by Commissioner Duckers, seconded by Commissioner Usher that the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (4). Nays: (0). Motion carried. 1 D. L.
