Special Meeting of the Board
of Commissioners
June 23, 1976
The Special Meeting of the Board of Commissioners met in the
Room, City -County Building, on Wednesday, June 23, 1976, at 9:25 A.M.
purpose of discussing the bids for the Juvenile Detention and Booking
the Police Administration Building.
There were present:
Mayor Gerald F. Simpson, Chairman presiding
Commissioner Keith G. Duckers
Commissioner W. M. Usher
Commissioner Jack Weisgerber
comprising a quorum of the Board, also:
Dean Boyer, City Engineer
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
Commissioner Robert C. Caldwell

Mr. Olson read from Section I, paragraph 3 of an agreement dated
September 23, 1974 between the City of Salina and Saline County as had been
previously discussed with Mr. Martin and Mr. Gray. This agreement states that,
"The City of Salina, Kansas is designated as the agent of both parties to advertis
for bids, award the contract to the lowest responsible bidder after written
approval thereof by both parties to supervise the construction of such joint
facilities."
A motion was made by Commissioner Duckers, seconded by Commissioner
Usher, upon receipt of written consent from the County Commissioners, to award
the contract for the Juvenile Detention and Booking Area to Abbott Construction,
Inc., in accordance with his bid of June 7, 1976 in the amount of $185,000.00
and 210 calendar days, and to provide Abbott Construction, Inc. 5 calendar days
to accept the contract. Ayes: (4). Nays: (0). Motion carried.
A motion was made by Commissioner Usher, seconded by Commissioner
Duckers that the Special Meeting of the Board of Commissioners be adjourned.
Ayes: (5). Nays: (0). Motion carried.

WAIVER AND CONSENT TO HOLD A SPECIAL MEETING
OF THE BOARD OF COMMISSIONERS
We, the undersigned, being the duly elected, qualified and acting
Commissioners of the City of Salina, Kansas, and constituting a majority of the
Board of Commissioners of the City of Salina, Kansas, do hereby waive notice and
consent to the holding of a special meeting of the Board of Commissioners on
the 23rd day of June, 1976, at 9:25 o'clock A.M. for the purpose of discussing
the bids for the Juvenile Detention and Booking Area area at the Police Administration
Building.
