01-29-1979 Minutes1 1 1 ")ti� ,, � City of Salina, Kansas Regular Meeting of the Board of Commissioners January 29, 1979 The Regular Meeting of the Board of Commissioners met in the City - Commission Meeting Room, City -County Building, on Monday, January 29, 1979, at four o'clock p.m. The Mayor asked everyone to stand for the opening ceremony. There were present: Mayor Jack Weisgerber, Chairman presiding Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Karen M. Graves Commissioner 14. M. !usher comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney W. E. Harris, Acting City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of January 22, 1979 were approved as printed. Mr. Harris asked the news media to help get word to the people to move vehicles off the street so the snow plows can do a better job, and that the sidewalks need to be cleared of snow within 12 hours after the snow has stopped. Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8686. The ordinance was introduced for first reading January 15, 1979. Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8687. The ordinance was introduced for first reading January 15, 1979. A LETTER was received from the City Planning Commission recommending the approval of an amendment to the Subdivision Regulations to provide more careful monitoring of drainage implications of new subdivisions. A motion was made by Commissioner Geis, seconded by Commissioner Duckers to accept the recommendation of the City Planning Commission and to introduce an ordinance for first reading to add a section to the Subdivision Regulations. Ayes: (5). Nays: (0). Motion carried. Commissioner Usher asked about the legal implications of the requirements. Mr. Bengtson said before the ordinance goes on second reading he will study the wording. Ordinance Passed: Number: A LETTER was received from the City Planning Commission recommending the approval of a request by Lyle Lightfoot to amend the development plan on Block 7, Northeast Industrial Park, to reduce the setback requirements and subject to added dimensioning. A motion was made by Commissioner Duckers, seconded by Commissioner Usher to accept the City Planning Commission recommendation and approve the amendment of the development plan on Block 7, Northeast Industrial Park, subject to added dimensioning. Ayes: (5). Nays: (0). Motion carried. A RECOMMENDATION was received from the Director of Planning and Community Development that the City Commission endorse the preliminary application by the North Central Regional Planning Commission for a National Science Fund Grant. A motion was made by Commissioner Geis, seconded by Commissioner Graves to accept the letter from the Director of Planning and Community Development and endorse the grant application. Ayes: (5). Nays: (0). Motion carried. PUBLIC AGENDA TREE TRIMMING AND TREATING LICENSE APPLICATIONS were filed by: Darrell J. Prater, d/b/a Darrell J. A motion was made by Commissioner Usher, seconded by Commissioner Geis to approve the license applications and authorize the City Clerk to issue the licenses. Ayes: (5). Nays: (0). Motion carried. PETITION NUMBER 3742 was filed by Herman F. Dauer, for the approval of the plat of the Dauer Tract. A motion was made by Commissioner Duckers, seconded by Commissioner Graves to refer the petition to the City Planning Commission for a recommendation. Ayes: (5). Nays: (0). Motion carried. The following items were brought to the floor for discussion: Commissioner Graves asked the City Engineer for an update on `February 5, 1979 on the East Crawford Street project. A motion was made by Commissioner Usher, seconded by Commissioner IDuckers to recess into executive session for 20 minutes to discuss the possible (sale of real estate. Ayes: (5). Nays: (0). Motion carried. The Commissioners recessed at 4:21 P.H. and reconvened at 4:51 P.M. A MOTION was made by Commissioner Graves, seconded by Commissioner Usher that the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (5). Nays: (0). Motion carried.
