Regular Meeting of the Board
of Commissioners
January 3, 1979
The Regular Meeting of the Board of Commissioners met in the City
Commissioner's Meeting Room, City -County Building, on Monday, January 8, 1979,
at four o'clock P.M.
The Mayor asked everyone to stand for the opening ceremony.
There were present:
Mayor Jack Weisgerber, Chairman presiding
Commissioner Keith G. Duckers
Commissioner Dan S. Geis
Commissioner Karen M. Graves
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
William E. Harris, Acting City Manager
D. L. Harrison, City Clerk
Absent:
None
The Minutes of the Regular Meeting December 18, 1978, and the Special
Meeting December 27, 1978, were approved as printed.
The City Clerk administered the oath of office to William Usher, and
he took his place on the Board of City Commissioners.

STAFF AGENDA
THE CITY ENGINEER filed plans and specifications for a 12'' water line
from Woodland north to Gold Road. (Engineering Project 78-641). A motion was
made by Commissioner Graves, seconded by Commissioner :!sher to accept the plans
and specifications as filed. Ayes: (5). Nays: (0). Motion carried. j

A MOTION was made by Commissioner Graves, seconded by Commissioner
Usher to set the date of January 22, 1979 to receive bids for Engineering
Project 78-641, and to instruct the City Clerk to advertise for bids. Ayes:
(5)• Nays: (0). Motion carried.
THE CITY ENGINEER filed a feasibility report for water main improvements
to serve the Presbyterian Manor Subdivision, as requested in Petition (lumber
3733•
Mayor Weisgerber asked that the feasibility report be tabled for one
week, because representatives of Presbyterian Manor were unable to be present at
this meeting.
A motion was made by Commissioner Duckers, seconded by Commissioner
Graves to table consideration of the feasibility report until January 15, 1979.
Ayes: (5). Nays: (0). Motion carried.
THE CITY CLERK reported the assessment rolls are ready for the followings
improvements, to -wit: (Engineering Project 77-620).

A motion was made by Commissioner Geis, seconded by Commissioner Usher
to instruct the City Clerk to publish notice in the official city newspaper at
least once not less than ten days prior to the date of January 22, 1979, the
date set for the hearing on said assessments, and.that at the same time notice
is published to mail to the owners of property made liable to pay the assessment,
at their last known post office address, a notice of the hearing and a statement
of the cost proposed to be assessed against the land so owned and assessed.

I A motion was made by Commissioner Duckers, seconded by Commissioner

A REQUEST was received for permission to apply for approximately
$13,500.00 in grant funds from the Kansas Energy Office (KEO) to undertake and
carry out Project Conserve in the City of Salina. A motion was made by Commissioner
Geis, seconded by Commissioner Duckers to approve the request and authorize
staff to apply for grant funds from the Kansas Energy Office for Project Conserve.;
Ayes: (5). Nays: (0). Motion carried.
PUBLIC AGENDA
PETITION NUMBER 3739 was filed by D. L. Sampson for street paving and
rolled curbing of Gold Road, starting at the frontage road of U. S. 0)1 extending
east 1,181 feet. Street to be 40 feet wide plus curbs, and be paved with monolithic
concrete to the specifications of the City, along with a storm sewer system
draining to the east. A motion was made by Commissioner Graves, seconded by
Commissioner Usher to refer the petition to the City Engineer for checking and a
recommendation. Ayes: (5). Nays: (0). Motion carried.
A REQUEST was received from Betty Yockers, Manager Operator Services
of Southwestern Bell Telephone Company to be present at the meeting to discuss
i the parking lot situation in the 100 Block of South Seventh Street.
Mrs. Yockers was present and explained that Southwestern Bell has
employees reporting for work every half hour of the day from 6 A.M. to 12 noon,
and those reporting after 7:30 A.M. have no place to park, and are not excused
to leave the building every hour or two to plug the meters. She said there are
10 hour meters down the street but by 9 A.M. they are also filled and there are
still people reporting to work at 9:30, 10:00; 10:30, etc. and it is extremely
dangerous for them to have to park a great distance and then at the end of their
tour, get to their cars safely after dark. Granted the shopper needs a place to
park but if the city expects to keep business in the downtown area they are
going to have to provide adequate parking for their employees. She asked the
City Commission not to make the proposed changes in the parking lot across the
street from Southwestern Bell Telephone Company.
Mr. Harris and Mr. Wood explained that the current parking meter study
shows there is a shortage of parking meters in the central business area and the
first concern is to provide short term parking nearer the core area, and to
provide long term parking around the perminter of the downtown core area.
Mayor Weisgerber asked if the employees could move their cars closer
to Southwestern Bell after the regular business day?
Mrs. Yockers said many employees don't have a dinner break until after
dark.
Commissioner Graves suggested a car pool system, with people and
working hours being selected by a computer, as they did in I:noxville, Tennessee.
The City Commissioners did not take any action on the request.
Commissioner Graves thanked them for bringing the problem to their attention
and said the Commission will keep on top of the situation.

The City Clerk reported the applicants have paid the required fee, and
the applications have been approved by the Health Department, Zoning Officer and
the Police Department. A motion was made by Commissioner Graves, seconded by
Commissioner Duckers to approve the license applications and authorize the City
Clerk to issue the licenses. Ayes: (5). Plays: (0). Motion carried.
COMMISSION AGENDA
The following items were brought to the floor for discussion:
Commissioner Geis asked if Mr. Knox had been contacted about the South
Salina drainage problem.
Mr. Boyer replied Mr. Knox lives in Clifton during the winter months
and that he has been called and they would get together when he gets back to
town.
Mayor Weisgerber read a statement that he feels the City Commissioners
should not be in any hurry to make any changes in the organizational structure
of the park department until after a new city manager has been hired.
The other Commissioners did not feel this was a major consideration
at this time.
A MOTION was made by Commissioner Duckers, seconded by Commissioner
Graves that the Regular Meeting of the Board of Commissioners be adjourned.
