The Mayor asked everyone to stand for the opening ceremony. j There were present: Mayor Jack Weisgerber, Chairman presiding Commissioner Keith G. Duckers j Commissioner Dan S. Geis Commissioner Gerald F. Simpson i comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney ! I Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Karen M. Graves The Minutes of the Regular Meeting g D ecember 4, 1978 were approved as printed. Mayor Weisgerber welcomed Girl Scout Cadet Troop 1P'2 from South Junior High School. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive." (Remainder of Meyer Addition)! A motion was made by Commissioner Geis, seconded by Commissioner Simpson to adopt the ordinance as read and the following vote was had: Ayes: Geis, Simpson,' Duckers, Weisgerber (i+). Nays: (0). Commissioner Graves absent. Carried. The Mayor approved the ordinance and it is numbered 8678. The ordinance was introduced for first reading December 4, 1978. I ! AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE authorizing the consumption of alcoholic liquor in the Salina Bicentennial Center; enacting Sections 6-25 and 6-26 of Article I, Chapter 6 of The Salina Code.'' A motion was made by Commissioner Simpson, seconded by Commissioner Duckers to adopt the ordinance as read and the following vote was had: Ayes: Geis, Simpson, Duckers, Weisgerber (4). Nays: (0). Commissioner Graves absent. Carried. The Mayor approved the ordinance and it is numbered 8679. The ordinance was introduced for first reading December 4, 1978. i A MOTION was made by Commissioner Geis, seconded by Commissioner Duckers to introduce an ordinance for first reading authorizing the City of Salina, Kansas to purchase and acquire the real estate hereinafter described, to reconstruct, repair, enlarge, remodel and improve the building and improvements located on a portion of said real estate, to construct an additional building and improvements on a portion of said real estate and to purchase certain machine and equipment, all to be used for industrial and manufacturing facilities and to be leased to KASA Industrial Controls, Inc.; authorizing and directing the issuance of $280,000.00 principal amount of Salina, Kansas, KASA Industrial Controls, Inc. Industrial Revenue Bonds of 1978, of said City for the purpose of providing funds for the purchase of said real estate, the reconstruction, repair, enlargement, remodeling and improvement of the building and improvements located on a portion of said real estate, the construction of an additional building and improvements on a portion of said real estate and the purchase of machinery and equipment to be used for industrial and manufacturing facilities to be leased to KASA Industrial Controls, Inc.; and prescribing the form and authorizing the execution of a lease by and between said City and KASA Industrial Controls, Inc.'' Ordinance Passed: Number: A MOTION was made by Commissioner Simpson, seconded by Commissioner Geis to introduce an ordinance for first reading prescribing the corporate limits of the City of Salina, Kansas, including land described in Ordinance Numbers 8620 and 8678, and repealing Ordinance Number 8610. Ordinance Passed: Number: A MOTION was made by Commissioner Duckers, seconded by Commissioner Geis to introduce an ordinance for first reading appropriating money from the various funds to pay payrolls and claims against the City of Salina, Saline County, Kansas, for the calendar year of 1979. Ayes: Nays: (0). Motion carried. Ordinance Passed: Number: THE CITY ENGINEER filed a feasibility report for water main improvement! to serve the Presbyterian Manor Subdivision, as requested in Petition Number 3733, filed by Presbyterian Manor, Inc. A motion was made by Commissioner Simpson, seconded by Commissioner Duckers to accept the feasibility report as filed by the City Engineer. Ayes: (4). Nays: (0). Motion carried. THE CITY ENGINEER reported on Petition Number 3735, filed by George C. Etherington for water, sanitary sewer and paving to serve all lots in Blocks 10, 11, 12, Replat of Lots 1 through 8, Block 1, Dow Addition, that the petitioner owns 690 of the property in the benefit district, and it is therefore a valid petition. A motion was made by Commissioner Geis, seconded by Commissioner Duckers to accept the City Engineer's report and approve the petition. Ayes: (4). Nays: (0). Motion carried. THE CITY ENGINEER reported on Petition Number 3736, filed by Daniel J. and Natalie Hanson for paving, water and sanitary sewer to serve all lots in Platten Subdivision, that the petitioner owns 100% of the property in the benefit district, and it is therefore a valid petition. A motion was made by Commissioner Simpson, seconded by Commissioner Geis to accept the City Engineer's report and approve the petition. Ayes: (4). Nays: (0). Motion carried. THE ARCHITECT, Calvin H. Bowden, filed the plans and specifications for the construction of a new animal shelter. A motion was made by Commissioner Simpson, seconded by Commissioner Duckers to accept the plans and specifications as filed by the architect. Ayes: (4). Nays: (0). Motion carried. A MOTION was made by Commissioner Simpson, seconded by Commissioner Duckers to call a special meeting of the Board of Commissioners on December 27, 1978, at 11:00 A.M. to receive bids and award a contract for the construction of the new animal shelter, and to instruct the City Clerk to advertise for bids. All were renewal applications. The City Clerk reported all have paid the required fee and have been approved by the Zoning Officer, Health Department and Police Department. A motion was made by Commissioner Simpson, seconded by Commissioner Geis to approve the license applications and authorize the City Clerk to issue the licenses. Ayes: (4). Nays: (0). Motion carried. (List attached) COMMISSION AGENDA MAYOR WEISGERBER thanked the City Manager, Norris Olson for the City Commission for his 14-1/2 years of service to the City of Salina. Mr. Olson remarked that it has been a privilege to serve as City Manager of the City of Salina, and that it has been an exciting experience to be in on the changes that have occurred during this time. Mr. Harris thanked Mr. Olson, on behalf of the city employees, for his years of service. A motion was made by Commissioner Duckers, seconded by Commissioner Simpson to recess into executive session to discuss a couple of personnel matters. Ayes: (4). Nays: (0). Motion carried. The Commissioners recessed at 4:28 P.M. and reconvened at 5:00 P.M.
