Regular Meeting of the Board
of Commissioners
December 4, 1978
The Regular Meeting of the Board of Commissioners met in the City
Commission Meeting Room, City -County Building, on Monday, December 4, 1978, at
four o'clock p.m.
The Mayor asked everyone to stand for the opening ceremony.
There were present:
Mayor Jack Weisgerber, Chairman presiding
Commissioner Keith G. Duckers
Commissioner Dan S. Geis
Commissioner Karen M. Graves
comprising a quorum of the Board, also:

Norris D. Olson, City Manager

Absent:
Commissioner Gerald F. Simpson
The Minutes of the Regular Meetings of November 20, 1978, and
November 27, 1978, were approved as printed.

THE CITY ENGINEER reported on Petition Number 3733, filed by Salina
Presbyterian Manor for fire flow water of 400 g.p.m. at 56 p.s.i. to serve Lot 1,
Block 1, Presbyterian Subdivision, that ''The petitioner owns or controls 49.5%
of the benefit district. While this does not make this a valid petition, the
request is for fire protection as well as domestic service. I would recommend
that we proceed with a feasibility report as a basis for discussing the merits
of this project.'' A motion was made by Commissioner Geis, seconded by Commissione
Duckers to accept the City Engineer's recommendation and approve the petition,
and instruct him to proceed with preparing a feasibility report. Ayes:
Nays: (0). Motion carried.
A LETTER was received from the City Planning Commission recommending
the approval of Petition Number 3732, filed by Robert Frisbie for the annexation
of a tract of land in the North 1/2 of the Southeast Quarter of Section 19,
Township 14 South, Range 2 West. A motion was made by Commissioner Duckers,
seconded by Commissioner Graves to accept the recommendation of the City Planning
Commission and approve the petition. Ayes: (4). Nays: (0). Motion carried.
A RESOLUTION was introduced and passed entitled: ''A RESOLUTION
requesting the Board of County Commissioners to make findings on a noncontiguous
annexation.'' A motion was made by Commissioner Duckers, seconded by Commissioner
Graves to adopt the resolution as read and the following vote was had: Ayes:
Duckers, Geis, Graves, Weisgerber (4). Nays: (0). Commissioner Simpson absent.
Carried. The Mayor approved the Resolution and it is numbered 3402.
A MOTION was made by Commissioner Geis, seconded by Commissioner
Graves to set the date of December 18, 1978 as the date to receive bids for
equipment (Tables, water heater, janitor equipment, waste receptacles) for the
Bicentennial Center, and to instruct the City Clerk to advertise for bids.
Ayes: (4). Nays: (0). Motion carried.
PUBLIC AGENDA
PETITION NUMBER 3735 was filed by George C. Etherington for water,
sanitary sewer and paving to serve all lots in Blocks 10, 11, and 12, Replat of
Lots 1 through 8, Block 1, Dow Addition. A motion was made by Commissioner
Graves, seconded by Commissioner Geis to refer the petition to the City Engineer
for a recommendation. Ayes: (1<). Nays: (0). Motion carried.
PETITION NUMBER 3736 was filed by Natalie E. Hanson for paving, water
and sanitary sewer to serve all lots in Platten Subdivision. A motion was made
by Commissioner Geis, seconded by Commissioner Duckers to refer the petition to
the City Engineer for a recommendation. Ayes: (4). Nays: (0). Motion carried.
PETITION NUMBER 3737 was filed by Lee Haworth Construction Company, j
Inc., for streets, sanitary sewer, water, storm sewer and street lights to serve
Lots 1 through 10, Block 3; Lots 10 through 18, Block 4; Lots 1 through 20,
Block 2; and Lots 1 through 5, Block 1, Twin Oaks Subdivision. A motion was
made by Commissioner Graves, seconded by Commissioner Geis to refer the petition
to the City Engineer for a recommendation. Ayes: (4). Nays: (0). Motion carried
Commissioner Graves commented, ''This request is right in the heartof
the flood area and it is the first one I have seen come by us in the past year,
and I am personally going to take a good, hard look at what the recommendation
is because I am personally not in any great mood to okay some of these things
unless it really, the drainage conforms to some master drainage plan. I wonder
if we ought to hold it in abeyance until we have some plan out there, but I am
just going to say I am going to be watching this one, I don't know if anyone
else feels that way but..''
Mr. Boyer commented that the petition has been held in abeyance for
almost a year, waiting on development, and said he will always welcome the
Commission to take a hard look at any of the recommendations.
