10-30-1978 Minutes1 ,24 City of Salina, Kansas Regular Meeting of the Board of Commissioners October 30, 1978 The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, October 30, 1978, at four o'clock p.m. The Mayor asked everyone to stand for the opening ceremony. There were present: Mayor Jack Weisgerber, Chairman presiding Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Gerald F. Simpson comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Karen M. Graves The Minutes of the Regular Meeting of October 23, 1978 were approved as printed. THE MAYOR PROCLAIMED Thursday, November 2, 1978 - "TELEPHONE PIONEER DAY IN SALINA11, and the Week of October 30, 1978 - "TELEPHONE PIONEER WEEK IN SALINA". The proclamation was read by Leora Rinker, Secretary -Treasurer of the Pioneer Club. THE MAYOR PROCLAIMED the Second Week in November, 1978 - "YOUTH APPRECIATION WEEK". The proclamation was read by Bernie Major, President of Optimist International. STAFF AGENDA THE CITY ENGINEER reported on Petition Number 3729, filed by Coronado School PTA Safety Committee, for a sidewalk extension from the Coronado School Parking Lot, south to Gail Drive, that the petition contains 42 valid signatures from the same precinct and is therefore a valid petition, and recommended the construction of the requested sidewalk. A motion was made by Commissioner Geis, seconded by Commissioner Simpson to accept the City Engineer's recommendation and approve the petition. Ayes: (4). Nays: (0). Motion carried. THE CITY ENGINEER reported on Petition "lumber 3730, filed by Daniel C. King, for the construction of a frontage road on the west side of Ohio Street between Cloud Street and Schippel Drive, that the petitioner owns 100% of the property in the benefit district and is therefore a valid petition. A motion was made by Commissioner Simpson, seconded by Commissioner Duckers to accept the City Engineer's report and approve the petition. Ayes: (4). Nays: (0). Motion carried. THE CITY ENGINEER reported on Petition "Dumber 3731, filed by Kenneth Nordboe, for water and sewer main extensions to serve Lot 1, Block 3, and Lot 1, Block 4, Nord Subdivision, that the petitioner owns 100% of the property in the benefit district, and is therefore a valid petition. A motion was made by Commissioner Duckers, seconded by Commissioner Geis to accept the City Engineer's report and approve the petition. Ayes: (4). Nays: (0). Motion carried. F1 D 1 1 1 None PUBLIC AGENDA COMMISSION AGENDA Mayor Weisgerber asked to add the consideration of an audit contract with Kennedy and Coe to the agenda for consideration. A MOTION was made by Commissioner Simpson, seconded by Commissioner Geis to place the audit contract on the agenda for consideration. Ayes: Nays: (0). Motion carried. A MOTION was made by Commissioner Duckers, seconded by Commissioner Simpson to award the audit contract for 1978 to Kennedy and Coe, in the amount of $9,450.00. Ayes: (4). Nays: (0). Motion carried. A MOTION was made by Commissioner Simpson, seconded by Commissioner Duckers to recess into executive session to discuss a matter of litigation, and to return at 4:45 P.M. Ayes: (4). Nays: (0). Motion carried. THE COMMISSIONERS recessed at 4:09 P.M. and reconvened at 5:05 P.M. A MOTION was made by Commissioner Duckers, seconded by Commissioner Simpson, that the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (4). Nays: (0). Motion carried.
