07-10-1978 MinutesCity of Salina, Kansas Regular Meeting of the Board of Commissioners July 10, 1978 The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building on Monday, July 10, 1978, at four o'clock p.m. The Mayor asked everyone to stand for the opening ceremony. There were present: Mayor Jack Weisgerber, Chairman presiding Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Karen M. Graves Commissioner Gerald F. Simpson comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Special Meeting of July 3, 1978 and the Regular Meeting of July 3, 1978 were approved as printed. STAFF AGENDA AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE pertaining to the procedure for processing complaints and providing for the time in which to file an appeal from a determination made by the (Human Relations) Director; amending Section 11A-72(6) and Section 11A-72(8) of the Salina Code and repealing the existing sections." A motion was made by Commissioner Duckers, seconded by Commissioner Simpson to adopt the Ordinance as read and the following vote was had: Ayes: Simpson, Duckers, Geis, Graves, Weisgerber (5)• Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8643. The ordinanc was introduced for first reading July 3, 1978. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the procedure for requesting a public hearing before the Human Relations Commission; amending Section 11A-72(9) of the Salina Code and repealing the existing section." A motion was made by Commissioner Graves, seconded by Commissioner Geis to adopt the Ordinance as read and the following vote was had: Ayes: Simpson, Duckers, Geis, Graves, Weisgerber (5). Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8644. The ordinance was introduced for first reading July 3, 1978• AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing the procedure for notifying the complainant and respondent of the result of the public hearing; amending Section 11A-72(13) of the Salina Code and repealing the existing section." A motion was made by Commissioner Simpson, seconded by Commissioner Graves to adopt the Ordinance as read and the following vote was had: Ayes: Simpson, Duckers, Geis, Graves, Weisgerber (5). Nays: (0). Carried. The Mayor approved the Ordinance and it is numbered 8645. The ordinan was introduced for first reading July 3, 1978• A MOTION was made by Commissioner Geis, seconded by Commissioner Duckers to introduce an ordinance for first reading Establishing an Employee Benefits Contribution Fund in the City of Salina, Kansas. Ayes: (5)• Nays: (0). Motion carried. Ordinance Passed: Number: 1 1 1 1159 THE CITY ENGINEER reported on Petition Number 3706, filed by Daniel C. King for the vacation of a portion of the street right-of-way on the west side of Ohio Street between Cloud and Schippel. "Dr. King's desire was to vacate that portion of the right-of-way at the above subject location that is not needed for the construction of a frontage road in this block. Also, if the City makes some anticipated major improvements on Cloud Street, which borders Dr. King's property on the north, we will need an additional 20 feet of right-of-way at this location. 'It is my recommendation, and Dr. King has agreed, that we vacate the west 7 feet of the Ohio Street right-of-way extended between Cloud Street and Schippel Drive, and he will dedicate to the city the north 20 feet of Lots 1, 2, 3, 9 and 10, Block 4, in the Replat of part of Block 3 and all of Blocks 4 and 5, Schippel Addition.'' A motion was made by Commissioner Graves, seconded by Commissioner Simpson to accept the City Engineer's recommendation and approve the vacation of the west 7 feet of Ohio Street right-of-way, and to introduce the vacating ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: WILSON S COMPANY submitted a proposal for Engineering Services for the Old Smoky Hill River Channel improvements, requested by the City Commission on July 3, 1978. Mr. Ralph Ricklefs and Robert Selm, discussed the proposal with the Commissioners. A motion was made by Commissioner Duckers, seconded by Commissioner Graves to receive the report from Wilson and Company and take it under advisement. Ayes: (5). Nays: (0). Motion carried. THE CITY MANAGER held a public hearing to receive proposals for the Proposed Use of $382,138.00 Revenue Sharing Money for the 10th Entitlement Period, as required by Federal Law. Don Jolley, Recreation Commission, asked for Revenue Sharing money for capital improvements to the KTI Gym and for equipment. (No specified amount) Steve Ascher, Chairman of the Bicycle Committee, asked for $20,000 to implement the proposed bicycle routes in Salina. Cindy Entriken, Chairwoman of the Abused Women Task Force, asked for revenue sharing funds to cover part of their $36,000 budget. Ed Shepard, Central Kansas Foundation asked for $15,775 to continue the Salina Court Referral Program. Doris Crawford, Emergency Aid, asked for $6,000 to help cover administrative costs. Laura Doris Brock asked that Revenue Sharing Funds be used to establish a low cost spaying and neutering clinic for dogs and cats in Salina. Annie Burt said she would be willing to donate her time to work for the clinic, part time. Parents Anonymous, asked for Revenue Sharing funds to help finance a proposed budget of $5,601.95. The City Manager stated that all requests would be considered and the ones falling in the Human Resources area would be given to Carmen Chirveno, Human Resources Coordinator, for a recommendation. None PUBLIC AGENDA i COMMISSION AGENDA The Commissioners brought the following items to the floor for discussi . Commissioner Geis asked if the Commission could get together to discuss the revenue sharing requests? The Mayor called for a Special Meeting of the Board of Commissioners on Thursday, July 13, 1978 at 1:30 P.M. to discuss the proposed 1979 Budget and revenue sharing requests. Commissioner Graves asked the Bicycle Committee to make their report to the City Commission, and Steve Ascher approached the bench and showed the commissioners the proposed bicycle routes. A motion was made by Commissioner Duckers, seconded by Commissioner Simpson to receive the report. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Duckers, seconded by Commissioner Simpson that the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (5). Nays: (0). Motion carried.
