Regular Meeting of the Board
of Commissioners
November 28, 1977
The Regular Meeting of the Board of Commissioners met in the Commissione
Room, City -County Building, on Monday, November 28, 1977, at four o'clock p.m.
The Mayor asked everyone to stand for the opening ceremony.
There were present:
Mayor Keith G. Duckers, Chairman presiding
Commissioner Dan S. Geis
Commissioner Karen M. Graves
Commissioner Gerald F. Simpson
Commissioner Jack Weisgerber
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
None
The Minutes of the Regular Meeting November 21, 1977 were approved as
printed.
THE MAYOR PROCLAIMED the Week of December 4 through 10, 1977 - ''CIVIL
AIR PATROL WEEK''. The Proclamation was read by Mayor Duckers.
STAFF AGENDA
BIDS WERE RECEIVED for a bus for the Martin Luther King, Jr. Child
Care Center:
Kansas Truck Equipment Company, Wichita, Kansas $14,868.81
With Trade 7,968.81
Two other bids were received, but were not read because they did not
include a ''bid Deposit'', as required.
A motion was made by Commissioner Simpson, seconded by Commissioner
Geis to refer the bid to staff for checking and a report. Ayes: (5). Nays:
(0). Motion carried.
AN ORDINANCE was introduced for second reading entitled: ''AN ORDINANCE
levying special assessments on lots, pieces and parcels of ground in the City of
Salina, Kansas, for the purpose of paying a portion of the cost of improvements
of streets, sidewalks, lighting, landscaping, planting trees, shrubs, and other
perennial plants and constructing park and recreational areas within the proposed
improvement district.'' (Engineering Project 75-596 - Downtown Beautification).
A motion was made by Commissioner Simpson, seconded by Commissioner Graves to
adopt the ordinance as read and the following vote was had: Ayes: Geis, Graves,
Simpson, Weisgerber, Duckers (5). Nays: (0). Carried. The Mayor approved the
ordinance and it is numbered 8607. The ordinance was introduced for first
reading November 21, 1977.

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
changing the name of Stratford Lane to Sherwood Lane in Mayfair Addition to the
City of Salina, Saline County, Kansas." A motion was made by Commissioner
Graves, seconded by Commissioner Simpson to adopt the ordinance as read and the
following vote was had: Ayes: Geis, Graves, Simpson, Weisgerber, Duckers (5).
Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8608.
The ordinance was introduced for first reading November 21, 1977.
A MOTION was made by Commissioner Geis, seconded by Commissioner
Weisgerber to set the date of December 12, 1977 to receive bids for General
Obligation Park Improvement Bonds, Series PK -220 in the amount of $250,000.00
and to instruct the City Clerk to advertise for bids. Ayes: (5). Nays: (0).
Motion carried.
THE CITY ENGINEER filed plans and specifications for a 30" water line
from the water plant to Ohio and Crawford. (Engineering Project 77-631) A
motion was made by Commissioner Weisgerber, seconded by Commissioner Graves to
accept the plans and specifications as filed by the City Engineer. Ayes: (5).
Nays: (0). Motion carried.
A MOTION was made by Commissioner Weisgerber, seconded by Commissioner
Graves to set the date of December 19, 1977 to receive bids for 30" water line,
(Engineering Project 77-631), and instruct the City Clerk to advertise for bids.
Ayes: (5). Nays: (0). Motion carried.
THE SHAVER PARTNERSHIP, Architects, filed plans and specifications for
the Centennial Park Neighborhood Center. A motion was made by Commissioner
Simpson, seconded by Commissioner Geis to accept the plans and specifications as
filed. Ayes: (5). Nays: (0). Motion carried.
A MOTION was made by Commissioner Simpson, seconded by Commissioner
Geis to set the date of December 19, 1977 to receive bids for the construction
of the Centennial Park Neighborhood Center and instruct the City Clerk to adverti
for bids. Ayes: (5). Nays: (0). Motion carried.
A MOTION was made by Commissioner Weisgerber, seconded by Commissioner
Graves to set the date of December 19, 1977 to receive bids for the replacement
of the air conditioning system in the Police Administration Building and instruct
the City Clerk to advertise for bids. Ayes: (5). Nays: (0). Motion carried.

Mayor Duckers announced that there will be no meeting December 5,
1977, at the commissioners will be attending the National League of Cities
Convention in San Fransisco.
A motion was made by Commissioner Simpson, seconded by Commissioner
Weisgerber to recess into executive session to discuss possible land acquisition
with the Salina Airport Authority. Ayes: (5). Nays: (0). Motion carried.
The Commission recessed at 4:32 P.M. and reconvened at 5:40 P.M.
Mayor Duckers announced that the commission had reviewed options with
the Salina Airport Authority for the location of softball and baseball diamonds
at Schilling Industrial Area.
A MOTION was made by Commissioner Geis, seconded by Commissioner
Simpson that the Regular Meeting of the Board of Commissioners be adjourned.
Ayes: (5). Nays: (0). Motion carried. The meeting adjourned at 5:42 P.M.
