12-21-1981 Minutes331 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS DECEMBER 21, 1981 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, December 21, 1981, at four o'clock p.m. comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing for the annexation of certain land. Public hearing required by Resolution Number 81-3566, adopted October 19, 1981 for the annexation of a tract of land in the Southeast Quarter of Section 19, Township 14 South, Range 2 West. (Schwan tract on Marymount Road) There were no protests, written or oral, filed. The Mayor declared the public hearing closed. 81-363 Moved by Commissioner Graves, seconded by Commissioner Duckers that the Schwan Tract on Marymount Road be annexed in accordance with the Service Extension Plan approved October 19, 1981 and on file with the City Clerk and that Ordinance Number 81-8895, annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. CONSENT AGENDA (6.1) Approve the minutes of the Regular Meeting December 14, 1981. (6.2) 1982 Cereal Malt Beverage license applications. (6.3) Petition Number 3827, filed by Douglas G. Hill for curbing, guttering, paving, grading and storm sewer system to serve Linden Drive from Nottingham Drive to Bentley Avenue; Sherwood Lane from Nottingham Drive to Huntington Road, Huntington Road from Sherwood Lane (south) to Sherwood Lane (north), Bentley Avenue from Linden Drive to Sherwood Lane. (6.4) Recommendation from the City Engineer to approve a handicapped parking space at 622 South Third. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner John F. (6.6) Resolution Number 81-3576 - adopting the job classification and salary schedule for city employees, created pursuant to Section 2-61 of the Salina Code and repealing Resolution Number 80-3523 and all previous resolutions, motions or actions in conflict therewith. (6.7) City Engineer files a feasibility report for sanitary sewer, water service and paving of Fairdale Road and Etherington Court in Country Hills Addition Number 2. (Petition Number 3826, filed by W. C. Chaffee) 81-364 Moved by Commissioner Duckers, seconded by Commissioner Burgess that all items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 81-8894 - appropriating money from the various funds to pay payrolls and claims against the City for the calendar year of 1982. 81-365 Moved by Commissioner Roth, seconded by Commissioner Duckers that Ordinance Number 81-8894, appropriating money from the various funds to pay payrolls and claims against the City of Salina, Saline County, Kansas, for the calendar year of 1982, be approved. Aye: Burgess, Duckers, Graves, Roth, Hodges (5)• Nay: (0). Motion adopted.
