12-14-1981 Minutes328 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS DECEMBER 14, 1981 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, December 14, 1981, at four o'clock p.m. comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None None None CITIZEN FORUM AWARDS - PROCLAMATIONS PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting December 7, 1981. (6.2) 1982 Cereal Malt Beverage license applications. (82 Renewals and 1 new application) (6.3) Authorize the Mayor to sign an agreement with the Central Kansas Foundation for Alcohol and Chemical Dependency, Inc., for services during 1982, as recommended by the Alcohol Fund Advisory Committee. 81-353 Moved by Commissioner Roth, seconded by Commissioner Duckers that all items on the consent agenda be approved. Nay: (0). Motion adopted. 32J (8.2) Second Reading Ordinance Number 81-8891, providing for the rezoning of Lots 134, 136, 138, Third Street, Original Townsite. [Z81-18, filed by Carol E. and Betty A. Beggs] 81-355 Moved by Commissioner Burgess, seconded by Commissioner Duckers that Ordinance Number 81-8891, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. (8.3) Second Reading Ordinance Number 81-8892, prescribing the corporate limits of the City of Salina, Kansas 81-356 Moved by Commissioner Duckers, seconded by Commissioner Burgess that Ordinance Number 81-8892, prescribing the corporate limits of the City of Salina, Kansas, including land described in Ordinance Numbers 81-8844, 81-8845, 81-8850, 81-8858, and repealing Ordinance Number 80-8826, be adopted. Aye: Burgess, Duckers, Graves, Roth, Hodges (5). Nay: (0). Motion adopted. (8.4) Second Reading Ordinance Number 81-8893, providing for the rezoning of Lots 9 and 11, Surveyor's Plat "A". [Z81-15 filed by Bell Telephone Employees Credit Union] 81-357 Moved by Commissioner Roth, seconded by Commissioner Graves that Ordinance Number 81-8893, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. (8.6) City Engineer reports on Petition Number 3820, filed by Linda Schumacher for no parking signs on the north and south side of Key Street from Highland Street to the east side of ShowBiz Pizza parking lot entrance. Linda Schumacher said they feel the "no parking" would help their problems. 81-359 Moved by Commissioner Burgess, seconded by Commissioner Duckers that action on the matter be postponed until January 11, 1982 so Commissioner Roth can visit with the manager of ShowBiz Pizza. Aye: (5)• Nay: (0). Motion adopted. (8.7) Recommendation from the City Engineer that Petition Number 3825, filed by R. Kenneth Bieberly for the vacation of the West 10 feet of Tenth Street right-of-way adjacent to Lots 4, 6, and 10, Bristol Addition, be denied. 81-360 Moved by Commissioner Burgess, seconded by Commissioner Graves that the City Engineer's recommendation be accepted and that Petition Number 3825, be denied. Aye: (5). Nay: (0). Motion adopted. (8.8) Recommendation from the City Engineer that Petition Number 3826, filed by W. C. Chaffee, President of the American Builders of Kansas, Inc. for sanitary sewer, water service and paving of Fairdale Road and Etherington Court in Country Hills Addition Number 2 be approved. (8.5) First Reading Ordinance Number 81-8894, appropriating money from the various funds to pay payrolls and claims against the City of Salina, for 1982. 81-358 Moved by Commissioner Burgess, seconded by Commissioner Graves that Ordinance Number 81-8894, appropriating money from the various funds to pay payrolls and claims against the City of Salina, Saline County, Kansas, for the calendar year of 1982, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
