REGULAR MEETING OF THE BOARD OF COMMISSIONERS
DECEMBER 7, 1981

The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, December 7, 1981, at four o'clock p.m.
There were present:

AWARDS - PROCLAMATIONS
The Mayor presented plaques of appreciation to past members of the
Citizens' Advisory Committee: Solomon Oliver, Ron Thompson, Larry Weber, Sister
Mary Lou Roberts, Constance Achterberg, Carol Haag, Ralph Maag, Dorothy Guliford,
Ray Houck, Inez Urie, Jim Zanardi, Arthur Adams, Bradford Baucom, Anthony
Buccigrossi.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting November 23, 1981.
(6.2) City Engineer reports on Petition Number 3824, filed by R. Kenneth
Bieberly for the vacation of an alley in Bristol Addition.
(6.3) Authorize the Mayor to sign an interlocal cooperation agreement between
the City of Salina, County of Saline, and the City -County Health Department to
provide for the operation of an animal shelter control facility for the City of
Salina and County of Saline.

removed to the consent agenda and be considered as item 8.3 on the administration
agenda. Aye: (5). Nay: (0). Motion adopted.
81-345 Moved by Commissioner Graves, seconded by Commissioner Roth that all
items on the consent agenda except 6.3 be approved. Aye: (5). Nay: (0). Motion
adopted.

(7.1) City Planning Commission returns Zoning Application 81-15, filed by
Bell Telephone Employees Credit Union for the rezoning of Lots 9 and 11,
Surveyor's Plat "A", with a failure to recommend.
Larry Hansen was present to answer any questions.
81-346 Moved by Commissioner Roth, seconded by Commissioner Duckers that
Zoning Application 81-15, filed by the Bell Telephone Employees Credit Union for
the rezoning of Lots 9 and 11, Surveyor's Plat "A", be approved, and that
Ordinance Number 81-8893, providing for the amendment of Ordinance Number 8526,
the same being Chapter 36 of the Salina Code, and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within the
city and prescribing the proper uses thereof, be introduced for first reading.
Aye: (5). Nay: (0). Motion adopted.
(7.2) Recommendation from the City Planning Commission to approve Zoning
Application 81-18, filed by Carol E. and Betty A. Beggs, for the rezoning of Lots
134, 136, 138 Third Street, Original Townsite to District "C-4" (Central Business
District).
81-347 Moved by Commissioner Burgess, seconded by Commissioner Duckers that
the recommendation of the City Planning Commission be accepted and that Zoning
Application 81-18 be approved, and that Ordinance Number 81-8891, providing for
the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina
Code, and the Zoning District Map therein and thereby adopted and providing for
the rezoning of certain property within the City and prescribing the proper uses
thereof, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
(7.3) Recommendation from the City Planning Commission to deny Zoning -
Application 81-19, filed by Gerald L. and Tillie B. Brin, for the rezoning of Lot
14 and the East 11 feet of Lot 13, Block 2, Oakdale Addition to "11-2.5" (Multiple -
family Residential).

recommendation of the City Planning Commission be accepted and that Zoning
Application 81-19, filed by Gerald L. and Tillie B. Brin be denied. Aye: (5).

ADMINISTRATION
(8.1) Second Reading Ordinance Number 81-8889, providing for the amendment of
Section 11A-72 of the Salina Code, pertaining to the procedure for processing
complaints by the Human Relations Commission, and repealing the existing section.
81-349 Moved by Commissioner Duckers, seconded by Commissioner Burgess that
Ordinance Number 81-8889, providing for the amendment of Section 11A-72 of the
Salina Code pertaining to the procedure for processing complaints by the Human
Relations Commission, and repealing the existing section, be adopted. Aye:
Burgess, Duckers, Graves, Roth, Hodges (5). Nay: (0). Motion adopted.
(8.2) First Reading Ordinance Number 81-8892, prescribing the corporate
limits of the City of Salina, Kansas, including land described in Ordinance
Numbers 81-8844, 81-8845, 81-8850, 81-8858, and repealing Ordinance Number
80-8826.
81-350 Moved by Commissioner Roth, seconded by Commissioner Duckers that
Ordinance Number 81-8892, prescribing the corporate limits of the City of Salina,
Kansas, including land described in Ordinance Numbers 81-8844, 81-8845, 81-8850,
81-8858, and repealing Ordinance Number 80-8826, be introduced for first reading.
