The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, November 16, 1981, at four o'clock p.m.
comprising a quorum of the Board, also present:

(6.1) Approve the Minutes of the Regular Meeting November 9, 1981.
(6.2) Petition Number 3824 filed by R. Kenneth Bieberly for the vacation of
an alley in Bristol's Addition.
(6.3) Petition Number 3825 filed by R. Kenneth Bieberly for the vacation of
the West 10 feet of Tenth Street right-of-way in Bristol Addition.
(6.4) Petition Number 3826 filed by W. C. Chaffee for sanitary sewer and
pavement of Fairdale Road from Fairdale Court to Etherington Court, and the
pavement of Etherington Court.

81-335 Moved by Commissioner Roth, seconded by Commissioner Graves that
Charter Ordinance Number 19 be removed from the table for consideration.
81-336 Moved by Commissioner Graves, seconded by Commissioner Roth that
Charter Ordinance Number 19, exempting the City of Salina, Kansas, from the
provisions of K.S.A. 16-707, which provides for the licensing of pawnbrokers and
precious metal dealers and providing substitute and additional provisions on the
same subject, and repealing substitute and additional provisions on the same
subject, and repealing Charter Ordinance Number 12, be adopted. Aye: Burgess,
Duckers, Graves, Roth, Hodges (5)• Nay: (0). Motion adopted.
OTHER BUSINESS
81-337 Moved by Commissioner Roth, seconded by Commissioner Burgess that
Ordinance Number 81-8887 considered in Commission Action Number 81-329 on
November 9, 1981 be reconsidered. Aye: (5). Nay: (0). Motion adopted.
81-338 Moved by Commissioner Duckers, seconded by Commissioner Roth that
Ordinance Number 81-8887, providing for the amendment of Section 36-702(2) of
the Salina Code, repealing the original section, be adopted.
Frank Norton, commented that the required 30% will probably have no
effect on Mr. Warmack's project until May 3, 1982, but he feels the ordinance
should be passed today.
81-339 Moved by Mayor Hodges, seconded by Commissioner Graves that the main
motion be amended to postpone action on Ordinance Number 81-8887 until May 3,
1982. Aye: Burgess, Graves, Roth, Hodges (4). Nay: Duckers (1). Motion adopted.
