REGULAR MEETING OF THE BOARD OF COMMISSIONERS
OCTOBER 26, 1981
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, October 26, 1981, at four o'clock p.m.
Comprising a quorum of the Board, also present:
L. 0. Bengtson, City Attorney
D. L. Harrison, City Clerk
Rufus L. Nye, City Manager
Absent:

CITIZEN FORUM
The Mayor congratulated Commissioner Graves on being elected President
of the League of Kansas Municipalities.
None
AWARDS - PROCLAMATIONS
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the possible issuance of $150,000 Industrial Revenue
Bonds for Development Consultants, Inc.
There were no protests, written or oral, filed and the Mayor declared
the public hearing closed.
81-298 Moved by Commissioner Duckers, seconded by Commissioner Graves that
Resolution Number 81-3568, a resolution of intent to issue $150,000 Industrial
Revenue Bonds for Development Consultants, Inc., be adopted. Aye: (5)• Nay:
(0). Motion adopted.
CONSENT
(6.1) Approve the Minutes of the Regular Meeting October 19, 1981.
(6.2) City Engineer reports on Petition Number 3821, filed by Scott M. Price
for the construction of a public sanitary sewer lateral extension to serve Lot 9,
Surveyor's Plat "J" of Mill Reserve Number 5.
(6.3) City Engineer reports on Petition Number 3822, filed by Richard B.
Nelson for the vacation of two utility easements in Lot 1, Block 1, Replat of a
Replat of Lots 1 and 5 through 14, Block 1, Country Hills Addition Number 2.
(6.4) Resolution Number 81-3569 - authorizing the removal of all two hour and
less on -street parking meters, except for the short term parking meters on Iron
Avenue at the Salina Post Office, and repealing any and all resolutions heretofore
adopted in conflict with the provisions hereof.

item 6.2 be removed from the consent agenda. Aye: (5)• Nay: (0). Motion adopted
81-300 Moved by Commissioner Roth, seconded by Commissioner Burgess that all
items on the consent agenda, except item 6.2 be approved. Aye: (5)• Nay: (0).

81-301II Moved by Commissioner Graves, seconded by Commissioner Duckers that the
recommendation of the City Engineer to deny the petition be accepted.
Jack Sheahan, 906 Roach, and Scott Price, 1226 East Wayne, owners of
the property feel the city should pay 950 of the sewer improvements. They
understood when they purchased the property two years ago that it was hooked up
to a lateral sanitary sewer.
The Mayor called for a vote on Motion 81-301. Aye: (5)• Nay: (0).
Motion adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission to approve an amendment
to the Final Planned Development District of Country Hills Addition Number 2.
[Zoning Application 78-12B, filed by Country Hills Partners]
81-302 Moved by Commissioner Duckers, seconded by Commissioner Burgess that
the recommendation of the City Planning Commission be approved and that Ordinance
Number 81-8884, providing for the amendment of Ordinance Number 8526, the same
being Chapter 36 of the Salina Code, and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the
City and prescribing the proper uses thereof; and repealing Ordinance Number
8653, be introduced for first reading. Aye: (4). Nay: (0). Commissioner
Graves abstained. Motion adopted.
ADMINISTRATION
(8.1) Resolution Number 81-3570 - determining the policy of the Board of
Commissioners of the City of Salina, Kansas, in regards to the installation of
improvements in undeveloped areas within the city.
81-303 Moved by Commissioner Burgess, seconded by Commissioner Roth that
Resolution Number 81-3570, determining the policy of the Board of Commissioners
of the City of Salina, Kansas, in regards to the installation of improvements in
undeveloped areas within the city, be adopted. Aye: (5). Nay: (0). Motion
adopted.
(8.2) First Reading Ordinance Number 81-8885 - providing that it shall be
unlawful to allow any motor vehicle to be parked beyond the period of legal
parking established for any street or parking meter zone; amending Section 22-183
of the Salina Code and repealing the existing section.

(8.4) City Engineer reports on Petition Number 3819, filed by Norma Linenberger�,
requesting a stop sign at the intersection of Talley Drive and Page Avenue.
81-306II Moved by Commissioner Duckers, seconded by Commissioner Roth that the
recommendation of the City Engineer to deny the petition be accepted.
Norma Linenberger feels there is a serious need for this stop sign.
The Mayor called for a vote on pending motion 81-306. Aye: (5). Nay:
(0). Motion adopted.
OTHER BUSINESS
81-307 Moved by Commissioner Graves, seconded by Commissioner Roth that the
Board of Commissioners recess into executive session for personnel evaluation for
not to exceed 30 minutes.
The Commissioners recessed at 4:14 p.m. and reconvened at 5:00 p.m.
81-308 Moved by Commissioner Duckers, seconded by Commissioner Roth that the
Regular Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0).
Motion adopted. The meeting adjourned at 5:01 P.M.
