10-19-1981Minutes3D CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS OCTOBER 19, 1981 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, October 19, 1981 at four o'clock p.m. There were present: Mayor Merle A. Hodges, Chairman Presiding Commissioner John F. Burgess Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM 81-285 Moved by Commissioner Graves, seconded by Commissioner Burgess that the City Commission go on record supporting the citizens of South Salina in their effort to circulate a petition for drainage improvements. Aye: (5). Nay: (0). Motion adopted. AWARDS - PROCLAMATIONS (4.1) The Mayor presented Service Awards to 5 city employees with 25 years of service and 11 employees with 10 years of service. (4.2) The Mayor proclaimed the Week of October 18 through 24, 1981 - "NATIONAL BUSINESS WOMEN'S WEEK". The proclamation was read by Mary Ann Maudlin, President of the Salina Business and Professional Women's Club. (4.3) The Mayor proclaimed Thursday, October 22, 1981 - ''COMMUNITY CLUBS DAY IN THE GREATER SALINA AREA". The proclamation was read by Terry Beall, Accounts Manager of KSKG Radio. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the possible issuance of $3,000,000 Industrial Revenue Bonds for Salina Southeast Development Company, Inc. John Mize, Attorney representing Salina Southeast Development Company, Inc., was present to answer questions. Dennis Toews, 931 East Claflin, expressed opposition for the City Commission to issue Industrial Revenue Bonds for this development. He said this will mean spot zoning for the area. W. 0. Brown, 834 Russell, expressed his approval, that the development will be a nice neighborhood shopping center. The Mayor declared the hearing closed. 81-286 Moved by Commissioner Duckers, seconded by Commissioner Roth that Resolution Number 81-3565, a resolution of intent to issue $3,000,000 Industrial Revenue Bonds for Salina Southeast Development Company, Inc., be adopted. (Annexation Application 81-5 pieces of ground for the construction of sidewalks on Fairdale Road and Ray 81-289 Moved by Commissioner Graves, seconded by Commissioner Burgess that the Service Extension Plan for Annexation Application 81-5, Schwan Tract at 1312 Marymount Road, be adopted and that Resolution Number 81-3566, setting the date (of December 21, 1981) for a public hearing for the consideration of annexating certain property to the City of Salina, Kansas, be adopted. Aye: (5). Nay: (0). Motion adopted. ADMINISTRATION (8.1) Request by the Salina Area Chamber of Commerce to remove on -street parking meters. (Tabled at the September 28, 1981 meeting.) 81-290 Moved by Commissioner Duckers, seconded by Commissioner Burgess that the request be removed from the table for consideration. Aye: (5). Nay: (0). Motion adopted. 81-291 Moved by Commissioner Roth, seconded by Commissioner Burgess that all 2 -hour and shorter term on -street meters, except for the short-term parking meters at the Post Office on Iron Street be removed; that the parking meter rate for both on -street and off-street parking be increased from 5C to 10C per hour; that parking meter revenue be reviewed at the end of six months; that the fines be raised from 50C to $1.00 if paid within 48 hours, and if paid after 48 hours, it would raise to $5.00; and that the City Manager be authorized to implement these changes. (8.3) Second Reading Ordinance Number 81-8881 - providing that the Board of Commissioners shall establish, by resolution, license fees, permit fees and other user type fees or charges. 311 81-293 Moved by Commissioner Burgess, seconded by Commissioner Graves, that Ordinance Number 81-8881, providing that the Board of Commissioners shall establish, by resolution, such license fees, permit fees and other user type fees or charges as will adequately compensate the City for its services rendered; providing for an annual review of the same by the City Manager, and repealing all existing fees in conflict with those established pursuant to this ordinance, and that Resolution Number 81-3567, establishing all license fees, permit fees and other user related fees or charges (pursuant to Ordinance Number 81-8881) which shall be effective as of January 1, 1932, be adopted. (8.4) Second Reading Ordinance Number 81-8882 - providing for the fees and charges regarding applications for amendments of the Zoning Ordinances or services rendered by the Planning Department. 81-294 Moved by Commissioner Graves, seconded by Commissioner Burgess that Ordinance Number 81-8882, providing for the fees and charges regarding application for amendments of the Zoning Ordinances or services to be rendered by the Planning Department in connection with the administration of the zoning ordinances of the City, enacting Sections 27-4 and 27-5 of the Salina Code, be adopted. The Commission recessed at 4:26 p.m. and reconvened at 4:36 p.m. 81-296 Moved by Commissioner Graves, seconded by Commissioner Duckers that the City Clerk be instructed to publish a notice of intention to issue $150,000 Industrial Revenue Bonds for Development Consultants, Inc., setting October 26, 1981, at 4:00 p.m. for public hearing.
