The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, August 3, 1981, at four o'clock p.m.
There were present:

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the Proposed 1982 Budget and Revenue Sharing Funds.
No comments, written or oral, were filed.
81-197 Moved by Commissioner Duckers, seconded by Commissioner Graves that
Resolution Number 81-3555, adopting the 1982 Annual Budget, be adopted. Aye:
(5). Nay: (0). Motion adopted.
81-198 Moved by Commissioner Duckers, seconded by Commissioner Graves that
Ordinance Number 81-8865, providing, adopting and appropriating, by fund, the
budget of the City for the year beginning January 1, 1982, be adopted. Aye:
Burgess, Duckers, Graves, Roth, Hodges (5). Nay: (0). Motion adopted.
CONSENT
(6.1) Approve the Minutes of the Regular Meeting July 27, 1981.
(6.2) City Engineer files plans and specifications for Engineering Project
81-685, for water line on Coronado Street. Set August 13, 1981 to receive bids.
(6.3) City Engineer reports on the sufficiency of Petition Number 3816, filed
by C. L. Clark for the paving and storm sewer improvements on West Diamond Drive,
and files a feasibility report. (Engineering Project 81-684)

(8.1) Second Reading Ordinance Number 81-8861, providing for the vacation of
a portion of Grand Avenue, a public street in the City of Salina, Saline County,
Kansas.

Ordinance Number 81-8861, providing for the vacation of a portion of Grand
Avenue, a public street in the City of Salina, Saline County, Kansas, be adopted.

(8.2) Second Reading Ordinance Number 81-8862, providing for the vacation of
a portion of Post Oak Lane and Redbud Court, public streets in the City of
Salina, Saline County, Kansas; and providing for the vacation of certain
easements in Blocks 3 and 8, Twin Oaks II Subdivision to the City of Salina,
Saline County, Kansas.

Ordinance Number 81-8862, providing for the vacation of a portion of Post Oak

(8.3) Second Reading Ordinance Number 81-8863, providing for the amendment of
certain Sections of the Salina Code, and repealing the existing sections,
pertaing to hobby breeders in residential districts and dog kennels in commercial
districts.

Ordinance Number 81-8863, providing for the amendment of Sections 36-404(2), 36-
601(2), 36-602(2), 36-603(2), 36-604(2), 36-604A(2), 36-605(2), 36-610(1), 36-
611(1), 36-612(1), 36-613(1), 36-613(2), 36-1301(41) and 36-1301(73) of the
Salina Code, and repealing the existing sections, be adopted. Aye: Burgess,
Duckers, Graves, Roth, Hodges (5). Nay: (0). Motion adopted.
(8.4) Second Reading Ordinance Number 81-8864, authorizing the issuance of
$200,000 principal amount of Industrial Revenue Bonds for the Salina Board of
Trade, Inc.
81-203 Moved by Commissioner Duckers, seconded by Commissioner Graves that
Ordinance Number 81-8864, authorizing the City of Salina, Kansas, to acquire for
development purposes the real property hereinafter described and to construct and
purchase buildings, improvements, machinery and equipment to be leased to Salina
Board of Trade, Inc.; authorizing and directing the issuance of $200,000 principal
amount of Revenue Bonds, Salina Board of Trade, Inc., Series of 1981, of said
city for the purpose of providing funds to pay the cost of acquiring the real
property hereinafter described and to construct and purchase buildings,
improvements, machinery and equipment to be leased to Salina Board of Trade,
Inc.; and prescribing the form and authorizing the execution of a lease by and
between said city and said company, be adopted. Aye: Burgess, Duckers, Graves,
Roth, Hodges (5). Nay: (0). Motion adopted.
Frank Norton, Attorney and resident, introduced Bob Baier from Wilson
and Company, who made a presentation to the Commission explaining the need for
four-way stop signs at the intersection of Marymount Road and Iron Avenue, and
recommended the City install the stop signs.

four-way stop signs at the intersection of Marymount Road and Iron Avenue, and

Bruce Roberts, 201 Greenway Road, said the only way the traffic can be
slowed in this area is to put stop signs at Iron Avenue and Marymount Road.
The Mayor called for a vote on Commission Action Number 81-188 that the
recommendation of staff be denied, and that Petition Number 3812 be approved, and
that staff be directed to erect 4 -way stop signs at Marymount Road and Iron
Avenue. Aye: (0). Nay: (5). Motion denied.
