07-27-1981 Minutes280 Commission Action # CITY OF SAU NA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JULY 27, 1981 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, July 27, 1981, at four o'clock p.m. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner John F. Burgess Commissioner Keith G. Duckers Commissioner Karen M. Graves comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Charles B. Roth None CITIZEN FORUM AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT (6.1) Approve the Minutes of the Regular Meeting July 20, 1981. 81-193II Moved by Commissioner Duckers, seconded by Commissioner Graves that all items on the consent agenda be approved. (6.2) Resolution Number 81-3554, authorizing and ordering certain water main improvements, ordering preparation of plans and specifications, and the estimate of costs. [Water main on Coronado Street, requested in Petition Number 3813, filed by Robert Vidricksen. Engineering Project 81-6851 (6.3) Petition Number 3816, filed by C. L. Clark for curbing, guttering, paving, grading, storm inlets, sewer piping on West Diamond Drive. [Petition referred to the City Engineer for a recommendation.] (6.4) Recommendation from the City Engineer to approve Petition Number 3814, filed by Dean Walthers, for the vacation of the North 20 feet of Grand Avenue adjacent to Lots 21 through 25, Block 9, Pacific Addition. [Ordinance Number 81-8661 introduced for first reading.] (6.5) Recommendation from the City Engineer to approve Petition Number 3815, filed by Lee Haworth, for the vacation of Post Oak Lane lying east of Carolina Drive, the vacation of Redbud Court; the vacation of certain utility easements in Blocks 3 and 8, Twin Oaks II Subdivision. Motion adopted. t81 DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission to approve Zoning Application 81-13, filed by the City Planning Commission, to amend certain sections of the Zoning Ordinance, pertaining to hobby breeders in residential districts and dog kennels in commercial districts. 81-194 Moved by Commissioner Graves, seconded by Commissioner Burgess that Ordinance Number 81-8863, providing for the amendment of Sections 36-404(2), 36-601(2), 36-602(2), 36-603(2), 36-604(2), 36-604A(2), 36-605(2), 36-610(1), 36-611(1), 36-612(1), 36-613(1), 36-613(2), 36-130](41), and 36-1301(73) of the Salina Code, and repealing the existing sections, be introduced for first reading. ADMINISTRATION (8.1) First Reading Ordinance Number 81-8864, authorizing the issuance of $200,000 principal amount of Industrial Revenue Bonds for the Salina Board of Trade, Inc. 81-195 Moved by Commissioner Duckers, seconded by Commissioner Burgess that Ordinance Number 81-8864, authorizing the City of Salina, Kansas, to acquire for development purposes the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Salina Board of Trade, Inc.,; authorizing and directing the issuance of $200,000 principal amount of revenue bonds, Salina Board of Trade, Inc. Series of 1981, of said city for the purpose of providing funds to pay the cost of acquiring the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Salina Board of Trade, Inc.; and prescribing the form and authorizing the execution of a lease by and between said city and said company, be introduced for first reading.
