The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, July 13, 1981, at four o'clock p.m. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner John F. Burgess Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting July 6, 1981. (6.2) City Engineer reports on bids received July 9, 1981 for Engineering Project 81-678, for street and storm drainage improvements in Mayfair Addition. (6.3) City Engineer reports on Petition Number 3813 for water main improvement , filed by Bob Vidricksen. - 81-174 Moved by Commissioner Roth, seconded by Commissioner Burgess that all items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 81-8859 for the rezoning of all of Lot 1 and part of Lots 2 and 3, Block 1, Eisenhower Addition, from District "R-2" (Multiple -Family) to District "C-2" (Neighborhood Shopping District), requested by Kenneth Jorgenson in Zoning Application 81-9• 81-175 Moved by Commissioner Duckers, seconded by Commissioner Burgess that Ordinance Number 81-8859, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the zoning district map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be adopted. Aye: Burgess, Duckers, Graves, Roth, Hodges (5). Nay: (0). Motion adopted. /6 (8.2) Presentation of the Proposed 1982 Budget, including Revenue Sharing, and set the date of August 3, 1981 at 4:00 p.m. for a public hearing. 81-176 Moved by Commissioner Duckers, seconded by Commissioner Roth, that the presentation of the 1982 Budget be postponed for one week. Aye: (5). Nay: (0). Motion adopted. (8.3) Authorize the City Manager to sign Section 8 Master Annual Contributions Contract No. KC 7015 for the Housing Authority. Motion adopted. 81-178Moved by Commissioner Graves, seconded by Commissioner Duckers that the City Manager be authorized to sign Section 8 Master Annual Contributions Contract No. KC 7015 for the Housing Authority. Aye: (5). Nay: (0). Motion adopted. (8.4) Request from Ken Wasserman, Attorney, to discuss Rural Water District #2 (Elm Creek), Ottawa County, Kansas. Ken Wasserman, Attorney, wants to know the City Commission position on this water district and if the city is going to be represented at the meeting in Bennington on July 14, 1981. 81-179 Moved by Commissioner Roth, seconded by Commissioner Duckers that no representative from the city will attend the meeting and no further action be taken. Aye: (5). Nay: (0). Motion adopted. (8.5) Request by Morrison Grain Company, Inc. for $400,000 Industrial Revenue Bonds. 81-180 Moved by Commissioner Graves, seconded by Commissioner Duckers that the Board of Commissioners recess into Executive Session to discuss the possible issuance of Industrial Revenue Bonds for 15'minutes. Aye: (5). Nay: (0). Motion adopted. The Commission recessed at 4:25 P.M. and reconvened at 4:33 P.M. 81-181 Moved by Commissioner Graves, seconded by Commissioner Burgess that the City Clerk be instructed to publish a notice of intention to issue $400,000 Industrial Revenue Bonds for Morrison Grain Company, Inc., setting Monday, July 20, 1981 at 4:00 P.M. for public hearing.
