06-01-1981 Minutes1 E 1 2oU CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JUNE 1, 1981 4:00 P.M. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, June 1, 1981, at four o'clock p.m. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner John F. Burgess Commissioner Keith G. Duckers Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Karen M. Graves CITIZEN FORUM Virgil Lundberg, owner of property in the 100 block of East Iron, said the Commission is aware of the problem and it has been three months since the fire and nothing has been done about cleaning up the mess and odor, and the alley is still blocked. He asked the Commission to do something about the mess and odor from water in the basement. AWARDS - PROCLAMATIONS The Mayor presented plaques of appreciation to past board and commission members: William Grosser, Jr. and Dr. D. Wayne Montgomery, members of the Board of Zoning Appeals; Jerry Exline, Carl Ramsey, and Dr. Richard Ferrin, members of the City Planning Commission; Clarabelle Geis, member of the Library Board; Dean Tinkler, member of the Salina Airport Authority; Bob Castle, member of the Convention and Tourism Committee. The Mayor proclaimed Saturday, June 13, 1981 - "GREG CASE OF SALINA CENTRAL, DAN SEYMOUR OF SALINA SACRED HEART, AND TED VERSLUYS OF SALINA SACRED HEART DAY". The proclamation was read by Don Dicks, member of the Board of Directors of the East and West Shrine Bowl Game. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public hearing on the advisability of street and storm sewer improvement in Mayfair Addition. A public hearing was held on the advisability of street and storm sewer improvements in Mayfair Addition, as required by Resolution Number 81-3546, adopted May 18, 1981. (Improvements were requested in Petition Number 3811, filed by Vaughn C. Hofineier). No protests, written or oral, were filed. 81-127 Moved by Commissioner Duckers, seconded by Commissioner Burgess, that the public hearing on the improvements be adjourned. Aye: (4). Nay: (0). Motion adopted. 26i CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting May 18, 1981. (6.2) Set the date of June 15, 1981 for a public hearing on the proposed use of Federal Revenue Sharing Funds. (6.3) Set the date of June 15, 1981 for a public hearing for special as sessments for the Mayfair Drainage Ditch. (Engineering Project 81-672). (6.4) City Engineer files plans and specifications for Engineering Project 81-681 for bitumunous overlay improvements. (June 18, 1981 is the date set to receive bids) (6.5) City Engineer files plans and specifications for Engineering Project 81-682 for Fire Station Number 1 window revisions. (June 18, 1981 is the date set to receive bids) (6.6) Cereal malt beverage license applications filed by Salina Pizza Hut, Inc., d/b/a Pizza Hut, 1200 South Santa Fe Avenue and Pizza Hut, 600 South Broadway. 81-128 Moved by Commissioner Duckers, seconded by Commissioner Burgess that all items on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission to approve Zoning Application 81-4, filed by Lyle Melvin, Jr. for an amendment to the zoning ordinance to create a Mobile Home District. 81-129 Moved by Commissioner Roth, seconded by Commissioner Duckers, that the recommendation of the City Planning Commission be accepted and that Ordinance Number 81-8851, providing for the amendment of Section 36-606 of the Salina Code, and repealing the existing section, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted. (7.2) Consideration of Zoning Application 81-5, filed by Roger and Charlotte Savage for the rezoning of Lots 13 and 15, Block 5, Hutchinson Addition. (Action postponed May 18, 1981 at the request of the petitioners). (City Planning Commission recommendation was to deny the rezoning.) 81-130 Moved by Commissioner Duckers, seconded by Commissioner Bugress that the recommendation of the City Planning Commission be accepted and the zoning application be denied. Roger Savage asked that his request for rezoning be reduced from R-2.5 to R-2. Moved by Commissioner Duckers, seconded by Commission Burgess to amend the original motion and return Zoning Application 81-5 to the City Planning Commission for its reconsideration. Aye: (4). Nay: (0). Motion adopted. ADMINISTRATION (8.1) Second Reading Ordinance Number 81-8850, annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K.S.A. 12-519 to 12- 526, inclusive. (Tracts near the Sewage Disposal Site and the Mayfair Drainage Ditch) 81-131 Moved by Commissioner Burgess, seconded by Commissioner Duckers, that Ordinance Number 81-8850, annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive, be adopted. Aye: Burgess, Duckers, Roth, Hodges (4). Nay: (0). Commissioner Graves agsent. Motion adopted. 262 (8.2) Resolution Number 81-3547, revising the city's policy on Industrial Revenue Bonds. 81-132 Moved by Commissioner Burgess, seconded by Commissioner Roth that Resolution Number 81-3547, revising the city's policy on Industrial Revenue Bonds, be adopted.
