REGULAR MEETING OF THE BOARD OF COMMISSIONERS
May 18, 1981
4:00 P.M.
The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, May 18, 1981, at four o'clock P.M.
There were present:
Mayor Merle A. Hodges, Chairman presiding
Commissioner John F. Burgess
Commissioner Keith G. Duckers
Commissioner Karen M. Graves
Commissioner Charles B. Roth
comprising a quorum of the Board, also present:
Rufus L. Nye, City Manager

CITIZEN FORUM
Commissioner Duckers said the railroad tracks in town are in deplorable
condition again, and asked staff to contact the railroad company for immediate
action.
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of May 17 through 23, 1981 - "NATIONAL
INSURANCE WOMENS WEEK". The proclamation was read by Brenda Smith, President of
Insurance Women of North Central Kansas.
(4.2) The Mayor proclaimed the Weekend of May 30 and 31, 1981 - "CLEANUP
WEEKEND". The proclamation was read by Mayor Merle A. Hodges.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT
(6.1) Approve the Minutes of the Regular Meeting of May 11, 1981.
(6.2) Resolution Number 81-3545 - temporarily suspending the service fee
charged residents of the City of Salina for use of the landfill.
(6.3) Resolution Number 81-3546 - directing and ordering a public hearing on
the advisability of street and drainage improvements in a certain district and
giving notice of such hearing. (Street and drainage improvements in Mayfair
Addition, requested in Petition Number 3811, filed by Vaughn Hofineier - setting
June 1, 1981 for public hearing)
(6.4) City Engineer reports on a request to lower the speed limit at 9th and
Broadway.
(6.5) Request by Quintin Applequist for a variance to the driveway approach
requirements of the Salina Code.
(6.6) Authorize the City Manager to sign a contract with 0. S. Fent to perform
a ground water survey on the aquifier just south of the city.

DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission to deny Annexation
Application 81-3, filed by Lyle Melvin, Jr. for the annexation of a tract of land
in the Northeast Quarter of Section 1, Township 15 South, Range 3 West, located
South of Schilling Road, north of the South Industrial Area.
81-121 Moved by Commissioner Duckers, seconded by Commissioner Graves that the
recommendation of the City Planning Commission be accepted and Annexation
Application 81-3 be denied.
Lyle Melvin was present and explained his project.
The commissioners expressed concern about annexing any additional land
for development at that density with the lack of fire protection in south Salina.
The Mayor called for a vote on the pending Motion. Aye: (5). Nay:
(0). Motion adopted.
(7.2) Recommendation from the City Planning Commission to approve Annexation
Application 81-4, filed by the City of Salina, for the annexation of two tracts
of land in the Northwest Quarter of Section 8, Township 14 South, Range 2 West,
and the Mayfair Drainage ditch.
81-122 Moved by Commissioner Graves, seconded by Commissioner Duckers that the
recommendation of the City Planning Commission be accepted, and that Ordinance
Number 81-8850, annexing certain land to the City of Salina, Kansas, in conformity
with the provisions of K.S.A. 12-519 to 12-526, inclusive, be introduced for
first reading. Aye: (5). Nay: (0). Motion adopted.
(7.3) Recommendation from the City Planning Commission to deny Zoning
Application 81-5, filed by Roger and Charlotte Savage, for the rezoning of Lots
13 and 15, Block 5, Hutchinson's Addition from R-1 (Single-family residential) to
R-2.5 (Multiple -family residential).
The petitioners requested that action on this request be delayed for
two weeks.
81-123 Moved by Commissioner Duckers, seconded by Commissioner Burgess that
action on Zoning Application 81-5 be delayed for two weeks. Aye: (5). Nay: (0).
Motion adopted.
(7.4) Recommendation from the City Planning Commission to deny Zoning
Application 81-6, filed by the Dee Company, requesting rezoning of Lot 15, Block
4, Episcopal Military Institute Addition from R-2 (Multiple -family residential to
C-5 (Service Commercial).
81-124 Moved by Commissioner Duckers, seconded by Commissioner Graves that
the application be referred back to the City Planning Commission for its
reconsideration. Aye: (5). Nay: (0).
(7.5) Recommendation from the City Planning Commission recommending the
approval of Application UR75-2A, filed by Leo Augustine, for the approval of a
revised development plan for Salina Wrecker Service on Lot 8, Block 5, Northeast
Industrial Park.
81-125 Moved by Commissioner Burgess, seconded by Commissioner Roth that the
recommendation of the City Planning Commission be accepted, and UR75-2A be
approved. Aye: (5). Nay: (0). Motion adopted.
