REGULAR MEETING OF THE BOARD OF COMMISSIONERS
APRIL 13, 1981

The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, April 13, 1981, at four o'clock p.m.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Week of April 19 through 25, 1981 - "NATIONAL Y W C A WEEk". The
proclamation was read by Barbara Knight, President of the YWCA Board of Directors.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

CONSENT
(6.1) Approve the Minutes of the Regular Meeting April 6, 1981.
(6.2) Surety on Bail Bond license application filed by Jack L. Kindlesparger,
d/b/a B & K Bonding, 101 North Estates Drive.
(6.3) Resolution Number 81-3539 - determining the necessity of and directing
that the owner or owners of certain lots construct a sidewalk on Fairdale Road
from Crawford to Brookwood Lane and from Northwood Lane to Overhill Road.

(6.4) Request from Development Consultants, Inc. to
use public property for
aesthetic purposes. They are seeking permission to make
improvements on
two
parking spaces located in Parking Lot Number 5, on South
Fifth Street.

items on the Consent Agenda be approved, except Item 6.4
which is removed
from
the Consent Agenda at the request of the City Attorney.

(8.1) Second Reading Ordinance Number 81-8844, annexing certain land to the
City of Salina, Kansas, in conformity with the provisions of K.S.A. 12-519 to
12-526, inclusive. (Annexation Application 81-1 - Marymount Tract #0
81-86 Moved by Commissioner Hodges, seconded by Commissioner Graves that
Ordinance Number 81-8844, annexing certain land to the City of Salina, Kansas, in
conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive, be adopted.
Aye: Duckers, Graves, Hodges, Weisgerber, Geis (5). Nay: (0). Motion adopted.
(8.2) Second Reading Ordinance Number 81-8845, annexing certain land to the
City of Salina, Kansas, in conformity with the provisions of K.S.A. 12-519 to
12-526, inclusive. (Annexation Application 81-2 - Marymount Tract #2)

Ordinance Number 81-8845, annexing certain land to the City of Salina, Kansas, in
conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive, be adopted.

(8.3) Request by Jerry Pedersen, Jr. to be present to discuss a name change
for Park #3, as an Eagle Scout project.
Jerry Pedersen, Jr., a Life Scout in Troop 23, asked the City Commission
to change the name of Park #3, or Viaduct Park, to "Lum Felton Park", in memory
of Columbus T. Felton, also known as "Lum" or "Pop", who worked for the Salina
Park Department for 17 years caring for this park.

Number 3 be renamed "Lum Felton Park'. Aye: (5). Nay: (0). Motion adopted.
81-89 Moved by Commissioner Duckers, seconded by Commissioner Weisgerber that
the regular meeting of the Board of Commissioners be adjourned. Aye: (5). Nay:
(0). Motion adopted. The Meeting adjou t 4:19 P.M.
