The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 23, 1981, at four o'clock P.M. comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed Sunday, March 29, 1981 - "KNIGHTS OF COLUMBUS FOUNDERS DAY". The proclamation was read by Bob Hinnenkamp, Grand Knight. (4.2) The Mayor proclaimed the Week of April 6 through 12, 1981 - "RODEO AND WESTERN WEEK". The proclamation was read by Leon J. Dinkel, Vice Commander of the Saline County Mounted Patrol and Rescue Squad. None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME CONSENT (6.1) Approve the Minutes of the Regular Meeting March 16, 1981. (6.2) Set the date of April 23, 1981 to receive bids for the sale of surplus property in Elmdale Addition. 81-68 Moved by Commissioner Graves, seconded by Commissioner Hodges that all items on the consent agenda be approved. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 81-8841 - regulating fences on double frontage lots; enacting Section 9-352(1)b of the Salina Code. 81-69 Moved by Commissioner Hodges, seconded by Commissioner Duckers that Ordinance Number 81-8841, regulating fences on double frontage lots; enacting Section 9-352(1)b of the Salina Code, be adopted. Aye: (5). Nay: (0). Motion adopted. (8.3) Petition Number 3807, filed by the Salina Airport Authority for the vacation of Scanlan Avenue. (Action postponed for one week at the March 16, 1981 meeting.) Frank Norton again stated the street is needed for security and unloading requirements of Tony's. 81-71 Moved by Commissioner Duckers, seconded by Commissioner Weisgerber that Petition Number 3807 be approved and that Ordinance Number 81-8843, providing for the vacation of a portion of Scanlan Avenue between Schilling Road and Jumper Road in the Schilling Subdivision in the City of Salina, Saline County, Kansas, be introduced for first reading. Aye: Duckers, Hodges, 4leisgerber (3)• Nay: Graves, Geis (2). Motion adopted. (8.4) Consider a change in the name of "Lower Indian Rock Park". (Sponsored by Commissioner Duckers). The Mayor, with the approval of the Board of Commissioners, made the following appointment: Human Relations Commission Jack Sheahan, appointed to fill the unexpired term of Kathy Vetter to June 7, 1982 81-74 Moved by Commissioner Hodges, seconded by Commissioner Graves that the Regular Meeting of the Board of Commissioners be adjourned. He also suggested that a dedication be tied to the opening of the ball season. 81-72 Moved by Commissioner Duckers, seconded by Commissioner Hodges that Lower Indian Rock Park be named "Bill Burke Memorial Park". Aye: (5). Nay: (0). Motion adopted. (8.5) Petition Number 3808 was filed by Bill Pittenger and Delores Pittenger requesting that the City Commission consider filing a rezoning application on Lots 2, 3, 4, Block 8, Replat of Lot 22, Block 3, and Lot 9, Block 6, Dow Addition from R-3 (Multiple -Family Residential) to R-1 (Single -Family Residential) Bill Pittenger, 1106 Louise Lane; Tom Phelps, 1100 Louise Lane; John Lehman, 1123 Louise Lane feel duplexes would hurt their property valuation. George Etherington, said the property was originally sold to a builder for the construction of duplexes. 81-73 Moved by Commissioner Duckers, seconded by Commissioner Graves that petition Number 3808 be denied with the recommendation that the matter be taken before the Planning Commission.
