The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 16, 1981, at four o'clock P.M. There were present: Mayor Dan S. Geis, Chairman presiding Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Merle A. Hodges Commissioner Jack Weisgerber comprising a quorum of the Board, also present: D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: L. 0. Bengtson, City Attorney None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) Resolution Number 81-3538, expressing gratitude and appreciation for services rendered by A. Laverne Brockway as an employee of the City of Salina Fire Department from April 22, 1957 to March 20, 1981. 81-62 Moved by Commissioner Duckers, seconded by Commissioner Hodges that Resolution Number 81-3538, expressing gratitude and appreciation for services rendered by A. Laverne Brockway as an employee of the City of Salina Fire Department from April 22, 1957 to March 20, 1981, be adopted. Aye: (5). Nay: (0). Motion adopted. (4.2) The Mayor proclaimed March 20 and 21, 1981 - "7 -UP MARYMOUNT COLLEGE 4th ANNUAL 24-HOUR SUPERDANCE FOR MUSCULAR DYSTROPHY WEEKEND". The proclamation was read by Mary Moriarty. (4.3) The Mayor proclaimed the Week of March 15 through 21, 1981 - "POISON PREVENTION WEEK". The proclamation was read by Dr. Scott Weber. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Resolution Number 81-3537 - a resolution of intent to issue $444,000 Industrial Revenue Bonds for Gary Harbin, M.D., P.A. Frank Norton, Attorney for Dr. Harbin was present to answer any questions. There were no protests, written or oral, filed and the Mayor declared the public hearing closed. 81-63 Moved by Commissioner Graves, seconded by Commissioner Duckers that Resolution Number 81-3537, a resolution of intent to issue $444,000 Industrial Revenue Bonds for Gary Harbin, M.D., P.A., be adopted. Aye: Duckers, Graves, Weisgerber, Geis (4). Nay: (0). Commissioner Hodges abstained. Motion adopted. 2 3 O CONSENT (6.1) Approve the Minutes of the Regular Meeting March 9, 1981. (6.2) Report on bids received March 12, 1981 for Engineering Project 81-676 for the excavation of landfill pits. (6.3) Petition Number 3806 filed by Carolyn Lundgrin for installation of curb line sidewalk on the west side of Fairdale Road from Crawford to Brookwood Lane and from Northwood Lane to Overhill Road. 81-64 Moved by Commissioner Hodges, seconded by Commissioner Weisgerber that all items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission to approve Zoning Application 81-2 for the enactment of Section 9-352(1)b regarding fences on double frontage lots, and Section 36-503 regarding permitted obstructions in required yards. 81-65 Moved by Commissioner Duckers, seconded by Commissioner Graves that the recommendation of the City Planning Commission be accepted and that Ordinance Number 81-8841 and 81-8842 be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. ADMINISTRATION (8.1) Consider a parking ban in the recessed area in front of Sears Center. (Sponsored by Mayor Geis) Mayor Geis stated he has had many calls about the noise, etc. in this area and would like to see a ban on parking from 8:00 P.M. to 8:00 A.M. Col. John Hoyne, 543 South Santa Fe, complained about the noise and trash. He said the noise from the loud music covers up theft in the area. The Commission delayed action for two weeks so staff can check with the Police Department for possible alternate solutions. (8.2) Petition Number 3807 was filed by the Salina Airport Authority for the vacation of Scanlan Avenue. Frank Norton, representing Tony's, feels 5 years isn't sufficient and really wouldn't serve the purpose, and would like to see Scanlan Avenue vacated from Schilling Road to Jumper Road. This is not only needed for the security building, but for loading and unloading of Tony's trucks on the west side of the plant. 81-66II Moved by Commissioner Graves, seconded by Commissioner Hodges that action be postponed for one week.
