The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, March 9, 1981, at four o'clock p.m.
There were present:
Mayor Dan S. Geis, Chairman presiding
Commissioner Keith G. Duckers
Commissioner Karen M. Graves
Commissioner Jack Weisgerber
comprising a quorum of the Board, also present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of March 15 through 21, 1981 - ''AMERICAN
ASSOCIATION OF UNIVERSITY WOMEN WEEK''. The proclamation was read by Pam Weeks,
president.
(4.2) The Mayor proclaimed the Month of March, 1981 - ''SOCIAL WORKERS MONTH''.
The proclamation was read by Jane Martin, Vice President of the Kansas Chapter of
the National Association of Social Workers.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting March 2, 1981.
(6.2) Report on bids received March 5, 1981 for 6 vehicles.
(6.3) Report on bids received March 5, 1981 for Engineering Project 81-674,
for water and sanitary sewer improvements in Mayfair Addition. Requested by
Vaughn Hofineier in Petition Number 3802.
(6.4) Report on bids received March 5, 1981 for Engineering Project 81-675,
for a sprinkler system for the Bicentennial Center grounds.
(6.5) Resolution Number 81-3536, authorizing the Mayor to sign an agreement
with the Union Pacific Railroad Company for a private road crossing on the flood
control levee northwest of Salina.
(6.6) Consideration of an agreement with Saline County regarding the System
34 Computer.
(6.7) Petition Number 3805, filed by Dale Goter for the removal of the stop
sign on the east side of South Fourth Street just south of the intersection of
South Fourth and South Streets.
81-55 Moved by Commissioner Duckers, seconded by Commissioner Graves that all
items on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted.

ADMINISTRATION
(8.1) Consideration of amending the Tri Governmental Advisory Council By-laws,
Article 111, concerning the scheduling of meetings. (Sponsored by Commissioner
Graves)
Commissioner Graves explained that the Council voted 3-0 on January 20,
1981 to recommend that meetings of the Tri Governmental Advisory Council be called
by the Chairman at the request of any of the participating governmental agencies.
81-56 Moved by Commissioner Duckers, seconded by Commissioner Graves to
concur with the action of the council, to meet on call rather than every other
month. Aye: (4). Nay: (0). Motion adopted.
(8.2) Request by Bonita Pedersen and Annette Townsend to be present at the
City Commission meeting to discuss the issue of the Neighborhood Centers.
[8.2(1)] Petition Number 3804 filed by Annette Townsend concerning the
Neighborhood Centers.
Annette Townsend stated a sub -committee of the Citizens Advisory
Committee was to meet on this, and they have not met yet.
81-57II Moved by Commissioner Graves, seconded by Commissioner Duckers to
accept Petition Number 3804 and place it on file.
(8.3) Report from the City Engineer on Petition Number 3788, filed by Niles
Hauser for an additional break in the restricted access on West Crawford Avenue
for Salina West Auto Truck Center. The Engineering and Planning Departments
recommend this request be denied.
Niles Hauser requested the City Commission allow the additional exit
onto Crawford Street. Ile said they would pay the cost of the driveway and all
signing involved.
81-58 Moved by Commissioner Weisgerber, seconded by Commissioner Graves to
allow the additional break in the restricted access on !lest Crawford. Aye: (4).
Nay: (0). Motion adopted.
(8.4) Request by Gary Harbin, M.D., for $444,000 of Industrial Revenue Bonds.
81-59 Moved by Commissioner Graves, seconded by Commissioner Duckers to
recess into Executive Session for 30 minutes to discuss the possible issuance of
Industrial Revenue Bonds.
The Commission recessed at 4:44 p.m. and reconvened at 4:55 p.m.
81-60 Moved by Commissioner Duckers, seconded by Commissioner Graves that the
City Clerk be instructed to publish a notice of intention to issue $444,000
Industrial Revenue Bonds for Gary Harbin, M.D., P.A., setting Monday, March 16,
1981 at 4:00 P.M. for public hearing. Aye: (4). Nay: (0). Motion adopted.
OTHER BUSINESS
The Mayor, with the approval of the City Commissioners, made the
following appointments:
Salina Arts Commission
Jack Weisgerber, appointed to suceed
Barbara Jarvis,
for a 3 year term to
March 10, 1984.
Maxine Mitchell, reappointed for a 3
year term to March 10, 1984.
