The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, February 23, 1981, at four o'clock
p.m.
There were present:
Mayor Dan S. Geis, Chairman presiding

AWARDS - PROCLAMATIONS
(4.1) Resolution Number 81-3535 - expressing appreciation and gratitude to
Sidney A. Youngquist for serving as an employee of the City of Salina, Kansas
from January 13, 1969 through February 28, 1981.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting February 9, 1981.
(6.2) Set the date of March 5, 1981 to receive bids for Engineering Project
81-674 for water and sanitary sewer improvements in Mayfair Addition.
(6.3) Set the date of March 5, 1981 to receive bids for:
1 cab and chassis for the Street Department
1 van for the Engineering Department
1 pickup for the Park Department
1 station wagon for the Fire Department
1 truck/sludge tank for the Water and Sewerage Department
1 one ton truck for the Water and Sewerage Department.
(6.4) Set the date of March 12, 1981 to receive bids for excavation of pits
at the Solid Waste Disposal Site.
(6.5) Report from the City Engineer on the sufficiency of Petition Number
3803, filed by Linda Baalman and Gene R. Engberg for the vacation of the utility
easement along the north side of Lot 19, Block 7, Replat of Edgemere Addition.
(6.6) Cereal malt beverage license application filed by Charles Armstrong,
d/b/a C & L Service, 1339 North 9th. (New application).

(8.1) Second Reading Ordinance Number 81-8837 - authorizing and directing the
issuance, sale and delivery of $900,000 principal amount of General Obligation
Bonds, Series S-226.
81-46 Moved by Commissioner Hodges, seconded by Commissioner Duckers that
Ordinance Number 81-8837, authorizing and directing the issuance, sale and
delivery of $900,000 principal amount of General Obligation Bonds, Series S-226,
of the City of Salina, Kansas, for the purpose of providing funds to pay the cost
of purchasing refuse containers and equipment, modifying vehicles for the
collection of containers, purchasing landfill scales and excavating landfill
pits; prescribing the form and details of said bonds; and providing for the levy
and collection of the necessary taxes for the purpose of paying the principal of
and interest on said bonds as the same become due, be adopted. Aye: Duckers,
Hodges, Weisgerber, Geis (4). Nay: Graves (1). Motion adopted.
(8.2) Second Reading Ordinance Number 81-8838 - authorizing and directing the
issuance, sale and delivery of $280,000 principal amount of General Obligation
Bonds, Series F-227.
81-47 Moved by Commissioner Graves, seconded by Commissioner Hodges that
Ordinance Number 81-8838, authorizing and directing the issuance, sale and
delivery of $280,000 principal amount of General Obligation Bonds, Series F-227,
of the City of Salina, Kansas, for the purpose of providing funds to pay the cost
of purchasing two 1,500 GPM Custom Fire Trucks to be used by the City of Salina
Fire Department; prescribing the form and details of said bonds; and providing
for the levy and collection of the necessary taxes for the purpose of paying the
principal of and interest on said bonds as the same become due, be adopted. Aye:
Duckers, Graves, Hodges, Weisgerber, Geis (5)• Nay: (0). Motion adopted.

issuance, sale and delivery of $836,000 principal amount of Internal Improvement
Bonds, Series P-228.
81-48 Moved by Commissioner Duckers, seconded by Commissioner Hodges that
Ordinance Number 81-8839, authorizing and directing the issuance, sale and
delivery of $836,000 principal amount of Internal Improvement Bonds, Series P-228,
of the City of Salina, Kansas, for the purpose of providing funds to pay the cost
of construction of storm sewers, water mains, sanitary sewers, and street
improvements; prescribing the form and details of said bonds; and providing for
the levy and collection of the necessary assessments and taxes for the purpose of
,paying the principal of and interest on said bonds as the same become due, be
adopted. Aye: Duckers, Graves, Hodges, Weisgerber, Geis (5)• Nay: (0). Motion
adopted.
