The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, January 12, 1981, at four o'clock
p.m.
There were present:

AWARDS - PROCLAMATIONS
4.1 The Mayor Proclaimed Thursday, January 15, 1981 - "MARTIN LUTHER KING, JR.
DAY". The proclamation was read by Sister Betty Pierce, Chairperson of the ad
hoc committee.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
6.1 Approve the Minutes of the Regular Meeting January 5, 1981.
6.2 City Engineer reports on bids received January 8, 1981 for water and sewer
improvements in Eastridge Addition, requested in Petition Number 3799, filed by
Richard Barlow. (Engineering Project 80-671)
6.3 Petition Number 3802 - filed by Vaughn C. Hofineier for 6" water main and
sanitary sewer to serve certain lots in Mayfair Addition to the City of Salina,
Kansas.

ADMINISTRATION
8.1 City Engineer reports on Petition Number 3801 filed by the PTA Safety Chai
of Coronado School, for a sidewalk on the east side of Ray Avenue from Coronado
School south to Gail Drive.
Nancy Jones, Safety Chairman of Coronado School, wants sidewalks on the
east side of Ray rather than on the west side, as recommended by the City Engineer.
George Robertson, 1410 Highland, representing the Church of Christ,
which would pay a large percentage of the sidewalk if installed on the east side
of Ray is against the sidewalk. He said the church can't afford the cost.
Dick Zeeman, 210 West Bond, Treasurer of the Church of Christ, doesn't
want sidewalk. He said the church just can't afford sidewalks.
81-8 Moved by Commissioner Graves, seconded by Commissioner Duckers that
Petition Number 3801 be approved for sidewalk on the east side of Ray Avenue
from Coronado School, south to Gail Drive. Aye: (5). Nay: (0). Motion adopted.
8.2 Second Reading Ordinance Number 81-8829 - providing for the vacation of a
portion of a certain easement in the recorded plat of Platten Subdivision to the
City of Salina, Saline County, Kansas.
81-9 Moved by Commissioner Duckers, seconded by Commissioner Hodges that
Ordinance Number 81-8829 providing for the vacation of a portion of a certain
easement in the recorded plat of Platten Subdivision to the City of Salina,
Saline County, Kansas, be adopted. Aye: Duckers, Graves, Hodges, Weisgerber,
Geis (5). Nay: (0). Motion adopted.
8.3 Second Resding Ordinance Number 81-8830 adopting, by reference, the 1981
Edition of the National Electrical Code; amending Section 9-179 of the Salina
Code and repealing said original section.

Ordinance Number 81-8830 adopting, by reference, the 1981 Edition of the National

original section, be adopted. Aye: Duckers, Graves, Hodges, Weisgerber, Graves

8.4 Request to discuss bike lanes.
Commissioner Duckers feels the bike lanes on East Iron and Marymount
Road should be removed.
Steve Ascher, Chairman of the Bike Committee, wants the bike lane on
the upgrade of East Iron to remain, but the bike lane on Marymount Road was not
in their original proposal.
Mrs. Jocelyn Palmer, School Board, stated that more students under 16
years of age are driving to school and they shouldn't be. The School Board
encourages more bike lanes.
Twila Schneider, said there is a need for bike safety and an education
program by all of the City. The lanes on East Iron are necessary and the entire
program will be effective if given a chance.
Norman Hackler, 843 Roach, said the important thing is to see how many
people we can get to use bike lanes. He suggested the lanes on Iron and Marymoun
Road be left.
Mrs. Ivey Marsh, said she lives in the area and said she has heard
favorable comments about the bike lanes.
Elaine Wilson, said let's leave the lanes there a year, like you are
doing with the speed limit on Ohio.
81-11 Moved by Commissioner Duckers, seconded by Commissioner Hodges that the
bike lane on the downhill lane on East Iron Avenue be removed. Aye: (5). Nay:
(0). Motion adopted.
