REGULAR MEETING OF THE BOARD OF COMMISSIONERS
JANUARY 5, 1981
4:00 P.M.
The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, January 5, 1981, at four o'clock
p.m.
The City Clerk administered the oath of office to Jack Weisgerber, who
was appointed to succeed Commissioner Roy W. Allen, to April 20, 1981.
There were present:

Commissioner Merle A. Hodges
Commissioner Jack Weisgerber
comprising a quorum of the Board, also present:

None
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Resolution Number 81-3528 - a resolution of intent to issue $3,100,000
Industrial Revenue Bonds for Kansas Agri Fuels, Inc.
Mr. Lee F. Sutliffe, fiscal agent for Kansas Agri Fuels, Inc., said the
underwriter for these bonds is Buchanan and Company, Inc. of Jackson, Mississippi,
and a financial feasibility report is being prepared by Laventhal and Horwath,
CPA, and will be completed soon.
There were no protests, written or oral, filed, and the Mayor declared
the hearing closed.
81-1 Moved by Commissioner Hodges, seconded by Commissioner Graves that
Resolution Number 81-3528, a resolution of intent to issue $3,100,000 Industrial
Revenue Bonds for Kansas Agri Fuels, Inc., be adopted. Aye: (4). Nay: (0).
Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting December 22, 1980.
(6.2) City Engineer reports on Petition Number 3800 filed by Natalie Hanson
and Daniel Hanson, Sr. for the vacation of the East 10 feet of a north -south
easement adjacent to Lot 6, Block 1, Platten Subdivision.
(6.3) Cereal Malt Beverage license application filed by Keith D. Graybeal,
d/b/a Music Box Cabaret, Inc., d/b/a Western Playboy, 925 West Lincoln. (New
application).

(6.4) Approve a list of 7 Tree Trimming and Treating license applications for
1981.
(6.5) Approve a list of 2 Surety on Bail Bond license applications for 1981.
81-2 Moved by Commissioner Hodges, seconded by Commissioner Weisgerber, that all
items on the consent agenda, excluding item 6.4, be approved. Aye: (4). Nay:
(0). Motion adopted.
81-3 Moved by Commissioner Graves, seconded by Commissioner Hodges that item
6.4 on the consent agenda be approved. Aye: Graves, Hodges, Weisgerber (3).
Nay: (0). Mayor Geis abstained. Motion adopted.
DEVELOPMENT BUSINESS
(7.1) Reconsideration of the recommendation of the City Planning Commission
to deny Zoning Application 80-14. (Acting postponed December 8, 1980 and
postponed again December 22, 1980 at the request of the applicant) (Zoning
Application 80-14, filed by Leo Eisenberg and Company, requesting the rezoning of
a tract of land in the Southwest Quarter of Section 19, Township 14 South, Range
3 West)
Mr. John Mize, Attorney for the petitioner, asked that action on this
request be postponed until January 19, 1981, when all City Commissioners are
present.
81-4 1 Moved by Commissioner Graves, seconded by Commissioner Hodges that
action on Zoning Application 80-14 be postponed at the request of John Mize,
until January 19, 1981. Aye: (4). Nay: (0). Motion adopted.
ADMINISTRATION
(8.1) First Reading Ordinance Number 81-8830 - adopting, by reference, the
1981 Edition of the National Electrical Code; amending Section 9-179 of the
Salina Code and repealing said original section.
81-5 Moved by Commissioner Hodges, seconded by Commissioner Graves that
Ordinance Number 81-8830, adopting, by reference the 1981 Edition of the National
Electrical Code; amending Section 9-179 of the Salina Code, and repealing said
original section, be introduced for first reading. Aye: (4). Nay: (0). Motion
adopted.

Regular Meeting of the Board of Commissioners be adjourned. Aye: (4). Nay: (0).
