The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, December 8, 1980, at four o'clock
p.m.
There were present:
Mayor Dan S. Geis, Chairman presiding
Commissioner Karen M. Graves
Commissioner Merle A. Hodges
comprising a quorum of the Board, also present:

Annette Townsend, Rev. J. E. Jones, Robert Caldwell, Mrs. Jerry Pedersen
Dean Boone said the centers were built to serve the area they were
built in.
The request was referred to the Recreation Commission to be discussed
at its December 16, 1980 board meeting.

AWARDS - PROCLAMATIONS
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public hearing on the proposed assessments for street and storm sewer
improvements in Surveyor's Plat 52. [Engineering Project 80-6631
A public hearing was held on the proposed assessments for street and
storm sewer improvements authorized in Resolution Number 80-3496, passed by the
Board of Commissioners on the 7th day of July, 1980.
A written protest was filed by the petitioner objecting to the
assessment for the median cut at Ohio Street and Edison Place.
The Commission made no adjustment in the assessment, and the Mayor
declared the hearing closed.

Ordinance Number 80-8824, levying special assessments on lots, pieces and parcels
of ground in the City of Salina, Kansas, for the purpose of paying a portion of
the cost of: curbing, guttering, paving, grading, storm sewer pipe and inlets on
WESTBEND AVENUE from Westchester Drive to Edison Place; curbing, guttering, paving
grading, storm sewer pipe and inlets on EDISON PLACE from Westbend Avenue to Ohio
Street; certain revisions to the Ohio Street and Edison Place intersection, be
introduced for first reading. Aye: (3). Nay: (0). Motion adopted.

school buildings
is classed in a
three step fee schedule:
1. school
related -
no charge; 2. civic
organizations
- cost of employees being
there; 3.
all others
- pay direct cost,
labor and utilities.

CONSENT
(6.1) Approve the minutes of the regular meeting November 24, 1980.
(6.2) Authorize the Mayor to sign the audit contracts with Kennedy and Coe
for 1980 audits.
(6.3) Set the date of December 18, 1980 to receive bids on Police vehicles.
(6.4) Resolution Number 80-3522 - authorizing and ordering certain water and
sanitary sewer main improvements, ordering preparation of plans and specification
and the estimate of costs. (Eastridge Addition)
(6.5) Report on bids received on December 8, 1980 for improvements to the
Salina Municipal Swimming Pool.
(6.6) Report on bids received on December 4, 1980 for the sale of the south
wall of the parking lot on the East side of the 100 block of South Fifth Street.
(6.7) Cereal malt beverage license application filed by Amy Lavelle Frick,
d/b/a Peanut Patch, 1056 C East Pacific. (New application)

items on the consent agenda be approved. Aye: (3). Nay: (0). Motion adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission to deny Zoning
Application 80-14, filed by Leo Eisenberg and Company, for the rezoning of
property located in the Southwest Quarter of Section 19, Township 14 South, Range
3 West, to Districts C-3 and R-1, (Shopping Center and Single -Family Residential).
(This application was referred back to the Planning Commission on October 20, 1980
for its reconsideration).
80-316 Moved by Commissioner Hodges, seconded by Commissioner Graves to accept
the recommendation of the City Planning Commission and deny Zoning Application
8o-14.
John Mize, Attorney for the petitioner, asked the Commission to post
action on the zoning request for two weeks.
80-317 Moved by Commissioner Hodges, seconded by Commissioner Graves that
action on the rezoning request be postponed until December 22, 1980. Aye: (3).
Nay: (0). Motion adopted.
(7.2) Recommendation from the City Planning Commission to approve Zoning
Application 80-17, filed by Kansas Wesleyan University, for an amendment to
Section 36-907(2) of the Salina Code, and to add Section 36-907(2)A of the Salina
Code, pertaining to sign regulations in the University Zoning District.
80-318 Moved by Commissioner Hodges, seconded by Commissioner Graves that the
recommendation of the City Planning Commission be accepted and Zoning Application
80-14 be approved, and that Ordinance Number 80-8825, providing for the amendment
of Section 36-907(2) of the Salina Code, and repealing the existing section, and
enacting Section 36-907(2)A of the Salina Code, be introduced for first reading.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 80-8822, providing for the vacation of
certain easements in Block 5, Twin Oaks Subdivision to the City of Salina, Saline
County, Kansas.
