The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, November 24, 1980, at four o'clock p.m. There were present: Mayor Dan S. Geis, Chairman presiding Commissioner Roy W. Allen Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Merle A. Hodges comprising a quorum of the Board, also present: D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: L. 0. Bengtson, City Attorney None CITIZEN FORUM AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting November 17, 1980. (6.2) Recommendation from the City Engineer to vacate two portions of a utility easement in Block 5, Twin Oaks Subdivision. (6.3) Set the date of December 4, 1980 to receive bids for the renovation of the Kenwood Swimming Pool. (6.4) Set the date of December 8, 1980 for public hearing on the proposed assessments in Engineering Project 80-663, for street and utility improvements in Surveyor's Plat 52. (6.5) Resolution Number 80-3519 - authorizing and ordering certain drainage ditch improvements, ordering preparation of plans and specifications, and the estimate of costs. (Mayfair Addition) (6.6) Resolution Number 80-3520 - determining the advisability of water and sanitary sewer main improvements, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment, and apportioning the cost between the improvement district and the City -at -large. (Eastridge Addition) (6.7) Recommendation from the City Engineer to authorize the signing and painting of bicycle lanes on Marymount Road from Crawford Street to Iron Avenue, and on Iron Avenue from Marymount Road to the Smoky Hill River Channel Bridge. (6.8) Resolution Number 80-3521 - authorizing the Mayor of the City of Salina, Kansas, to execute a consent to the assignment to Q. A. Applequist by Banner Industries, Inc., of a certain lease dated October 1, 1972, by and between the City of Salina, Kansas, and Javelin Corporation. 80-304 Moved by Commissioner Graves, seconded by Commissioner Duckers that all items on the consent agenda be approved. Motion adopted. 1 None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Recommendation from the Salina School Safety Committee that all 20 MPH speed zones in school area be enforced during the hours of 8 a.m. to 9 a.m.; 11 a.m. to 1 p.m.; amd 3 p.m. to 4 p.m. except for the zone adjacent to the parochial schools which shall be enforced during the hours of 7 a.m. to 9 a.m.; 11 a.m. to 1 p.m.; and 3 p.m. to 4 p.m. Mrs. Jocelyn Palmer, School Board Member, is against the recommendation of the Safety Committee. She said the School Board wants a uniform time of 8 a.m. to 4 p.m. Lynn Gibson, Co -Chairperson of the Safety Committee, said the committee has worked on this recommendation for a couple of years and the committee feels the critical time periods, as they have recommended, is the best. 80-305 11report Moved by Commissioner Allen, seconded by Commissioner Duckers that the be accepted and filed. (8.2) Second Reading Ordinance Number 80-8820 providing for the amendment of the Zoning Ordinance and Zoning District Map for the rezoning of the replat of Blocks 3, 4, 5, 6, and 8, Lakewood Addition. [Zoning Application 80-15, filed by Lakewood, Ltd.] 80-306 Moved by Commissioner Hodges, seconded by Commissioner Allen that Ordinance Number 80-8820, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. Aye: Allen, Duckers, Graves, Hodges, Geis (5)• Nay: (0). Motion carried. (8.3) Second Reading Ordinance Number 80-8821, amending Section 36-902(12) of Zoning Ordinance 8526. [Zoning Application 80-16, filed by the Salina City Planning Commission] 80-307 Moved by Commissioner Duckers, seconded by Commissioner Hodges that Ordinance Number 80-8821, providing for the amendment of Section 36-902(12) of Zoning Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and repealing the existing section, be adopted. (8.4) First Reading Ordinance Number 80-8823 levying special assessments against certain property to pay the cost of constructing certain sidewalks. [Engineering Project 80-6681 80-308 Moved by Commissioner Allen, seconded by Commissioner Graves that Ordinance Number 80-8823, levying special assessments against certain property to pay the cost of constructing certain sidewalks in the parking abutting Lot 6, Block 1, Waters Subdivision, be introduced for first reading. Aye: (5)• Nay: (0). Motion adopted. OTHER BUSINESS 80-309 Moved by Commissioner Duckers, seconded by Commissioner Allen to add additional days off for city employees to the agenda for consideration. Motion adopted. 80-310 Moved by Commissioner Duckers, seconded by Commissioner Graves that the City Commission authorize the City Manager to give city employees the Friday after Thanksgiving and Friday after Christmas off this year. 2()3 80-311 Moved by Commissioner Duckers, seconded by Commissioner Graves to amend the motion and authorize the City Manager to give the Friday after Thanksgiving off and to coordinate with the County to give the Friday after Christmas or the Friday after New Year Day off. Motion adopted. 80-312 Moved by Commissioner Graves, seconded by Commissioner Allen that the City Commission recess into executive session to discuss personnel matters for 20 minutes. The Commission recessed at 4:35 p.m. and reconvened at 5:15 p.m. 80-313 Moved by Commissioner Allen, seconded by Commissioner Duckers, that the Regular Meeting of the Board of Commissioners be adjourned.
