11-03-1980 MinutesCommission Action # CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS NOVEMBER 3, 1980 4:00 P.M. The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, Monday, November 3, 1980, at four o'clock P.M. There were present: Mayor Dan S. Geis, Chairman presiding Commissioner Roy W. Allen Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Merle A. Hodges comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of November 10 through 16, 1980 - ''NATIONAL GUARD AWARENESS WEEK". The proclamation was read by Sgt. Brent Rees, Salina National Guard. (4.2) The Mayor proclaimed the Second Week in November, 1980 - "YOUTH APPRECIATION WEEK IN SALINA". The proclamation was read by Jim Scheffer, Secretary of the Salina Optimist Club. (4.3) The Mayor proclaimed the Week of November 2 through 8, 1980 - "FREEDOM WEEK USA". The proclamation was read by Deena Horst, Past President of the Jaycee Jaynes. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the proposed assessments for street and utility improvements in Meyer and Platten Additions. [Engineering Project 79-6551 A public hearing was held on the proposed assessments for street and utility improvements authorized by Resolution Number 3460, passed by the Board of Commissioners on the 5th day of November, 1979. There were no protests, written or oral, filed. 80-285 Moved by Commissioner Hodges, seconded by Commissioner Graves, that Ordinance Number 80-8817, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of street and utility improvements in Meyer and Platten Additions, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting October 27, 1980. (6.2) Petition Number 3799, filed by Richard Barlow, for water and sanitary sewer mains on Fairdale Road to serve Lots 2, 3, 4, Block 2, and Tracts 5, 6, 7, P.D.D. of Lot 7, Block 3, Eastridge Addition. (6.3) Recommendation from the City Planning Commission that the City Commission grant an extension of 30 days to Patrick Wallerius to file the preliminary plat and to obtain approval and record the final plat within 6 months for a tract of land in the South 1/2 of the Southeast Quarter of Section 26, Township 14 South, Range Three West. 80-286 Moved by Commissioner Allen, seconded by Commissioner Duckers that all items on the consent agenda be approved. DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Plat Application 80-2A, filed by Richard and Sarah Morrison, for The Meadows, be approved. 80-287 Moved by Commissioner Duckers, seconded by Commissioner Graves that the recommendation of the City Planning Commission be accepted and that the Mayor be authorized to sign the final plat. Aye: (5). Nay: (0). Motion adopted. ADMINISTRATION (8.1) First Reading Ordinance Number 80-8818, providing for the establishment of a convention and tourism committee and providing the procedure for appointment OTHER BUSINESS The Mayor, with the approval of the Board of Commissioners, made the following appointments: Convention and Tourism Committee Bob Diehl, reappointed for a 4 year term to October 1, 1984 Bob Whitworth, reappointed for a 4 year term to October 1, 1984 Heritage Commission Ken Bieberly, Architect, reappointed for a 3 year term to November 26, 1983 Wanda McMullen, Real Estate, reappointed for a 3 year term November 26, 1983 80-289 Moved by Commissioner Allen, seconded by Commissioner Duckers that the Regular Meeting of the Board of Commissioners be adjourned.
