The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, October 27, 1980, at four o'clock
P.M.
There were present:

AWARDS - PROCLAMATIONS
The Mayor proclaimed Sunday, November 2, 1980 - ''TELEPHONE PIONEER DAY
IN SALINA'', and the Week of October 27, 1980 - ''TELEPHONE PIONEER WEEK IN SALINA''.
The proclamation was read by Ace Simmonds, Vice President of Mid -Kan Telephone
Pioneers.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting October 20, 1980.
(.6.2) Report by the City Engineer on the sufficiency of Petition Number 3798,
filed by Douglas G. Hill, requesting that the City acquire a privately owned
existing drainage canal located on the east side of Mayfair Addition.
(6.3) Recommendation from the City Planner concerning the membership of the
Citizens' Advisory Committee.
(6.4) Resolution Number 80-3513 - setting forth a plan for citizen
participation in the development and carrying out of an ongoing housing and
community development plan for the City of Salina, Kansas, and repealing Resolutio
Number 3434•
80-280 Moved by Commissioner Allen, seconded by Commissioner Graves that all
items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted.

(8.1) Second Reading Ordinance Number 80-8814 - providing for the adoption of
rules and regulations for refuse storage and collection and operation of the
sanitary landfill; establishing service charges for refuse collection and sanitary
landfill use; amending Section 31-17 and repealing the existing Section and
Section 31-22.
80-281 Moved by Commissioner Duckers, seconded by Commissioner Hodges that
Ordinance Number 80-8814, providing for the adoption of rules and regulations for
refuse storage and collection and operation of the sanitary landfill; establishing
service charges for refuse collection and sanitary landfill use; amending Section
31-17 and repealing the existing Section and Section 31-22, be adopted.
Solomon Oliver, commented that the proposed system has worked all over
the country, and he is sure it will work here.
Marilyn Lantz, Bill Scholl, an unidentified man and an unidentified
woman had questions concerning the operation of the proposed system.
The Mayor called for a vote on pending motion 80-281. Aye: Allen,
Duckers, Hodges, Geis (4). Nay: Graves (1). Motion adopted.
(8.2) Second Reading Ordinance Number 80-8816 - prohibiting the storage of
refuse and refuse containers on the public right-of-way and providing exceptions
thereto; enacting Sections 31-24 and 31-25 of the Salina Code.

Ordinance Number 80-8816, prohibiting the storage of refuse and refuse containers

(8.3) Resolution Number 80-3514 - establishing the service fees to be charged
for residential refuse collection service; repealing Resolution Number 80-3511.

Resolution Number 80-3511, establishing the service fees to be charged for
residential refuse collection service, repealing Resolution Number 80-3511, be
adopted. Aye: (5). Nay: (0). Motion adopted.
