10-06-1980 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS OCTOBER 6, 1980 4:00 P.M. The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, October 6, 1980, at four o'clock P.4. There were present: Mayor Dan S. Geis, Chairman presiding Commissioner Roy W. Allen Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Merle A. Hodges comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM Mrs. George Young, and other concerned mothers from the Whittier School area asked for some kind of school crosswalk signs at College and Walnut. They said there are no signs whatsoever in the area designating a school crossing. Rufus L. Nye, City Manager told the Commission he has instructed the Police and Traffic Departments to study this area and would have a report in a couple of weeks. AWARDS - PROCLAMATIONS The Mayor proclaimed Wednesday, October 8, 1980 - "The 2nd ANNUAL BLUE BLITZ DAY". The proclamation was read by Todd Reynolds, Dean of Students at Marymount College. The Mayor proclaimed Saturday, October 11, 1980 - "TOOTSIE ROLL DAY". The proclamation was read by Harold Aida of the Knights of Columbus. The Mayor proclaimed Friday, October 17, 1980 - "DAY IN COURT FOR LEGAL SECRETARIES". The proclamation was read by Sue Fuller. The Mayor proclaimed the Month of October, 1980 - "RESTAURANT AND HOSPITALITY MONTH". The proclamation was read by Mark Martin. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Resolution Number 80-3505 - a resolution of intent to issue $400,000 Industrial Revenue Bonds for Wheels Unlimited, Inc., Dennis Tripplett, Manager of Rickel Manufacturing, spoke against the City issuing these bonds in direct competition with other manufacturers and urged the City Commission to deny this request. Dick Jewell, Secretary -Treasurer of Wheels Unlimited, stated they do not manufacture or sell agricultural fertilizers in this area. Steve Shogren, United Securities, bond investors, said Wheels Unlimited, Inc. does not manufacture agricultural fertilizers in this area. Their business is selling trucks and service for trucks and fertilizers. 80-260 Moved by Commissioner Allen, seconded by Commissioner Hodges to place action on this request at the end of the agenda so the Commission can recess into an executive session for further discussion. Hill for the acquisition of a drainage canal in accordance with the approved plans and specifications on file with the City Engineering Department, (in Mayfair Addition) (6.5) City Engineer report on Petition Number 3794 - filed by Larry Wicks for no parking on the south side of Shalimar Drive from Ohio Street to Corsaut Court. 80-261 Moved by Commissioner Duckers, seconded by Commissioner Graves that all items on the consent agenda be approved. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance 80-8810 - for rezoning of Meadowlark Acres Addition Number 3, except Lots 1 and 2, Block 5, to District "P.D.D." Planned Development District (P.D.D. Application 80-1, filed by Ed Warmack and Company for Central Mall) 80-262 Moved by Commissioner Duckers, seconded by Commissioner Allen that Ordinance Number 80-8810, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. (8.2) Second Reading Ordinance 80-8802 - for the rezoning of Valley View Addition to District "R", requested in Zoning Application 80-11, filed by Harold and Royanne Larson. 80-263 Moved by Commissioner Allen, seconded by Commissioner Hodges that Ordinance Number 80-8802, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. (8.3) Second Reading Ordinance 80-8811 - levying special assessments on lots, pieces and parcels of ground in the City of Salina for street and utility improvements in Northeast Industrial Park. (Engineering Project 79-654) 80-264 Moved by Commissioner Hodges, seconded by Commissioner Allen that Ordinance Number 80-8811, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of curbing, guttering, paving and grading of York Avenue from Chester Avenue to Francis Street; curbing, guttering, paving and grading Street from the existing pavement, south to the north right-of-way of Francis line of the Missouri Pacific Railroad; water main and service; sanitary sewer service lines, be adopted. (8.4) Second Reading Ordinance 80-8812 - vacating 5 feet of the building setback requirement in part of Block 4, Replat of Blocks 4, 10, 11, 12, Georgetown Addition. 80-265 Moved by Commissioner Graves, seconded by Commissioner Hodges that Ordinance Number 80-8812, providing for the vacation of five feet of building setback requirement in part,of Block 4, Replat of Blocks 4, 10, 11, 12, Georgetown Addition to the City of Salina, Saline County, Kansas, be adopted. (8.5) Second Reading Ordinance 80-8812 - vacating an easement in Block 4, in the Replat of Schippel Addition, Blocks 4, 5, and part of Block 3. 80-266 Moved by Commissioner Duckers, seconded by Commissioner Allen that Ordinance Number 80-8813, providing for the vacation of a certain easement in Block 4, in the Replat of Schippel Addition, Blocks 4, 5, and part of Block 3, be adopted. J. Q. Rodriguez, reappointed for a 3 year term to September 15, 1983• Housing Authority of the City of Salina E. L. Bengtson, reappointed for a 4 year term to September 11, 1984.
