The Special Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, August 18, 1980, at 2:30 P.M.
for the purpose of evaluating the City Manager.
There were present:
Mayor Dan S. Geis, Chairman presiding
Commissioner Roy W. Allen
Commissioner Keith G. Duckers
Commissioner Karen M. Graves
Commissioner Merle A. Hodges
comprising a quorum of the Board, also present:
Rufus L. Nye, City Manager
Jacqueline Shiever, Acting City Clerk
Absent:
D. L. Harrison, City Clerk

80-227 Moved by Commissioner Graves, seconded by Commissioner Allen that the
Board of Commissioners recess into executive session for an hour and a half to
evaluate the City Manager. Aye: (5). Nay: (0). Motion adopted.
The Board of Commissioners recessed at 2:30 P.M. and reconvened at
3:55 P.M.

The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, August 18, 1980 at four o'clock
P.M.
There were present:

CITIZEN FORUM
Ed Shepard asked if the City Liquor Tax, distributed by the State, is
greater than the amount budgeted, if the greater amount can be spent?
Mr. Nye replied whatever money is received will be distributed 1/3
General Fund, 1/3 Alcohol Program, 1/3 Special Parks and Recreation.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting August 11, 1980.
(6.2) Petition Number 3791, filed by Douglas G. Hill for acquisition of a
drainage canal in accordance with the approved plans and specifications on file
with the City Engineering Department in Mayfair Addition.
(6.3) Petition Number 3792, filed by Ben Vidricksen for permission to widen a
driveway in the 700 Block of North 12th Street.
(6.4) Cereal Malt Beverage License Application filed by Soph, Inc., d/b/a Big
Cheese Pizza Southgate, 2030 South Ohio.
(6.5) City Engineer reports on Petition Number 3790 for the vacation of a
utility easement in Block 4, Replat of Blocks 4, 10, 11, 12, Georgetown Addition.
Introduce ordinance vacating the easement for first reading.
(6.6) Authorize the City Manager to sign an agreement with R. L. Polk and
Company to purchase the 1980 Profiles of Change for approximately $3,700.
(6.7) Appoint a city representative to the County Wastwater Management
Committee.

DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission to approve Zoning
Application 80-12, filed by Karen and Dean Tinkler to amend Section 36-613(2) of
the Salina Code to include "indoor boarding kennels" as a conditional use in "C-6"
(Heavy Commercial).
80-230 Moved by Commissioner Graves, seconded by Commissioner Hodges that the
recommendation of the City Planning Commission be accepted and Zoning Application
80-12 be approved, and that Ordinance Number 80-8808, providing for the amendment
of Section 36-613(2) of the Salina Code, and repealing the existing section, be
introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
ADMINISTRATION
(8.1) Second Reading Ordinance Number 80-8805 - levying special assessments
against certain lots and pieces of property to pay the cost of cutting weeds on
certain lots.
80-231 Moved by Commissioner Allen, seconded by Commissioner Duckers that
Ordinance Number 80-8805, levying special assessments against certain lots and
pieces of property to pay the cost of cutting weeds on certain lots and parts of
lots and the parkways abutting thereon in the City of Salina, Kansas, be adopted.
Aye: Allen, Duckers, Graves, Hodges, Geis (5). Nay: (0). Motion adopted.
(8.2) Second Reading Ordinance Number 80-8806 - Levying special assessments
against certain lots and pieces of property to pay the cost of abatement of
nuisances on certain lots.
80-232 Moved by Commissioner Duckers, seconded by Commissioner Hodges that
Ordinance Number 80-8806, levying special assessments against certain lots and
pieces of property to pay the cost of abatement of nuisances, located on certain
lots and parts of lots in the City of Salina, Kansas, be adopted. Aye: Allen,
Duckers, Graves, Hodges, Geis (5). Nay: (0). Motion adopted.
(8.3) Consideration of a request from Fred Trump, Chairman of the Museum and
Artifacts Committee of the Saline County Historical Society that the city establis
a Museum Commission. (Action was postponed from the July 14, 1980 meeting.)
Fred Trump, Harry Hughes, Dr. S. C. McCrae, Jim Geisendorf, Clarabelle
Geis spoke about the needs of a museum in the community.
80-233 Moved by Commissioner Graves, seconded by Commissioner Allen that the
Mayor appoint a study committee consisting of 1 member of the Saline County
Historical Society, I City Commissioner, 1 County Commissioner, 1 city staff
member, and 2 members at -large, to study the short term and long term needs of
the museum. Aye: (5). Nay: (0). Motion adopted.
OTHER BUSINESS
The Mayor accepted the resignation of Charles Gooden, Godfrey Lundgrin,
Dr. Jerry Lundgrin, Dr. I. E. Nickell, Lois Bobin, Norma Montgomery, Terry Mottley
Byron Norris, Hazel Shea from the Citizens' Advisory Committee.
