The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, August 11, 1980, at four o'clock
P.M.
There were present:
Mayor Dan S. Geis, Chairman presiding
Commissioner Roy W. Allen
Commissioner Keith G. Duckers
Commissioner Merle A. Hodges
comprising a quorum of the Board, also present:
L. 0. Bengtson, City Attorney
D. L. Harrison, City Clerk
Rufus L. Nye, City Manager
Absent:
Commissioner Karen M. Graves
CITIZEN FORUM
Dave Zook, #2 Eastborough Road, is concerned about drainage on the north
side of Country Club Road. Ile said they have never had any water problems until
they started development on the south side of Country Club Road. He said he had
two feet of water over his garden from the rain last week.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting August 4, 1980.
(6.2) Petition Number 3790, filed by Elly Drown for the vacation of a utility
easement in Block 4, of the Replat of Blocks 4, 8, 10, 11, 12, Georgetown Addition
(6.3) City Engineer files plans and specifications for Engineering Project
80-668 for sidewalks on the North side of Otto from Tulane to Ninth Street. (Set
August 21, 1980 to receive bids.)

(8.1) Second Reading Ordinance Number 80-8804 - providing, adopting and
appropriating, by fund, the budget of the City for the year beginning January 1,
1981.

Ordinance Number 80-8804, providing, adopting and appropriating, by fund, the
budget of the City for the year beginning January 1, 1981, be adopted. Aye:
Allen, Duckers, Hodges, Geis (4). Nay: (0). Commissioner Graves absent. Motion
adopted.

(8.2) First Reading Ordinance Number 80-8805 - levying special assessments
against certain lots and pieces of property to pay the cost of cutting weeds.
80-224 Moved by Commissioner Allen, seconded by Commissioner Hodges that
Ordinance Number 80-8805, levying special assessments against certain lots and
pieces of property to pay the cost of cutting weeds on certain lots and pieces of
lots and the parkways abutting thereon in the City of Salina, Kansas, be introduc
for first reading. Aye: (4). Nay: (0). Motion adopted.
(8.3) First Reading Ordinance Number 80-8806 - levying special assessments
against certain lots and pieces of property to pay the cost of abatement of
nuisances.

Ordinance Number 80-8806, levying special assessments against certain lots and
pieces of property to pay the cost of abatement of nuisances located on certain
property, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted.

WAIVER AND CONSENT TO HOLD A SPECIAL MEETING
OF THE BOARD OF COMMISSIONERS
We, the undersigned, being the duly elected, qualified and acting
Commissioners of the City of Salina, Kansas, and constituting a majority of the
Board of Commissioners of the City of Salina, Kansas, do hereby waive notice and
consent to the holding of a special meeting of the Board of Commissioners on the
18th day of August, 1980, at 2:00 P.M. for the purpose of evaluating the City
Manager.
