The Special Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, July 28, 1980, at three o'clock P.M. for the purpose of considering the off street parking requirements for the new building at Kansas Wesleyan University. There were present: Mayor Dan S. Geis, Chairman presiding Rommissioner Roy W. Allen Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Merle A. Hodges comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney W. E. Harris, Assistant City Manager D. L. Harrison, City Clerk Absent: Rufus L. Nye, City Manager 80-209 Moved by Commissioner Duckers, seconded by Commissioner Hodges that the Commission recess into executive session to discuss the off street parking requirements with the President and members of the Executive Committee of Kansas Wesleyan University. The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, July 28, 1980, at four o'clock P.M. There were present: Mayor Dan S. Nye, City Manager CITIZEN FORUM Mrs. Orvin Tiemann, 2307 Kensington, complained about the neighbor behind her who is parking a truck and tractor and has propane and gasoline tanks in their back yard. AWARDS - PROCLAMATIONS None None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME CONSENT AGENDA (6.1) Approve the minutes of the regular meeting July 21, 1980. 80-212 Moved by Commissioner Allen, seconded by Commissioner Hodges, that the recommendation of the City Planning Commission be accepted and Zoning Application 80-11 be approved subject to platting and that Ordinance Number 80-8802, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (6.2) City Engineer files plans and specifications for Engineering Project 80-667 for the replacement of a number of trees and shrubs at the Bicentennial Center. Set the date of August 14, 1980 to receive bids. (6.3) Resolution Number 80-3500 - authorizing the Secretary of Transportation to award and execute the necessary contracts for the completion of the East Crawford Street Bridge. (6.4) Resolution Number 80-3501 - designating the use of certain land owned by the City of Salina, Kansas for park purposes. ADMINISTRATION (8.1) First Reading Ordinance Number 80-8803 - providing for the construction of certain sidewalks, for the payment of the cost thereof, and how the same shall be assessed and the manner of the payment therefor. (North side of Otto Avenue from Tulane to Ninth Street) 80-214 Moved by Commissioner Graves, seconded by Commissioner Allen that Ordinance Number 80-8803, providing for the construction of certain sidewalks, for the payment of the cost thereof, and how the same shall be assessed and the manner of the payment therefor, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.2) Request by Cindy Entriken, Director of Domestic Violence Association of Central Kansas, to give the City Commission an update on 6 months activities. Cindy Entriken, Director of Domestic Violence Association of Central Kansas, gave the City Commission an update on its activities. (8.3) Request by C. R. Lindsley, 512 Kensington Road, to have the South Ohio speed limit question on the agenda so that several Salina citizens may present their views as well as those of a number of other residents of this city. C. R. Lindsley, 512 Kensington Road, presented a petition (later numbered 3789) with over 1200 signatures asking the City Commission to put the speed limit back to 40 MPH on Ohio Street. Jim Bell, 2612 Deborah Drive, showed the Commission copies of 300 signatures from an ad he put in the newspaper to increase the speed limit back to 40 MPH and 30 signatures to leave it at 30 MPH. Terry Mottley, 819 Lena; Charles Jensen, 825 Scott; Mike Flory, 729 Scott; Mrs. Robert Arnold, 1002 East Iron; Pat Gaston, 1921 East Glendale; Elly Drown, 2130 South Ohio, all urged the City Commission to put the 40 MPH speed limit back on Ohio Street. They stated it was putting the traffic on Roach and other streets and would be causing problems in those areas. Mike Meehan, 461 South Delaware, said if you are going to have 30 MPH on Ohio Street, which is 4 lanes, why not reduce the speed limit in front of my home to 20 MPH which is one lane when cars are parked on both sides? Cindy Entriken, 1513 Pershing, said the Commission should raise the speed limit back to 40 MPH but put in more traffic signals south and north of Cloud Street. Maure Weigle, 1015 East Ellsworth, stated the 30 MPH speed limit has slowed down the traffic, that it is a lot easier to get on and off Ohio and it is safer for children crossing. Jim Torrey, 1006 East Ellsworth, said the noise level is down and trucks have slowed down. Mr. and Mrs. Loren Robertson, 809 South Ohio, thanked the Commission for lowering the speed limit and hoped they would leave it for a year to see if it worked. Mr. Merle Houchin, 1019 McAdams Road and Mr. George Pryor, 1018 Manor Road asked why we need 40 MPH on Ohio Street. The City Commission took no action. 158 OTHER BUSINESS (9.1) Request by American Recycling, of Pratt, Kansas, to present their recycling program to the City Commissioners. Mr. Leland Flint, Pratt, Kansas, said he could save $750.00 per 1,000 people in a years time, that he needed a 200' x 200' fenced area at the landfill and city personnel would put old refrigerators, stoves, hot water heaters, car bodies in the fenced area and they would crush these items and sell the metal. This would save space in the landfill, cutting operating costs. 80-215 Moved by Commissioner Duckers, seconded by Commissioner Allen to have staff investigate and report back to the Commission.
