06-09-1980 Minutes149 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JUNE 9, 1980 4:00 P.M. The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, June 9, 1980, at four o'clock P.M. comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM Maure Weigle, 1015 East Ellsworth wants the speed limit reduced from 40 MPH to 30 MPH on Ohio Street from Greeley to Wayne. It is now 30 MPH from Pacific to Greeley and Wayne to Magnolia. There is more residential area on Ohio now with more children crossing the street. The Commission referred the matter to staff fora report in two weeks. CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting June 2, 1980. (6.2) City Engineer report on bids received for storm sewer on West Ash Street. (Engineering Project 79-658) (6.3) Set the date of June 23, 1980 for a public hearing on the proposed use of Federal Revenue Sharing Funds. (6.4) Recommendation from the City Engineer to approve Petition Number 3785, filed by Albert Bender for permission to construct a curb sidewalk at 1908 Hageman Avenue. (6.5) Petition Number 3787, filed by Joan Bermudez, Kennedy School PTA Safety Chairman, for sidewalks on the north side of Otto Street from Tulane Street to the intersection of Ninth and Otto. (6.6) Recommendation from the City Engineer to approve Petition Number 3782, filed by Wilson and Company for recessed parking on the west right-of-way of North Eighth Street East of Lots 40 through 46, Block 3 Calkins Addition to the City of Salina, Kansas. (6.7) City Engineer files a feasibility report for certain street improvements in Surveyor's Plat 52, requested in Petition Number 3784, filed by Bruce Roberts. (6.8) Set the date of June 26, 1980 to receive bids for excess property at 406 Putnam. None DEVELOPMENT BUSINESS ADMINISTRATION 150 (8.1) Resolution Number 80-3490, establishing certain fees required in Chapter 8 of the Salina Code. (Action postponed June 2, 1980) 80-164 Moved by Commissioner Hodges, seconded by Commissioner Graves that Section 4 be amended to read, "... required to make a payment of a two dollar ($2.00) fee, or a five dollar ($5.00) fee for a litter." Motion adopted. 80-165 Moved by Commissioner Hodges, seconded by Commissioner Graves that Section 6 be amended to read, "The following fees for animal adoption shall become effective at such time as the Animal Shelter provides for the neutering of cats and dogs and shall apply regardless of the age of the animals: 1. The city registration fee for neutered animals. ..." Aye: (5)• Nay: (0). Motion adopted. 80-166 Moved by Commissioner Duckers, seconded by Commissioner Allen that Resolution Number 80-3490, establishing certain fees required in Chapter 8 of the Salina Code, be adopted as amended. Aye: (5). Nay: (0). Motion adopted. (8.2) Consideration of proposed Housing Ordinance. Dean Boone, 430 West Crawford, Chairman of the Citizen's Advisory Committee, said after finding out on May 22, 1980 that after 1973 neither HUD nor any other agency requires a Housing Code of any kind for Salina to participate in federally funded Community Development Program. Until that day we did not know this Code was not required. I will not be used to perpetuate unnecessary regulations for any reason; and because of the aforestated and with respect to the members of this Commission and members of the Citizen Advisory Committee, feel it necessary to resign as Chairman of the Citizen's Advisory Committee. Marilyn Urion, 920 West Ash, feels there is a need for a Housing Code. 80-167 Moved by Commissioner Duckers, seconded by Commissioner Hodges that the proposed Housing Ordinance be referred back to the Citizen's Advisory Committee Ito take another look at. Aye: (5)• Nay: (0). Motion adopted. The Commission thanked Mr. Boone for his many efforts on the Citizen's Advisory Committee. OTHER BUSINESS The Mayor, with the approval of the Board of Commissioners, made the following appointments: Ad hoc Committee to work with the City Manager and City Planning Commission for a period not to exceed 90 days to review that part of the Animal Control Ordinance on hobby breeder licenses.
