The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, May 19, 1980, at four o'clock P.M.
There were present:
Mayor Dan S. Geis, Chairman presiding
Commissioner Roy W. Allen
Commissioner Merle A. Hodges
comprising a quorum of the board, also present:
Rufus L. Nye, City Manager

CITIZEN FORUM
Dan Fisk, asked the city to check the stop lights on Crawford at Front
Street and at Salina Central High School, that it is dangerous because people
hurry to make the lights, and it is a 20 MPH zone, and also time the other lights
on West Crawford so you can drive through them going 20 MPH.
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of May 26 through June 1, 1980 - "AMATEUR
RADIO WEED'. The proclamation was read by Jim McKim, Public Relations for the
Central Kansas Amateur Radio Club.
(4.2) The Mayor proclaimed the Month of May, 1980 - "POPPY MONTH" and May 24,
1980 - "POPPY DAY". The proclamation was read by Lois Shotwell, Poppy Chairman
of the American Legion Auxiliary.
(4.3) The Mayor proclaimed May 24, 1980 - "BUDDY POPPY DAY". The proclamation
was read by Melvin Dick, Poppy Chairman of the Veterans of Foreign Wars.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting May 12, 1980.
(6.2) Set the date of June 5, 1980 to receive bids for Engineering Project
79-658 for storm sewer improvements on West Ash Street.
(6.3) Set the date of May 29, 1980 to receive bids for the property at
630 Park Place.
(6.4) Cereal Malt Beverage license applications filed by:
Robert E. Eveleigh, d/b/a Bob's, 700 South Broadway, (New application)
Mary Weese, d/b/a Village Gate, 1329 East Iron, (New application)
(6.5) Petition Number 3785, filed by Albert Bender, 1908 Hageman, for curb
sidewalk.
(6.6) City Engineer report on bids received May 15, 1980 for certain piping
improvements at the Salina Water Plant. (Engineering Project 80-662)

11 items on the Consent Agenda be approved. Aye: (3). Nay: (0). Motion adopted.

DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission to deny Zoning
Application 80-3, filed by Wendell K. Nickell.
80-141 Moved by Commissioner Allen, seconded by Commissioner Hodges that the
recommendation of the City Planning Commission be accepted and Zoning Application
80-3, filed by Wendell K. Nickell for the rezoning of Lot 21 less the West 120
feet of the South 73 feet and Lot 22 less the West 120 feet of the North 258 feet
south of the north line of Lot 22, Surveyor's Plat "G" from District R-2 to 1-2,
be denied. Aye: (3). Nay: (0). Motion adopted.
(7.2) Recommendation from the City Planning Commission to approve a request
to extend the date for commencement of construction on UR75-6.
80-142 Moved by Commissioner Hodges, seconded by Commissioner Allen that the
recommendation of the City Planning Commission be accepted and the request to
extend the date for commencement of construction from July 12, 1979 to July 12,
1980, for Urban Renewal Request 75-6, filed by Kansas Power and Light, be
approved. Aye: (3). Nay: (0). Motion adopted.
ADMINISTRATION
(8.1) Second Reading Ordinance Number 80-8792 - authorizing $1,450,000
Internal Improvement Bonds, Series P-224.
80-143 Moved by Commissioner Allen, seconded by Commissioner Hodges that
Ordinance Number 80-8792, authorizing the issuance of Internal Improvement Bonds
of the City of Salina, Kansas, in the sum of $1,450,000 to pay the cost of
curbing, guttering, paving, grading, sanitary sewer, storm sewer, water main and
service improvements in the City, to be designated as Series P-224, be adopted.
Aye: Allen, Hodges, Geis (3). Nay: (0). Commissioners Duckers and Graves absent.
Motion adopted.
(8.2) Second Reading Ordinance Number 80-8793 - authorizing $250,000 Bridge
Improvement Bonds, Series B-225.
80-144 Moved by Commissioner Hodges, seconded by Commissioner Allen that
Ordinance Number 80-8793, authorizing the issuance of Bridge Improvement Bonds,
Series B-225 of the City of Salina, Kansas, in the aggregate amount of $250,000
to pay the cost of Bridge Improvements in said City, be adopted. Aye: Allen,
Hodges, Geis (3). Nay: (0). Commissioners Duckers and Graves absent. Motion
adopted.
OTHER BUSINESS
The Mayor, with the approval of the Board of Commissioners, made the
following appointments:
Board of Plumbing and Gas Fitter Examiners
Jim Hamilton, Journeyman Plumber, reappointed for a 2 year term to May 1, 1982.
Board of Zoning Appeals
Raymond Snyder, reappointed for a 3 year term to May 3, 1983.
