The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, May 12, 1980, at four o'clock P.M.
comprising a quorum of the board, also present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) An award for Engineering Excellence, 1980 Honor Award from the American
Consulting Engineering Council, was presented to the City of Salina for fostering
engineering excellence in the Salina Bicentennial Center by Ray Voscamp, Jr.,
Architect.
(4.2) The Mayor proclaimed the Week of May 11 through 17, 1980 - "HOSPITAL
WEEK IN SALINA". The proclamation was read by Jeanine Gagnon, Nursing Care
Coordinator.
(4.3) The Mayor proclaimed the Week of May 18 through 24, 1980 - "NATIONAL
INSURANCE WOMEN WEEK". The proclamation was read by Brenda Smith, lst Vice
President of Insurance Women of North Central Kansas, and immediate Past President
of Kansas Society of Insurance Women.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT
(6.1) Approval of the Minutes of the Regular Meeting May 5, 1980.
(6.2) Agreement with Wilson & Company, Engineers and Architects for the
development of an industrial waste pre-treatment program as required by EPA
regulations.
(6.3) City Engineer reports on the sufficiency of Petition Number 3784, filed
by Bruce Roberts, et al for street and utility improvements in the Replat of Lot
3, the East 70 feet of Lot 4, and part of Lot 2, Surveyor's Plat 52.

ADMINISTRATION
(8.1) City Clerk report on bids received for $1,450,000 Internal Improvement
Bonds, Series P-224 and $250,000 General Obligation Bonds, Series B-225, received
at 2:00 P.M.
80-128 Moved by Commissioner Graves, seconded by Commissioner Hodges that the
City Clerk's recommendation be accepted and the contracts be awarded to Stern
Brothers & Company., for an average interest rate of 5.9183330. Aye: (5). Nay:
(0). Motion adopted.
(8.2) First Reading Ordinance Number 80-8792 - authorizing the issuance of
$1,450,000.00, Internal Improvement Bonds, Series P-224.
80-129 Moved by Commissioner Hodges, seconded by Commissioner Allen that
Ordinance Number 80-8792, authorizing the issuance of Internal Improvement Bonds
of the City of Salina, Kansas, in the sum of $1,450,000.00, to pay the cost of
curbing, guttering, paving, grading, sanitary sewer, storm sewer, water main and
service improvements in the City, to be designated as Series P-224, be introduced
for first reading. Aye: (5). Nay: (0). Motion adopted.
(8.3) First Reading Ordinance Number 80-8793 - authorizing the issuance of
$250,000 Bridge Improvement Bonds, Series B-225.
80-130 Moved by Commissioner Duckers, seconded by Commissioner Hodges that
Ordinance Number 80-8793, authorizing the issuance of Bridge Improvement Bonds,
Series B-225 of the City of Salina, Kansas, in the aggregate amount of $250,000.00
to pay the cost of bridge improvements in said city, be introduced for first
reading. Aye: (5). Nay: (0). Motion adopted.
(8.4) First Reading Ordinance Number 80-8794 - Salina Animal Control and
Protection Ordinance.
Rachel Bohanman questioned the need of a new ordinance when the present
ordinance is not enforced properly.
Babette Freeman, of the Salina Kennel Club, and Mrs. Baten Young, a
hobby breeder, spoke against several sections of the proposed ordinance. They
want the Commission to appoint an Animal Control Advisory Board.
Dr. Charles Olson and Dr. Tom Cure, spoke against the proposed ordinance
They were mostly concerned about the section on licensing and inspection of
veterinary hospitals.
Gayle Rose, a member of the Saline County Humane Society, spoke in
favor of the proposed ordinance.

delete that section on the licensing and inspection of veterinary boarding kennels
Aye: Allen, Duckers, Graves, Geis (4). Nay: Hodges (1). Motion adopted.

Moved by Commissioner Graves, seconded by Commissioner Hodges that
Ordinance Number 80-8794 pertaining to the control and protection of animals,
amending Articles I and II of Chapter 8 of the Salina Code and repealing the
existing articles. This ordinance shall be known and may be cited as the Salina
Animal Control and Protection Ordinance, be introduced for first reading as
amended, deleting animal hospitals from licensing and inspection. Aye: Graves,
Hodges, Geis (3). Nay: Allen, Duckers (2). Motion adopted.
(8.5) Second Reading Charter Ordinance Number 18, relating to the imposition
and collection of Municipal Court cost and related fees.

Charter Ordinance Number 18, relating to the imposition and collection of Municipa
Court cost and related fees, be adopted with the following amendments: Section
2(a) from $5.00 to $7.50, and Section 2(c) from $2.00 to $4.00. Aye: (5). Nay:
(0). Motion adopted.

(8.6) Second Reading Ordinance Number 80-8791 amending Section 11 of Ordinance
Number 80-8774.
80-134 Moved by Commissioner Graves, seconded by Commissioner Hodges that
Ordinance Number 80-8791, Amending Section 11 of Ordinance Number 80-8774 of the
City of Salina, Kansas, passed and approved on March 24, 1980, authorizing the
City of Salina, Kansas, to acquire real property and construct, purchase and
install buildings and improvements and furnishings and equipment to be leased to
Windsor Nursing Home Associates, Inc., a Kansas corporation; authorizing and
directing the issuance of $1,450,000 principal amount of nursing home revenue
bonds Series 1980, of said City; and repealing said Section 11 of said Ordinance
Number 80-8774 as originally enacted, be adopted. Aye: (5). Nay: (0). Motion
adopted.
(8.7) Resolution Number 80-3487, establishing certain charges for the operati
of the Salina Municipal Golf Course.
Erick Erickson, Dave Olhausen, Vern Dicks, Lorita Von Niederhausern,
Jim Foley, Bob Hill and Earl Richter were present asking the Commission to leave
the annual membership in the rate structure with a small increase. They feel
the individuals who have annual memberships take pride in the golf course and
help take care of it. They were also concerned about the golf car storage buildin
roof leaking.

Moved by Commissioner Allen, seconded by Commissioner Hodges to amend
item 2, of Resolution 80-3487, annual memberships to be as it was in Resolution
Number 3415. Aye: (5). Nay: (0). Motion adopted.

Moved by Commissioner Hodges, seconded by Commissioner Graves that
Resolution Number 80-3487, authorizing and establishing certain charges for the
operation of the Salina Municipal Golf Course, amending Resolution Number 3415
and repealing said original resolution, as amended by Commission Action ,#80-135,
be further amended by adding in item 1, green fees $4.00 for 9 holes on weekends,
holidays and by adding item 6, golf car storage, gas cars $75.00 and electric
cars $100.00, and adopted. Aye: (5). Nay: (0). Motion adopted.
(8.8) Resolution Number 80-3488 - authorizing and establishing certain
charges and rental fees for the use of Lakewood Lodge.

Resolution Number 80-3488, authorizing and establishing certain charges and
rental fees for the use of Lakewood Lodge and repealing all existing Resolutions,
motions and actions pertaining thereto, be adopted. Aye: Allen, Duckers, Graves,
Hodges (4). Nay: Geis (1). Motion adopted.
(8.9) Resolution Number 3489 - authorizing and establishing certain fees for
the use of Carver and Municipal Swimming Pools.

Resolution Number 80-3489, authorizing and establishing certain fees for the use
of the Carver and Municipal Swimming Pools and repealing all existing Resolutions,
motions and actions pertaining thereto, be adopted. Aye: Allen, Duckers, Graves,
Hodges (4). Nay: Geis (1). Motion adopted.

The Mayor, with the approval of the Board of Commissioners, made the
following appointments:

Don E. Morrison, reappointed for a 3 year term to May 3, 1983.
Russ Jones, appointed to succeed Norman Yenkey, for a 3 year term to May 3, 1983,
to be effective June 2, 1980.
Dr. Dale Cole, appointed to succeed Lyle Lightfoot, for a 3 year term to May 3,
1983, to be effective June 2, 1980.
